Ladybrook/Mickerbrook Footpath
To report the receipt of a petition from 12 residents of the Ladybridge Estates
(Twining Brook Road, Edenbridge Road and Calderbrook Drive) requesting the
Council to fill in the puddles on the Ladybrook/Mickerbrook footpath, as the path is
currently impassable.

Open Forum - Medium Term Financial Plan Update

(Pages 21 - 25)

The Area Committee and members of the public are asked to comment on the key
considerations arising from the Councils Medium Term Financial Plan and provide
suggestions as to how the Executive can best utilise the Committee to engage with
local residents in their area.
The Plan is a medium term plan (up to 2020/21) and forecast of the Councils
expected financial position and looks at both the income the Council is forecast to
receive and the spending pressures it is facing.

Open Forum: Anti-Social Behaviour - Councillor Lane/Adshall Road and


Lavingon Avenue Guide Hut, Cheadle
A Community Safety Officer and a representative of Greater Manchester Police will
attend the meeting in connection with anti-social behaviour at Councillor
Lane/Adshall Road and Lavington Avenue Guide Hut, Cheadle.

aimed at publicising Abney Hall Park as a venue of recreational and historical value and

The reports sets out the applications received for funding from the Brookfield Park Shiers
Family Trust in accordance with the Area Committees previous decision to reserve
25,000 from the Trust towards addressing the effect of loneliness amongst elderly
residents and the consequential effect on their health.

10. NEWBOULT ROAD ALLOTMENT SITE - NOMINATION TO BE LISTED AS AN
ASSET OF COMMUNITY VALUE

The report sets out a nomination to list the Newboult Road allotment site, Cheadle as an
Asset of Community Value under the provisions of the Localism Act 2011.
The Area Committee is requested to make a formal decision as to whether under
the terms of the Community Right to Bid, the Newboult Road allotment site is an
asset of community value or not, and the rationale for reaching that decision.

The reports sets out the results of an investigation into the problems caused by staff
working at the Southgate Office Centre parking on Wilmslow Road and preventing buses
from drawing into the kerb to allow passengers to board and alight onto the footpath.
The report seeks approval to the introduction of a No Stopping Except for Buses
Clearway Order on an existing bus stop situated on the east side of Wilmslow Road,
south of the Southgate Business Park.

were approved as a correct record and signed by the Chair.

A representative of the Democratic Services Manager submitted a report (copies of which
had been circulated) updating the Area Committee on progress since the last meeting on

decisions taken by the Area Committee and the current position on Ward Flexibility
Funding. The report also included the current position on the ward delegated budgets.

(v)

Open Forum: Anti-Social Behaviour - Councillor Lane/Adshall Road, Cheadle

A representative of the Democratic Services Manager reported that this item had been
placed on the agenda at the request of Councillor John Pantall..
Councillor Pantall reported on recent incidents of anti-social behaviour by young people
outside the shops at the junction of Councillor Lane and Adshall Road, Cheadle. He
expressed concern that it now appeared that there had been a build up to the anti-social
behaviour over a period of a few weeks, but that this has not been reported by local people
and shopkeepers.

PCSO Mike Hallworth reported on the multi-agency response to the anti-social behaviour.
Officers had spoken to the residents who lived on the estate, the shopkeepers affected,
and representatives from Stockport Homes and Mossbank Homes who managed the
estates. He further reported that a Dispersal Order had been put in place, but that the
perpetrators had then moved on to the Merseyway Shopping Centre.
RESOLVED That the report be noted.

Ward Flexibility Funding - 1st Heaton Vale Sea Scouts

An application for Ward Flexibility Funding was submitted (copies of which had been
circulated) from 1st Heaton Vale Sea Scouts to assist its young members gaining their
Junior Sailing Awards.
RESOLVED That consideration of the application be deferred and the applicant be
invited to attend the next meeting of the Area Committee and present the application.

Development applications were submitted.

7. APPEAL DECISIONS, CURRENT PLANNING APPEALS AND ENFORCEMENTS
A representative of the Democratic Services Manager submitted a report of the Deputy
Chief Executive (copies of which had been circulated) listing any outstanding or recently
determined planning appeals and enforcements within the area represented by the
Cheadle Area Committee. He advised that the appeal against the refusal of planning
permission for the erection of one detached dwelling at 9 Rodmill Drive, Gatley had been
upheld by the Planning Inspectorate.
RESOLVED That the report be noted.
8. MANSTON DRIVE, CHEADLE HULME - RESURFACING OF CARRIAGEWAY
A representative of the Democratic Services Manager submitted a report of the Corporate
Director for Place Management and Regeneration (copies of which had been circulated)
regarding a proposal to resurface the carriageway at the junction of Manston Drive,

Cheadle Hulme and the service road entrance to Sagar Lodge and the Regency Court
apartments.
RESOLVED That the resurfacing of the carriageway at the junction of Manston Drive,
Cheadle Hulme and service road entrance to the Sagar Lodge and Regency Court
apartments be approved at an approximate cost of 1,400 to be funded from the Area
Committees Delegated Budget (Cheadle Hulme North Ward allocation).
9. SIGNAGE ADVERTISING ABNEY HALL PARK
(NOTE: The Chair was of the opinion that this item, although not included on the agenda
for the meeting, should be considered as a matter of urgency in accordance with Section
100B(4)(b) of the Local Government Act 1972 to prevent undue delay in the consideration
of the matter).
With the agreement of the Committee, Estelle Weiner, Secretary of the Friends of Abney
Hall Car Park, addressed the Area Committee requesting that additional signage be
provided which directed people to Abney Hall Park from Manchester Road and Cheadle
village.
Members of the Area Committee requested that means of raising peoples awareness of
Abney Hall Park should also be carried out, for example by a stall at the Makers Markets
on Cheadle Green and increasing publicity for the park, for example by commemorating
the fact that the novelist Agatha Christie stayed at Abney Hall.
RESOLVED That a report be submitted to the next meeting of the Area Committee on 27
September 2016 addressing the issue of signage at Abney Hall Park including costings,
ownership of the various pieces of land, whether planning consent is required and the
possible use of brown tourist signs; and that the report also addresses the wider issues of
improving awareness of the park and helping to publicise it.

the gate and to the rear of the Lime Grove properties. This element of
work will be carried out at the same time as the Wood Street proposals
and advertised at the same time, to save advertising costs.

MEDIUM TERM FINANCIAL PLAN UPDATE


1.

INTRODUCTION AND PURPOSE OF REPORT

1.2 The Councils income comes from Council Tax, Business Rates, Government
Grants and income from fees and charges. The plan looks at the likely income
the council will receive each year up to 2020/21 and also assesses the spending
pressures it will face. These spending pressures include inflation increases on
the goods and services the Council purchases, increasing costs of disposing of
household waste, cost increases arising from areas affected by the national
minimum wage, expected pay increases for staff, currently assumed to be limited
to 1% per annum up to 2019/20 and increasing demand upon services as a result
of changes in the age and needs of the population of Stockport.
1.3 The Council does start from a strong financial platform having delivered
significant savings in the past number of years and previously delivering positive
financial results. However the current forecasts indicate a declining income as a
result of reduced government grants and increasing spending as a result of the
cost increases as described above.
1.4 The current financial plan indicates that the saving requirement or gap between
expected income and expected spending is over 58m by 2020/21. This is
summarised in the table below:

AGENDA ITEM

1.1 The purpose of the report is to outline the key considerations arising from the
Councils Medium Term Financial Plan (MTFP). The MTFP is a medium term
plan (up to 2020/21) and forecast of the Councils expected financial position and
looks at both the income the Council is forecast to receive and the spending
pressures it is facing.

Executive Response

2.1 The Councils Executive has asked the Borough Treasurer to undertake a review
of the financial plan and this is ongoing, however it is clear that the Council is
facing significant financial challenges and risks and will need to make savings
and put in place plans to increase income to the Council and reduce demands on
Council services as we prepare for a position when the Council receives no grant
from Central Government.

2.2 The Councils Executive has outlined a number of principles that will frame how the
Executive engages with residents and businesses to inform how it proposes to

address the severe financial challenges being imposed on Stockport by central


Government.
2.3 The objective over the coming years is to unlock Stockports enormous economic
and social potential. This commitment involves attracting investment to boost our
local economy and bring new jobs and equipping young people with the skills they
need to take advantage of that growth by working with businesses to guarantee
opportunities for local school leavers.
2.4 The Councils financial position impacts on, and is impacted by, the strength of local
communities and the local economy. This link becomes more pronounced as
government grants are phased out in Stockport over the medium-term, leaving the
Council largely financially self-reliant by 2020/21. The Executive approach to
addressing the medium-term financial challenges is illustrated in the diagram below.

2.5 Some complex issues and very large programmes of work play out across these
horizons in the coming years; each will require careful consideration. In summary,
these include:
Place-shaping: the further development of the Greater Manchester Spatial
Framework; any potential resulting changes to our adopted Core Strategy; our
approach to local land, property and the public estate; ensuring the right mix of
housing in the right locations, supported by a Council-led Housing Company.
Economy: Creating the conditions for companies to locate and grow in
Stockport; supporting local residents to access training and jobs; developing a
thriving town centre; making it easier for people to travel through and within the
Borough through enhanced transport connections.
Community: Developing a hierarchy of support for people that want to learn
more, get involved and organise community activities including exploring
options for a new Community Investment Fund; ensuring Council policies and
procedures can work with and create space for communities.
Joined-up local services: Building on emerging locality models across services
and our strategic view of the public estate to explore how best to join up local
services and back office functions; informed by work in Brinnington to understand

in fine detail how services are used in high-demand areas. The emphasis
remains however to reduce demand and develop greater independence in our
Borough.
Specialist services: Evidence-informed practice to reduce the need to specialist
services again through the reduction of demand and increase in independence
and resilience; Specialist commissioning to develop centres of excellence across
wider areas.
2.6 The Executive has formulated a new series of principles that will shape expectations
and decisions about the budget and related issues. These principles suggest a new
approach to addressing the challenges we face: fairer, more open, more inclusive;
genuinely engaging with local people. We will rise to the challenge of preparing the
Council to be financially self-reliant, taking the hard decisions now to create the
conditions that sustain high quality public services and strong civic leadership in
future years.
We will address, together, the need to become financially self-reliant over five years,
as well as how we will need to reduce spending in the next two years.
2.7 The Executive and officers are working on developing a two year budget framework
that positions the Council ready for the future of self-funding, thereby allowing the
Council the time and opportunity to genuinely engage in discussions on the budget
reductions required and also allow us to utilise the strong platform that we have to
aid the transition and pain that such budget reductions will inevitably cause.
2.8 By taking a two year view we will be better able to ensure that decisions we make
are well informed, impacts known, and mitigated as far as we can by ensuring that
the budget savings are well implemented.
2.9 The Borough Treasurer has also undertaken review of reserves and proposed that
that the Council puts a Reserves Policy in place and that the Councils existing
earmarked reserves are aligned to the corporate and strategic priorities over the
MTFP. This will provide more clarity, transparency and linkage to the Councils
priorities and help develop a more consistent approach to the use, phasing and
expected benefits that will arise from the deployment of reserves.
2.10 The financial challenges and risks that the Council faces in the future are significant.
The adoption of the Reserves Policy will allow for a clearer demonstration of the
links between the reserves held and risks and challenges faced by the Council and
will create a more focussed corporate response to improve the financial resilience of
the Council.
2.11 The Executive is also minded to accept the Governments offer of a four year
financial settlement. We note that this only provides assurances on a relatively
small and reducing amount of resources; however the provision of this certainty of
funding will better able the Council to plan for the future. The potential alternative of
entering into annual negotiations with Central Government does not fit with the need
to become financially self-reliant over the period of the MTFP.
2.12 Work will continue over the summer to meet the conditions of the four year
settlement with the production of a revised MTFP following our request for a
summer review of the key assumptions that currently underpin it. The Executive and

officers are working on the production of a plan to address the financial position for
2017/18 and 2018/19 while noting that the financial challenges faced by Stockport
will not be able to be made by efficiency alone.
Being open about what service performance standards are acceptable, resourcing
accordingly and being clear about the impact
2.13 After six years of centrally imposed cuts to Council funding, we are left with little
room to manoeuvre in setting the Councils budget. Whilst we will support and
invest in work to transform services where possible, we are also clear that there are
some things we will no longer be able to do in future. Where this is the case we will
be honest with local people about what will change and how this will affect them,
and we will seek to work together to mitigate these impacts where possible.
A focus on inclusion
2.14 Throughout all our policy and decision making we will focus on ensuring those most
at risk of being left behind receive the services they need to fulfil their potential and
play an active role in local life. We acknowledge that there are families struggling
right across the Borough, but there are concentrations of deprivation that require
particular focus and support and we will expect the right targeted support to be
provided even where spending is being reduced.
Growing our local economy and supporting people so they can get good jobs is the
best way to promote individual and community independence
2.15 In particular we will focus on connecting people to good jobs, through access to the
right skills and training, transport and wider social support and services that can help
maintain a stable home life and give people the confidence to compete for work.
Maximising income to protect vital services
2.16 The Government has made it clear they expect Councils to fund local services
through locally raised income. We will take a wide-range look at where
opportunities exist to protect services in this way, including making sure the Council
is acting in a commercially aware manner across all its operations, and taking full
advantage of opportunities to trade and leverage the value of its assets. The
strength of the Stockport Economy and future growth will also improve the financial
position of the Councils finance through increasing the value of assets it owns as
well as leading to growth in business rates income. Both will help in addressing the
financial challenges that the Council faces.

Integrated service delivery, management and back-office across the Council,


places and sectors
2.17 Silo working still adds in cost and acts as a drag on a high quality service
experience. In the coming years will must look at radical steps to move beyond
organisational boundaries and beyond traditional views of different service user
groups. We will bring forward work to pilot a new approach to joined-local services
that reflects and responds to the unique circumstances of each local community.
Alongside this we will expect and encourage agencies to integrate their support
services in order to achieve maximum value for money.
Design in digital solutions and self-service wherever possible
2.18 We acknowledge the benefit of the existing investment in the Digital by Design
programme and it has been a significant factor in the savings and reform being
delivered this financial year. We are minded to invest further in the roll out of new
digital capabilities across services, and we will expect that digital means to mitigate
the impact of cuts will have been fully explored before other measures are resorted
to.
3.

NEXT STEPS

3.1 The Executive wishes to build on the principles outlined in this report to bring forward
a fully worked up programme of change in the autumn. This will be considered by
Scrutiny Committees in the October cycle and by Area Committees in early
November alongside an initial tranche of business cases. We are clear that the two
year budget framework provide us the opportunity to address a range issues at the
most appropriate time, avoiding any knee-jerk response to what are complex issues.
3.2 Our two-year framework will also provide an opportunity to fully engage our
workforce, residents and service users both to help inform our approach to these
issues overall and to provide sufficient opportunity to be properly consulted on
specific proposed changes.
4.

RECOMMENDATIONS

4.1 The Area Committee is asked to comment on the report and provide suggestions as
to how the Executive can best utilise the Committee to engage with local residents
in their area.

This application is for the provision and promotion of events on the day of the Cheadle Victorian
Christmas Market to encourage community cohesion and promotion of Cheadle as a vibrant
district centre with a wide range of retail outlets other businesses and recreational spaces. To
date events are being planned at four main centres: Cheadle Green, Cheadle Parish Church &
Churchyard, The White Hart Car Park, Trinity Church (Massie Street) with entertainment and
Victorian characters along the High Street. The event, with a Victorian theme, will run in
conjunction with the monthly Community Makers Market which will be hosted on by the Civic
Society on the Cheadle Green site. In addition there will be a funfair and community stalls in the
White Hart Car park, and a craft fair at Trinity Church. St Marys and the Village Partnership will
coordinate activities in both the churchyard and inside the church and along Cheadle High
Street. Activities include a Charity Market in the churchyard supporting both local and
international charities with connections to Cheadle residents, inside a programme of live music,
entertainment, children's crafts, dramatic presentations and bell ringing culminating in a
Victorian Family Christmas presentation and finally, to round off the day, a Victorian-styled
evening entertainment. Along the High Street there will be street entertainers, Victorian
characters and musical performers.
All local businesses have been encouraged to make the most of the opportunity and participate
by dressing their windows and consider marketing measures to attract business not only on the
day but to encourage people back into the village on future occasions, as well as 'going
Victorian' for the day. This application supports the need for further promotional activities
including the High Street entertainers who will signpost when and where activities are taking
place, the provision of a programme of events and the furnishing of a Victorian themed
environment to enhance the ambience and enjoyment of the day by the local community. To
ease congestion in the village Park and Ride facilities are been provided by a partnership

between The Kingsway School and a local bus company (Bullocks) all of which needs signage
and stewards.

The club raises funds for club via donations, membership fees and grants. Via grants and fund
raising this summer we replaced all our nets, training equipment and goals having invested

DESCRIPTION OF DEVELOPMENT
The application consists of 4 elements:
1. New shopfront
The proposal originally included a new shop front. The proposed shop front design has been
amended through the life of the application. The proposal originally included a cut away ground
floor frontage with recessed entrance door and display window and covered lobby to front. This
was unacceptable in conservation terms and the design has now been amended so that the
original door way and display window will be retained with a cover lobby behind and modern
shop front set inside the building. The changes to the external appearance are therefore not
significant and the new internal shop front does not require planning permission.
2. Extensions/alterations to rear
The proposal includes the demolition of an existing timber framed conservatory to the rear
elevation. The proposal also seeks the removal of a section of wall to the rear first floor
balcony, a window and section of wall on the side elevation and repositioning of side doorway
to accommodate internal layout changes.
The proposal involves the addition of a new rear brick extension onto the existing ground floor.
This would provide additional internal seating area covers at ground floor level and a proposed
herb garden (to serve the restaurant) on the flat roofed area above. The extension would be
built from brick to match the existing building.
In addition to the above and attached too within the rear yard area of the building a new

retractable roof and side drop awning structure is proposed to add further seating space to the
premises. The structure dimensions 11.15m long x 7.83m wide and has a shallow pitched roof
being made from aluminium framing with glazed sides and a polymer roofing system. The
structure is retractable (roof and sides) to allow open air eating.
Further external changes include the extension of the existing goods lift to form a two storey
structure with flat roof and offer access for goods to first floor level and a new repositioned door
at ground floor level adjacent to the lift.
3. Establish hours of operation
The proposal also seeks to establish the hours of operation at the premises. Hours proposed
are 10am until 12 midnight Sunday to Wednesday and 10am to 1am on Thursday, Friday and
Saturday. The application has been accompanied by an acoustic report which deals with all
issues in connection with the operation of the restaurant (including hours, music, deliveries, etc)
and the acoustic properties of the building and the proposed rear extension area.
SITE AND SURROUNDINGS
Existing 2 storey terraced property within Cheadle Centre and Conservation Area fronting onto
Wilmslow Road. The premises occupy a narrow site that extends backwards from Wilmslow
Road in a easterly direction to Back Massie Street. The premises are currently vacant having
last been occupied by a restaurant (Rio Brazil). The premises have managers/staff
accommodation at first floor level. Premises have existing signage to the site frontage. The
surrounding area has a mixed retail, commercial and residential nature with a variety of
different shops and related signage in existence on the commercial premises nearby. Premises
to either side are in retail use and residential properties lie to the rear off Back Massie Street
(fronting onto Massie Street). A car park lies beyond back Massie Street to the east. A smaller
car park lies to the north serving the rear of properties lying in this direction Cheadle village
centre lies to the north.
POLICY BACKGROUND
Section 38(6) of the Planning and Compulsory Purchase Act 2004 requires
applications/appeals to be determined in accordance with the Statutory Development Plan
unless material considerations indicate otherwise.
The Statutory Development Plan includes:

May 2006 which have been saved by direction under paragraph 1(3) of Schedule 8 to

Paragraph 187 states Local planning authorities should look for solutions rather than problems,

NEIGHBOURS VIEWS
The occupiers of nearby properties have been notified in writing of the proposal.
4 objection letters were received in respect of this application. The following grounds of
objection have been raised:
1. The premises have changed hands regularly and operation has a great impact on
residential amenity for nearby properties.
1. There is often noise and disturbance late in the evening from the site particularly in
respect of people entering and leaving the site from the rear of the property.
2. There is excessive noise and disturbance from the kitchen and its staff.
3. There is noise from rubbish deliveries.
4. Customers smoking outside cause noise problems.
5. All conditions of the previous occupier should be carried over.
6. The proposed opening hours are too long 1am is too late in the evening.
7. The retractable roof extension will cause noise disturbance.
8. The premises will be larger which means more people and more noise.
9. The proposal will impact on right of way issues to the rear of the premises for adjoining
properties in particular no. 9 Wilmslow Road.
CONSULTEE RESPONSES
Highways Engineer: The property is located in a District Centre and adjacent to a public car
park. The alterations and extended external dining space will generate a demand for typically
18 extra parking space however I am satisfied this demand can be accommodated within the
Centre in general. Lunchtime trade is generally persons already within the area and during the
evening period parking is available more readily.
The external space is already enclosed and utilised and its redevelopment will not adversely
affect parking or servicing requirements. I raise no objections.
Conservation Officer: (*Comments prior to Shopfront amendment.) Located within Cheadle
Village Conservation Area the alterations to the front elevation would harm the special
character and appearance of the conservation area, involving the loss of the original shopfront

opening and door and the creation of a recessed glazed shopfront 1.5m within the building. I
would recommend that the existing arrangement is retained with details of all new signage to
be submitted and agreed separately. No objections to the various alterations proposed at the
rear of the property.
Following amendment to the shop front the Conservation Officer has verbally confirmed no
objections to the frontage also.
Environmental Health: The above application is for a new shop front and the extension of the
rear area. The applicant is requesting closing hours of 00.00 Sunday-Wednesday and 01.00
Thursday-Saturday. There is going to be a big increase in the use of the rear area as there are
more covers in the rear than in the restaurant itself, therefore the external area will need to be
managed.
I requested a noise report from the applicant to assess the noise from the business and what
noise levels would be acceptable to prevent amenity issues to neighbouring properties who are
situated approx. 33 meters away from the rear of the property. I spoke with the consultant
before the survey was carried out to agree operation noise levels in line with guidance with
regard to music, patrons in the rear area and fixed plant.
The report undertakes background noise monitoring to determine maximum operation levels in
line with Local Authority environmental noise criteria. It then assesses the development to
advise how these can be met and what mitigation will need to be in place. The report assesses
daytime limits as well as night time limits when noise from the business will be more noticeable
and I am happy that the noise levels can be managed to prevent disturbance.

a programme of maintenance of the equipment, has been submitted to and
approved in writing by the local planning authority.

The premises shall not be opened for trading or used for the preparation of food until the
ventilation and extraction measures have been installed in accordance with the approved
scheme or at any time when the approved ventilation and extraction measures are not
operating in accordance with the approved scheme.
ANALYSIS
The application requires consideration in respect of the following areas:
10. Physical changes, design and impact on conservation area
The property is situated in Cheadle Village conservation area and is therefore sensitive in terms
of its location and the design and appearance of any alterations. The original proposal included
a new modern cut back shop front and lobby area. This would have been very non-traditional
and was not considered appropriate within the conservation area on the Wilmslow Road
frontage. The design has now been amended and the original shop front retained to maintain
the original appearance of the premises with the new shop front and lobby area provided
behind the existing faade. This is now considered acceptable by the Conservation Officer.
The alterations to the rear including the removal of the existing conservatory and replacement
with a new brick built extension and glazed covered seating area with retractable roof/side
extension (alongside the smaller alterations lift shaft and door way alterations) are sited to the
rear of the building within an enclosed corner location and have a less sensitive setting in
respect of the conservation area. On the basis of the designs put forward and the location the
conservation officer raises no objections to these elements. The proposal in therefore not
considered to generate any concerns in respect of design and appearance and is considered to
comply with design related policies SIE-1 and SIE-3 which seek to ensure good design and to
preserve and enhance the quality of conservation areas alongside advice within the NPPF. All
materials of construction should be agreed by planning condition.
1. Hours of operation
The premises already have a historic consent for a restaurant and have been used as such for
a number of years. Research of the planning history however reveals that given the
longstanding use there does not seem to be any hours of operation currently affecting the
premises under planning controls. The hours proposed under this application are 10am until 12
midnight Sunday to Wednesday and 10am to 1am on Thursday, Friday and Saturday. Whilst
the premises are unrestricted in terms of hours of operation under planning control there is a
Premises licence on the building (for the previous occupier Rio Brazil) which permits a variety
of matters including:
Live Music Sunday to Thursday 10am 12pm and 10am to 1am on Thursday, Friday,

The Environmental Health Officer (EHO) has been consulted on the application and originally
raised objection to the hours proposed under this application. General operating hours in an
around Cheadle District centre are not as late in the evening as those proposed here and the
proposed covered retractable glazing area was a potential source of noise outbreak and
nuisance to neighbours. Objections were also raised from the some neighbours with concerns
raised about noise and disturbance particularly in relation to the opening hours proposed. The
area generally has also been the source of several noise complaints in respect of late night
uses previously. However the EHO recognised that the premises where unrestricted in
planning terms.
Keen to ensure that the proposed use could operate as proposed, so as not affect the end
users business model whilst not impacting on the existing amenities of the area and nearby
residential properties, a noise assessment was requested to establish what the impact of the
proposal would be covering all issues including the general use of the restaurant, filtration,
extraction and ventilation equipment and to demonstrate the acoustic properties of the
proposed glazed seating area and its method of operation particularly given its retractable
roof/sided nature. The report deals with amplified music, hours of operation, management of
the restaurant, management of the rear terrace area, noise from mechanical equipment and
deliveries all based on the existing background noise levels at the site locality. This has been
assessed by the EHO and subject to the implementation of the measures set out within the
report (except closure of the retractable side elements by 10pm not 11pm) is now satisfied that
the use would be able to be operated without causing impact on neighbouring properties.
Subject to a series of conditions as set out above within the consultation responses section
above the EHO is satisfied that noise impacts can be managed and the use can operate
without to prevent amenity issues to the nearest neighbouring residential properties who are
situated approximately 33 meters away from the rear of the property. In addition it is
considered that no access or egress to the premises should be allowed after 10pm. These
conditional measures would ensure the premises operate and can be controlled at an
acceptable level in accordance with the licence requirements as outlined above and within
acceptable local authority noise requiements. On this basis the proposal is considered to be
acceptable and in accordance with the requirements of Policy SIE-1 and SIE-3, again alongside
advice within the NPPF, which seek to protect the environment including residential amenity
from impacts such as noise and disturbance.

Abney Hall Park - proposals aimed at raising awareness of this public open space
Report of the Corporate Director for Place Management & Regeneration
1.

MATTER FOR CONSIDERATION

1.1 That Area Committee considers the following proposals that are designed to help
publicise Abney Hall Park as a venue of recreational and historical value.
2.

INFORMATION

2.1 At the last meeting of Cheadle Area Committee on 9 August a representative of the
Friends of Abney Hall Park made a request for directional signage to be provided on
the main approaches to the park. The Friends contend that Abney Hall Park is either
not well-known or is perceived to be a business park and not a public open space. It
is thought that additional signage would lead to an increase in visitor numbers.
2.2 Within the park there are two Welcome to Abney Hall Park signs (Fig 1) providing
general visitor information including a site map. These are located at the entrance to
the car park off the main drive from Manchester Road, and at the entrance to the car
park, adjacent to the Scout and Guide Centre. These were installed in 2011 by the
Greenspace Team who manage the park. The Friends had asked if these could be
relocated to more prominent positions. This would not be cost effective due to their
age and condition.
2.3 There are two vehicular access points. At the main entrance off Manchester Road is
a corporate sign with the words Abney Park (Fig 2) visible to passing traffic. It is
understood this sign was erected by Bruntwood Estates, lease holders of Abney
Hall. No sign exists at the Newland Road entrance beside Cheadle Village Green.
With the exception of the two-way Abney Hall directional sign on the lighting
column opposite the main entrance (Fig 3) there are no other signs either for Abney
Hall or the Park outside the boundary.
3.

LAND OWNERSHIP

3.1 The attached map illustrates the areas currently leased (hatched), owned by third
parties (white), and those under Council control (green Greenspace; red
Stockport Homes).
4.

HERITAGE

4.1 Abney Hall has Grade II listed status. This includes all structures within the curtilage
of the park. Signage within the park must therefore be sensitively designed and may
require planning consent.
5.

TOURIST SIGNAGE

5.1 Brown Tourist Signs to be eligible a visitor attraction must pass a number of
conditions based upon guidance provided by Highways England and the

Department of Transport. The Councils Network Management Team has


determined that Abney Hall Park does not qualify.
5.2 Black on White Directional Signs individual signs featuring a car park symbol
would be acceptable and could be attached to lighting columns and existing poles
for example. It is also possible to add directional signage onto existing road signs
but this would require a redesign and complete replacement.
6.

SIGNAGE PROPOSALS AND COST ESTIMATES

6.1 The following proposals have been put forward after discussions with the Councils
Network Management Team and the Friends of Abney Hall Park.
6.2 Main entrance as previously stated there is an existing sign to the right of the main
entrance off Manchester Road. To add another sign at this location would be viewed
as duplication and unlikely to be approved. As an alternative the Friends have
agreed to approach Bruntwood Estates to determine whether the company would be
prepared to amend their sign.
6.3 Opposite the main entrance - to replace the current directional sign on the lighting
column opposite the main entrance with one signed Abney Hall Park, to include a
car park symbol, would cost an estimated 250.00.
6.4 Newlands Road/Cheadle Village Green entrance there is an unused pole on
Cheadle Green (Fig 4) that would be suitable for a standard directional sign. The
cost is estimated at 125.00.
6.5 Stockport Road and High Street (A560) to amend the existing signage boards to
direct traffic coming in both directions on the approaches to the junction with
Manchester Road (Figs 5 & 6), will require a full redesign and replacement. These
are large signs and there would be a need to replace the poles to achieve the
minimum distance from ground to the base edge of the new sign. The estimate per
sign is 1,500.00.
7.

PROMOTING ABNEY HALL PARK AS A VISITOR ATTRACTION

7.1 There is considerable scope to promote the park as a visitor attraction. The Hall,
although not open to the public is a fine example of a Victorian country house with
links to some notable figures; the author, Agatha Christie, being perhaps the most
famous. The park is a large countryside style site offering a variety of wildlife
habitats and interesting landscape features. It is also a Local Nature Reserve, an
important wetland and home to an increasingly rare array of flora.
7.2 Stockport Blue Plaque Scheme unfortunately the fact that Agatha Christie only
stayed at the Hall precludes her from being considered under the scheme. A more
suitable candidate would be the second owner of the Hall, Sir James Watts. Himself
an important local figure, who remodelled the exterior of the Hall and later engaged
the services of the famous architect and designer, Pugin. If this could be arranged it
would open the way to a number of opportunities to further promote the Hall and
Park. Permission would need to be obtained from Bruntwood Estates. Perhaps an
approach from the Friends group would be the most appropriate way forward.

7.3 Interpretation Panel as Members noted there is a strong association between


Agatha Christie and Abney. A panel positioned near the Hall telling the story of this
celebrated authors connection with the Hall and Park would be an excellent way of
promoting this local landmark. The cost would be dependent on art work but
1000.00 would be a guide.
7.4 Heritage Trail within the park there are a number of historic features and
archaeological remains worthy of note. Each location, perhaps marked with a
numbered information panel, could together be developed into a heritage trail. An
accompanying leaflet produced by the Friends could then be made available to help
publicise the trail.
8.

RECOMMENDATION

8.1 Area Committee is recommended to endorse the proposals contained in this report
subject to funding being secured.

1.1 To consider the distribution of monies from the Brookfield Park Shiers Family Trust in
accordance with the previous decision of the Area Committee.

2.1 At the meeting of the Area Committee held on 9 February 2016, Members agreed to
reserve 25,000 from the Trust towards addressing the effect of loneliness amongst
elderly residents and the consequential effect on their health, and approved the following
guidelines for the distribution of monies from the Brookfield Park Shiers Family Trust: invite applications for projects by voluntary and community groups which aim to
reduce loneliness for people aged 50 years or older in the area of the former
Cheadle and Gatley Urban District Council, to include both enhancement of existing
projects as well as new projects.
that 5,000 be allocated initially for the Cheadle and Gatley, Cheadle Hulme North,
Cheadle Hulme South and Heald Green Wards.
that the maximum award per organisation be 1,500.
that a grant condition be attached requiring the money be spent on residents within
the Trusts area even if the organisation applying for the grant is located outside the

2.2 At the meeting of the Area Committee held on 7 June 2016 it was resolved that the
Area Committees previous decision to reserve 25,000 from the Trust towards
addressing the effect of loneliness amongst elderly residents and the consequential
effect on their health be reaffirmed, that a distribution of the Trust be made in
accordance with this decision and that the application process be now commenced.
2.3 An attempt has been made to compile a list the applications received by the ward
where it appears the activity will take place, together with the amount requested.
However, there will no doubt be requests for funding which Members feel are
applicable to than one ward.

You may wish to include details of what activities will take place, where will it happen, how often
and who will take part. If you are applying for equipment you can tell us what will it be used for
and why is it needed.
I have ran workshops on a voluntary basis for St Marys Parish Church, Cheadle entitled How
to Thrive, not just Survive for pastoral carers, young mothers and elderly participants since
March 2016. I have been able to adapt the workshop so that it is relevant to the particular
participants needs e.g. a particular focus on supporting others, assisting childrens wellbeing
and planning for retirement / bereavement issues. Altogether, I have ran five workshops with a
universally positive response (written feedback can be provided). The total numbers of those
who have participated in the workshop so far are approximately 100 people. The workshops
cover practical, action-focussed ways of promoting and enhancing emotional well-being,
targeting loneliness and seeking/giving support. A presentation is given, along with small-group
exercises in which participants develop their own action-plans for targeting loneliness and
enhancing their mental health as a result. During the small-group exercises, I assist the
participants by offering suggestions and practical support for targeting loneliness and how they
can develop their mental/emotional wellbeing. The Q&A session at the end is popular, with my
details being given to follow-up any concerns or enquiries from participants.
If I am able to receive a grant of 996.00 this will enable me to take the time to further develop
the workshop to particularly focus on the needs of the residents and practical solutions. Given
that I am a local resident myself and an active member of different community groups, I am able
to tell residents about the particular facilities and groups that are available to them. I have
family members and close friends who fit the demographic of this funding so I am passionate
about this opportunity.
I will need the facility of a room large enough to deliver the training (at a convenient location for
the participants), a projector for Powerpoint and I will provide handouts. I will aim to deliver the
workshop (which will be around 2-3 hours long) to a maximum of 60 residents from the Trusts
area, in two workshops of 30 participants each.

Residents of the Trust area aged over 50.

information they have learned at the workshop

We wish to support not only the existing walking and running groups currently using the Park,
but extend the facilities to others.
Park usage is free to the public and is rewarding for those able to use it. Signage will last a
lifetime and is cost-effective for what can be achieved. This will help the community and be
especially beneficial for those over 50+.
All encompassing social values are: Combatting social isolation and loneliness adds a focus to the day for some people
who could take a regular walk with the dog for instance.
Promotes exercise at various levels, as there are very few 'hilly' areas.
Intergenerational opportunities e.g. grandparents with their grandchildren. Feeding the
ducks etc. is very popular. As is the opportunity to identify wildlife and flowers in a natural
habitat.
Some outdoor activity enterprises such as boot-camps use the park already; others may
be encouraged to join in with such activities.

11. Who will benefit from this grant?


The public in general. At present the Park is not well advertised at all. People are not aware of the fact that there
is a lovely park on their door-step. More appropriate signposting would ensure that the public can be aware of
how to access the Park. It currently gives the impression of being a commercial entity because of the nature and
style of the present signage.
The need is to emphasise the fact that it is a public recreational facility. Signs such as those showing picnic
benches, or wildfowl would make this more apparent.

11(a) How many residents within the area served by the trust will benefit?
Abney Hall Park is in Cheadle population about 15 000,

events have been used for additional benches. There are three currently in the depot at SMBC awaiting

There is an ongoing book sale in the foyer at the Friend's bank (RBS Cheadle), talks entitled "History, mystery and
more the many faces of Abney Hall" have taken place with more to come. The funds raised with these efforts,
plus those from the SK8 History Group walk through the Park, have also been donated.

Day of the Dead Fest Halloween Twenty6Teen
Remembering and rejoicing our ancestors in a colourful and creative new way.
The event will take place on Saturday 29TH October between 11:00 11:00.
It will commence on Cheadle Village Green, aimed at the local community to enable a day of
remembrance with an intergenerational theme to welcome all.
Activities include art and crafts, history talks and walks, magic, mediums and movies, and a film
screening of The Book of Life.
The music will be in tribute to the legends of the past, and all monies raised at the event will be
split with Oxfam, for their Oxjam Music Event, and to Barnabus, a local charity who aid help to
the homeless and vulnerable people around us. We have decided to this as both charities aim
to end poverty across our world, and with 20,000 homeless people in Manchester, we feel if we
collectively help those around us, together we can help the rest of the world. As cheesy as it
sounds it makes sense. I have organised many charity events over the last 5 years, and even
though people are unfortunate with disabilities and other illnesses, everyone deserves to have
food and a place to call home. The aims of the event our to spread a culture of acceptance and
understanding, to enable each generation to come together and celebrate the lives of those
past, and encourage the vulnerable people around us with a little hope, and as much donations
as can possibly be raised at the same time.
To raise money, we will be pulling a renovated bus in honour of James Telford (Scotch Bob). It
will journey down his iconic route, between Cheadle and Didsbury, collecting donations in our
carnival parade. Once the bus arrives at The Woodstock Arms, the event will continue its
celebrations and activities into the night.
The money intends to help assist in delivering this event, and the renovation of The Bob Bus,
with historical pictures, art, books and more. Whilst the Bus will be the main prop for this event,
it will also become available to use for all type of intergenerational community events, helping
Cheadle to get better connected, to each other, and its history.
We aim to have a 1920s living room style area at the event, and with invitation to the residents
at Queens Gardens to enjoy. By enjoying the event, or contributing with their stories, connecting
with others to remember and rejoice.
The event will also aid an educational aspect for the Halloween season, enabling an
understanding of the precautions and risks, with creative encouragement. The community safety
unit have produced leaflets to help keep Halloween from becoming an antisocial event, and to
help raise awareness to children to protect any vulnerable people, and the older community.

Apart from other vendors and charitable stalls, the event will also enable the attendees to sign
up to be a dementia friend, as it assists Cheadle in engaging with the community to support the
dementia friendly focus.

The local community; children, elderly, and their families.

Last years event attracted approx. 300 visitors, although we have doubled the size of the event
this year. We aim to appeal to all, covering different times of the day, and plans to expand in the
future, with an annual event, and multiple opportunities with the renovation of the Bob Bus.

No. After the event, the bus aims to aid days out and activities for the community. Helping to
end isolation and bring a new joy to all.

FOSC s aim is to utilise this cemetery as it is a peaceful area sandwiched between a school,
recreational ground, housing and an industrial site give it a new lease of life by producing
more seating, increase the biodiversity and produce a heritage (add/make additions to trail/
main interpretation board put on site in 2010) and also incorporate a military trail.
To help us do this our intention is to hold an open day in spring of 2017 at the cemetery to
encourage members of the community to come along and in particular reach out to those in the
community who do not usually get involved.
FOSC have contacted and have support from Cheadle Civic Trust, local Friends Groups e.g.
Friends of Brookfield Crescent which are part of the Cheadle Village Partnership. We will also
be contacting Rachel Roberts-Newton who works for Stockport council whose remit is adult
social care in the Cheadle area.
We will also be working with Stockport Growing in Partnership as they will be supplying,
planters, plants and some will be helping at the event.
This funding to hold this open day will be a catalyst to engage new volunteers, bring numerous
organisations working together to help preserve this cemetery.
This event is an opportunity for all who attend to experience some fascinating stories of people
from our past and connect with people from the present.

The project is aimed at supporting the welfare and social needs of the elderly women in local
community. We arrange weekly events at CMA's premises, e.g. Social luncheon meal, talks
about health related issues (dietary, blood pressure, general health topics etc.), possibilities of
light exercise (Tai Chi, yoga, etc).
The health talks are done by local practitioners at no cost

Sensory loss creates barriers to communication, which can lead to isolation and loneliness.
Walthew House provides social groups for visually impaired, deaf sign language users and
people who are hard of hearing, and information in accessible formats - braille, large print, BSL to help people connect with the wider world.
Our not for profit equipment resource centre, often the first point of introduction to people who
have recently been diagnosed with a sensory loss, provides assistive technology and resources,
such as amplified phones, flashing door bells, magnifiers, scanners, and and large print diaries.
For example, a hard of hearing person may need an amplified telephone to talk to friends, or a
visually impaired person may need a magnifier in order to read notices in the local newspaper.
The resource centre is open Monday to Friday from 10am till 2.30pm each week. Typically the
centre sees around 30 customers each week, ranging from people just popping in to collect
hearing aid batteries, to full magnifier assessments which take over an hour. The centre also
deals with around 20 telephone enquiries each week. Visitors are signposted to other Walthew
House services such as our weekly social groups and counselling service which, together with
the resource centre, help promote independence and prevent social isolation. Around 300
people use Walthew House services and activities each week.
The centre has been running for over 20 years. It was last refitted in 1999 with donated
shelving, and the current design and layout of the centre makes it difficult to hold the range and
level of stock required, display products effectively, and demonstrate equipment to more than
one customer at a time.
A full refurbishment is planned for the benefit of customers and volunteers. This will include new
open display shelving, lockage display cabinets, purpose-built demonstration area, till area with
large screen display, new demonstration equipment, carpeting, new window blinds, and a loop
system for the benefit of hard of hearing customers and volunteers.
The refurbishment will allow for the expansion of services through increased stock, an improved
range of demonstration equipment, and better storage facilities. Of the current staff of eight, four
of the resource centre volunteers have either a sight or hearing loss, and a full refurbishment
will enable them to demonstrate equipment more easily, and deal with even more customers
from across Greater Manchester who are struggling with isolation resulting from sensory loss.

Both resource centre customers and volunteers will benefit, including those from the former
Urban District of Cheadle and Gatley. Customers will benefit from being able to try out a range
of products in a purpose-built demonstration area, and volunteers will be able to demonstrate
these products with ease.

For many people struggling to come to terms with sight or hearing loss, the centre provides an
easy first introduction to the wider range of practical and emotional support available from
Walthew House and other organisations. It is much easier to start a conversation with, I need a
talking clock, than I cant cope because I cant see any more.
The equipment in our resource centre is also of benefit to people with other health conditions
not necessarily related to sight or hearing loss. For example, pill boxes and talking clocks can
be useful for people with memory problems, easy grip mugs can be used by a person with
Parkinson's disease, and easy to use kitchen equipment can be used by people with arthritis
and mobility issues.
11(a) How many residents within the area served by the trust will benefit?
We estimate that up to 60 people per week from the trust's area of interest will benefit from the
refurbishment. Around 50 people use the Walthew House resource centre each week, and over
300 people benefit from our other weekly activities, and services. The population of the eligible
wards is 53,617 - approximately 20% of the Stockport population, and we estimate that
approximately 20% of our beneficiaries reside in the trusts area of concern.

Our weekly social groups and services, such as our equipment resource centre and Youth Club,
are accessible to people from across the region

Family Trust Application Form

1.

INTRODUCTION AND PURPOSE OF REPORT

1.2 To ask Members to make a formal decision on the nomination and whether under
the terms of the Community Right to Bid it is an asset of community value or not,
and the rationale for reaching that decision.
2.

BACKGROUND

2.1 The Community Right to Bid, which is also known as Assets of Community Value is
one of the new community rights derived from the Localism Act, 2012. The aim of
the Right is to empower communities wishing to protect valuable local assets (land
and buildings) by requiring the Council to maintain a list of assets in its area which
are of community value, so that upon sale, the community will have a chance to
delay a sale in order to prepare a bid to buy. The Right does not restrict in anyway
who the owner of the asset can sell his property to, or at what price and does not
confer a right of first refusal to community interest groups. The Right does not apply
to residential property or operational land as defined in the Town and Country
Planning Act 1990 Part 2.
2.2 On 1 October 2012 the Councils Executive agreed the Community Right to Bid
Policy Statement, which invites written nominations from voluntary and community
organisations. The Council is obliged to review every nomination and reach a
decision within 8 weeks.
2.3 A nomination has been received to list Newboult Road Allotment Site, Newboult
Road, Cheadle, Stockport an asset of community value. Information has been
collated into this report for Members consideration.
3.

INFORMATION

3.1 The Government has published statutory regulations setting out who can nominate
assets and a definition of assets of community value. A summary of each is set out

wellbeing or social interests of the local community and could reasonably do so in
the future i.e. within the next five years.

Installation of build-out - Gatley Green, Gatley

1.

INTRODUCTION AND PURPOSE OF REPORT

1.1 It is requested that the Area Committee considers options to make it more difficult
for drivers to drive through the No Entry and drive the wrong way along the short
section of Gately Green, before a serious accident occurs.
2.

INFORMATION

2.1 The Council earlier in the year received correspondence in respect to a number of
complaints of drivers turning right from Church Road and travelling the wrong way,
along the one-way section of Gatley Green.
2.2 Following a site visit observations noted that traffic signs to Diag 616 No Entry for
vehicular traffic, are located on both sides of the carriageway at the exit of Gatley
Green and are clearly visible as you are travelling in a North Easterly direction along
Church Road. However, if a large vehicle was parked up within the parking bays
fronting properties Nos 53 63, then the sign located on the South Western corner
could possibly be obscured.
Also noted within the exit of Gatley Green are No Entry text road markings which
support the traffic signs to Diag 616, and are perfectly clear.
2.3 Taking into account the above observations the cheapest additional measures that
could be introduced which would hopefully stop the problem would be to install
additional road markings with hatching and Give way lining which can be seen on
Drawing No NM18-6007-001
2.4 However, since the road markings have been installed we are still getting reports
that drivers are still ignoring the signage / road markings, and thus we have been
asked by the Ward Spokesperson for highway matters to look at constructing a
build-out which can be seen on Drawing No NM18-6086-01
2.5 Another option which could be looked at would be to look at changing the direction
of the One-way system, and have the No Entry signage at the junction of Gatley
Green / Birch Road. However, we would have to see what implications it would have
on the modelling of traffic at this junction to see if it would create time delays in
exiting / entering Birch Road. Also with this option we would also have to go through
the Traffic Regulation Order procedures to advertise the new One-way system
along Gatley Green.
3.

FUNDING

3.1 No funding is requested at this time however, for information purposes the cost to
construct and install the buildout will be approximately 25k, which does not include
for design fees, and any statutory diversion works necessary.

1.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To report the findings of a consultation exercise with local residents and seek
approval for introducing a No Stopping Except for Buses Clearway order on an
existing bus stop situated on the Eastside of Wilmslow Road, south of the Southgate
Business Park.
2.

INFORMATION

2.1 The Council have received correspondence from the Highway and Traffic Ward
Spokesperson for Heald Green, informing us that staff working at the Southgate
Office Centre are now parking on Wilmslow Road, and preventing buses from
drawing into the kerb to allow passengers to board and alight, onto the footpath.
Buses sometimes have to stop in the middle of the road which is causing concern,
especially as this stop is frequently used by the elderly. The bus stop is not marked
on the road with road markings.
2.2 Due to the nature of the concerns raised, Traffic Services consulted with the
immediate frontages south of the bus stop, a total of 6 No properties, informing them
of the Councils proposals as shown on Drawing No NM18-6048-01.
2.3 From a total of 6 No letters that were delivered, we received no replies, so thus we
assume that the residents did not have any issues if the proposals were introduced.

Due to Wilmslow Road being a District Distributor Road the works will have to be
funded from the Area Committees Delegated Budget (Heald Green Ward
allocation).
4.

CONCLUSIONS AND RECOMMENDATIONS

4.1 The bus stop cage markings, with a solid continuous wide line running parallel to the
kerb line once installed is mandatory when the clearway is in operation. It deters
parking, highlights the bus stop and makes it more prominent. Once installed, any
offending vehicles which are parked within the cage marking, will be given a fixed
penalty notice / fine.

1.1 To report the findings of a consultation exercise and to seek approval for the
introduction of a Traffic Regulation Order (TRO).
2.

INFORMATION

2.1 The Council have received correspondence from a resident who lives in a residential
property which has its entrance on Wood Street. The property only as one entrance
/ exit to the flat, and they are having great difficulty entering / leaving the property
due to vehicles parking in front of the entrance, which as a gate which swings
outwards, and cannot be opened if vehicles are parking against the gate. This has
happened several times which is a cause for concern especially if there was an
emergency and they had to leave the property. Many of the other properties have a
similar arrangement and with signage informing drivers to keep the entrance clear.
2.2 Following a number of site visits in the area it can be reported that vehicles double
park, which virtually makes it impossible to continue travelling on Wood Street,
which is cause for concern especially if emergency vehicles had to gain access to
any of the properties in the area.
2.3 Due to the nature and concerns raised, Traffic Services consulted with the residents
likely to be affected with the proposals, as shown on Drawing No NM8-4909-01.
2.4 From a total number of 28 No letters delivered, 8 (28%) replies were received, 6
(75%) were in favour of the proposals, and 2 (25%) disagreed

introduction of a Traffic Regulation Order (TRO).

INFORMATION

2.1 The Council have received correspondence from residents in the area around the
junction of Milton Crescent / Chadvil Road concerned by the number of vehicles that
park very close to the junction, making it very difficult to manoeuvre in / out of their
driveways, due to the parked vehicles blocking the drivers visibility.
2.2 The majority of the vehicles that park in the area are people who want to visit
Cheadle centre, and dont want to pay to use the car parks.
2.3 Due to the nature of the concerns raised, Traffic Services consulted with the
residents likely to be affected with the proposals, as shown on Drawing No NM84900-01
2.2 From a total number of 6 No letters delivered, 5 (83%) replies were received, all of
which (100%) were in favour of the proposals with a few asking if the restrictions can
be extended further north, as vehicles tend to park opposite drives which makes it
difficult to enter / leave their driveways. Following the consultation the proposals
have been amended to take into account the comments and are shown on Drawing
No NM8-4900-02.
2.3 For reference purposes The Highway Code states that you Do Not stop or park
opposite or within 10 metres (32 feet) of a junction, except in an authorised parking
space.

introduction of a Traffic Regulation Order (TRO).

INFORMATION

2.1 The Council have received correspondence in respect to parking issues around the
Hawthorn Road / Cedar Road / Burnside Road junction, caused mainly by parents
dropping off / picking up their children attending Gatley Primary School. If vehicles
are parked around the junction, these can block the drivers visibility and thus make
the manoeuvre more dangerous to carryout, with the chances greatly increased for
a potential accident to occur.
2.2 Due to the nature of the concerns raised, Traffic Services consulted with the
residents likely to be affected with the proposals, as shown on Drawing No NM84928-01
2.3 From a total number of 7 No letters delivered, 4 (57%) replies were received, 1
(25%) were in favour of the proposals, and 3 (75%) disagreed.
2.4 The main concerns from the residents that disagreed with the proposals were that
they will not be able to park outside of their own properties. However, it is noted that
the properties either have off-road parking facilities and / or a garage.
2.5 For reference purposes The Highway Code states that you Do Not stop or park
opposite or within 10 metres (32 feet) of a junction, except in an authorised parking
space.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To report the findings of a consultation exercise and to seek approval for the
introduction of a Traffic Regulation Order (TRO)

INFORMATION

2.1 The Network Management Section has received a request to investigate traffic
issues at the above location as its been reported that on occasions, parked vehicles
are said to be causing an obstruction, together with reduced highway visibility and
creating a hazard
2.2 Braystan Gardens is the last residential access road leading off the A34 Kingsway
which is a dual carriageway, with a speed limit of 40mph at its junction.
The alignment of the A34 heads in a north / south directions and is one of the
busiest roads in south Manchester. Due to the alignment of Braystan Gardens
drivers have difficulty at best of times accessing onto the A34, whilst judging the
speed of traffic and negotiating the junction. If vehicles are parked around the
junction, these can block the drivers visibility and thus make the manoeuvre more
dangerous to carryout, with the chances greatly increased for a potential accident to
occur.
2.3 Due to the nature of the concerns raised, Traffic Services consulted with the
residents likely to be affected with the proposals, as shown on Drawing No NM84895-01
2.4 Only 2 No letters were delivered of which we received 1 No (50%) reply back who
were against the proposals.

4.1 The Corporate Director for Place Management & Regeneration requests that the
Cheadle Area Committee approves the legal advertising of the following Traffic
Regulation Order (TRO) and subject to no objections being received within 21 days
from the advertisement date, the order can be made.
4.2 The Highway Code states that you Do Not stop or park opposite or within 10
metres (32 feet) of a junction, except in an authorised parking space.
4.3 Proposed (TRO) Schedule
A34 Kingsway, Gatley No Waiting at Any Time
West Side From a point 11.5 metres south of the intersection of the southern kerb
line of Brayton Gardens, to a point 10 metres north of the northern kerb line of
Brayston Gardens.
Braystan Gardens, Gatley No Waiting at Any Time
Both Sides From the intersection of the western kerb line of the A34 Kingsway, for
a distance of 20 metres in a westerly direction.
Kingsway (Off Braystan Gardens), Gatley No Waiting at Any Time
West Side From the intersection of the northern kerb line of Braystan Gardens, for
a distance of 15 metres in a northerly direction.
East Side From the intersection of the northern kerb line of Braystan Gardens, for a
distance of 12 metres in a northerly direction.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To report the findings of a consultation exercise and to seek approval for the
introduction of a Traffic Regulation Order (TRO).

INFORMATION

2.1 The Ward Councillors have received a request for an investigation to be conducted
into inconsiderate parking on South Park Road, in the vicinity of the sharp bend.
2.2 The Councillors for the Cheadle and Gatley ward have received several complaints
from the residents within the area that they find it difficult at times, to negotiate the
sharp bend safely due to vehicles parked up especially when they are parked on
both sides of the road, which happens on a regular basis.
2.3 Due to the nature of the concerns raised, Traffic Services consulted with the
residents likely to be affected with the proposals, as shown on Drawing No
NM8-4891-01.
2.4 From a total number of 15 No letters delivered, 7 (46%) replies were received, of
which 3 No (42%) were in favour, 4 No (57%) were against the proposals.
2.5 The Council as a duty and care for the general public and thus if nothing is done to
elevate any potential difficulties in accessing roads, there is the possibility that
should an emergency arise then there is a chance that the response time could be
considerably longer.
