REGISTERED VOTERS IN CONNECTION WITH THE MAY 9, 2016
NATIONAL, LOCAL, AND ARMM ELECTIONS
This pertains to the Memorandum dated February 1, 2016 of Director
Teopisto E. Elnas, Jr., Election and Barangay Affairs Department, as forwarded
by Executive Director Jose M. Tolentino, Jr., submitting the updated total
number of registered voters based on the latest data on the hard and soft
copies of the Project of Precincts, in connection with the May 9, 2016 National,
Local, and ARMM Elections.
The Memorandum of Director Elnas reads:
“This has reference to the total number of registered voters in connection
with the May 09, 2016 National, Local and ARMM Regional Elections, please
find attached report, designated as Annex ‘A’, showing the areas which
accounts for the discrepancy belween the dala per Minute Resolution No. 15-
0832, $4,363,329, and the latest data based on the hard and soft copies of the
Project of Precincts (POPs), with a reported total of 54,363,8.
Region IV;
For Lipa City, Batangas, the POP showed a total of 173,855, according
to the ITD, the discrepancy of 1, is due to the program which generates the
POPs, which added 1 to the Precinct Report total of 173,854, thus the sum
became (173,855). In order to correct said data, one (1) was deducled from the
same. Hence, 173,854.
As to Lucena City, Quezon, during the ‘On-Site” verification, the EO
advised that § be added to the total number of registered voters of Lucena City,
on the ground that they have a (sic) filed a request with ITD for change of
application types for five (5) voters. It tum out that the said 5 change in
application types will not affect the total number of registered voters. Thus, the
discrepancy of 5 should be deducted from 137,891 to arrive at 137,886.
REGION V:
During the preparation of the POP before the ‘On-Site,’ the OEO of
Castilla, Sorsogon, overlooked that there was one (4) approved application
for reactivation. However, the request for the inclusion of said voter was fied
with the ITD only on December 14, 2015 and consequently, the corrected
Precinct Report and amended POP was received by EBAD only on December” Page? of 2 M.R. No. 16 _985
21, 2015, after the Nationwide POPs have been submitted to and approved by
the Honorable Commission. Hence, the discrepancy of (1) additional voter
included by reactivation in the list of voters was added to the En Banc data of
29,728 for a new sum total of 29,729.
REGION VIII:
Insofar as the Municipality of Hemani, Eastern Samar, there was a
discrepancy of three (3) registered voters. This is allegedly due to an encoding
error committed in the summary of the total number of registered volers as
58,832 instead of 58,829.
GION Il:
The 523 discrepancy in the total number of registered voters of Palayan
City, Nueva Ecija, is accounted for by errors found in total number of registered
voters reported for seventy-five (75) established precincts of nineteen (19)
barangays of Palayan City, as shown in the following matrix, marked as Annex
fae
Respectfully submitted for consideration.”
The Commission RESOLVED, as it hereby RESOLVES, to note the updated
total number of registered voters based on the latest data on the hard and soft
copies of the Project of Precincts, in connection with the May 9, 2016 National, Local,
and ARMM Elections, submitted by EBAD Director Teopisto E. Elnas, Jr.
Let a copy of this Resolution be furnished the department/offices/committees
concerned.
