PINELLAS COUNTY SHERIFF’S OFFICE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM SOBRIETY CHECKPOINT AFTER ACTION REPORT Checkpoint Date Friday, December 10, 2004 Checkpoint Location 1595 Michigan Blvd. Dunedin, FL Checkpoint Plan Every 3" vehicle traveling southbound on CR1 will be checked. Ifthe traffic volume is greater than expected, the traffic count will be adjusted to every 5" vehicle to avoid unnecessary motorist delays. Checkpoint Briefing An on-site briefing was conducted at approximately 1900 hours in the parking lot of the North Dunedin Baptist Church. The briefing was for two Sobriety Checkpoints to be conducted between the hours of 2000 hours on 12/10/04 and 0330 on 12/11/04. During the briefing the following assignments were made: All members present were provided with a copy of the following forms: * Checkpoint Operational Plan * Checkpoint Assignment Log ‘+ Set-up / Break-down Assignment * Specific Assignment Description The briefing concluded at approximately 1920 hours and all members began the site set-up. . SOBRIETY CHECKPOINT AFTER ACTION REPORT Checkpoint Hours of operation * The Checkpoint was opened and the first car was diverted into the checkpoint at approximately 2000 hours. * The Checkpoint was closed and the last car was diverted into the checkpoint at approximately 2300 hours. Average Intrusion Time 1 Minute 22 Seconds Using a certified stopwatch, an average intrusion time was determined on an hourly basis beginning approximately 30 minutes after the activation of the Sobriety Checkpoint, Checkpoint Vehicle Count Using a hand counter, the Traffic Control Deputy (Deputy Swiech) maintained a record of the number of vehicles diverted from CR1 and into the Sobriety Checkpoint. The number of vehicles diverted was monitored on an hourly basis beginning approximately 1 hour after the activation of the checkpoint. Of the 627 vehicles that passed through the Sobriety Checkpoint, 209 were diverted for assessment by a Contact Deputy. The Sobriety Checkpoint will be conducted between the-hours-of 12:30-a.m. to 3:30 am,, focusing on peak hours for impaired driving, Statistics show that impaired driving is one of the most often committed crimes, randomly killing someone in America every 30 minutes and nearly 50 people a day. At sobriety checkpoints, law enforcement officers evaluate drivers for signs of alcohol or drug impairment. Vehicles are stopped in a specific sequence, such as every other or every fourth, fifth or sixth vehicle, depending on personnel available and traffic conditions. Our goal in this endeavor is to reduce impaired driving upon our public roadways, and to prevent highway deaths and injuries associated with this crime. If the use of this location for a sobriety checkpoint is granted, the Pinellas County Sheriff's Office will provide our own electrical power, lighting, and telephone service. We will also ensure that the parking lot is free of vehicles and trash upon conclusion of the checkpoint.
