The participation rate is a measure of the active portion of an economy's labor
force.
It refers to the number of people who are either employed or are
actively looking for work. During an economic recession,
many workers often get discouraged and stop looking for employment,
resulting in a decrease in the participation rate.

High unemployment indicates the economy is operating below full capacity
and is inefficient. This will lead to lower output and incomes.
Increase government borrowing
Higher unemployment will cause a fall in tax revenue because
there is less people paying income tax and also spending less (hence lower VAT).

Also the government will have to spend more on unemployment and related benefits
.
The government doesn t just pay unemployment benefit, but a family who has
unemployment will be more likely to receive housing benefit and income support.

Change in industrial technique:
Production technique should suit the needs and means of the country.
It is essential that labour intensive technology should be encouraged in
place of capital intensive technology.
Increase in Production:
To increase employment, it is essential to increase production in
agriculture and industrial sectors. Development of small and cottage industries
should be encouraged.
Decentralisation of industrial activity:
Decentralisation of Industrial activity is necessary to reduce unemployment.
If industrial activities are centralised at one place, there will be less
employment opportunities in the under developed areas.
So Govt. should adopt such policies which encourage decentralisation of
industrial activity.
More importance to employment programs:
In five year plans more importance should be given to employment.
The programmes like irrigation, roads, flood control, power, agriculture,
rural electrification can provide better employment to people.
Population control:
The growth of population should be checked in order to solve unemployment proble
m.
Family planning programme should be implemented widely and effectively.
