MEMORANDUM
FOR

ALL PUNONG BARANGAYS

Talomo and Toril Districts

SUBJECT

SYNCHRONIZED BARANGAY ASSEMBLY

Pursuant to Section 397 of the Local Government Code (LGC), a barangay assembly meeting
shall be conducted, at least twice a year in every barangay. This shall serve as a forum for the barangay
officials to interface with their constituents, to discuss matters affecting their respective communities.
Specifically, the sangguniang barangay, headed by the Punong Barangay is mandated to report the
barangay accomplishments, its activities and finances including the peace and order situation of the
barangay on the occasion.
Consistent with the above provision of the Code, and Proclamation No. 342 Declaring the Last
Saturday of March and the Third Saturday of October and Every Year Thereafter as Barangay Assembly
Day.
In this regard, all Punong Barangays are hereby enjoined to support, the barangays under its
jurisdiction to ensure the successful conduct of the said event.
All Punong Barangays shall undertake the mandatory activities, pursuant to Section 397 of the
Local Government Code, specifically on the following:
1. Report and discuss the accomplishments of the barangay on the following:
Accomplishment and finances for the 1st semester;
2. Discuss and hear the barangay plan for CY 2017.
3. Discuss and hear the financial plan of the barangay for CY 2017.
4. Report and discuss the peace and order situation in the barangay, including strategies and
measures to maintain public safety, suppress criminality and war against drugs.
To ensure the attendance and participation of the registered barangay assembly members, set a
festive mood in order to entice and attract their attention. It is in this regard that other activities are
suggested to be undertaken before, or after October 15, 2016, such as, but not limited to:

Sports activities;
Agro Fair;
Job Fair;
Parade;
Ugnayan sa Barangay;
Tree planting;
Day of Prayer;
Fun run/Walk for Peace;

Rally for Peace;

Balagtasan, oratorical or elocution
contest;
Slogan making contest;
Photo exhibits of barangay projects;
Flea market/Tiange;
Medical and Dental mission.
