INTRODUCTION
Quality management is often seen as a concept within which the proven facts and theories
work in making its recent definition. Generally, concepts of quality management have three
main points: customer priority, improvement on a continuous basis and a pivotal role for
people. Any company or firm that wants to manufacture products with a higher quality and
better safety needs a Quality Management Plan or system.
For several years now, Queen Consolidate has remained a leading company in the field of
technology and manufacturing parts of heavy vehicles. But due to lack of Quality
management the company has been a victim of several unfortunate incidents. These have
caused great damages to the company. The aim of this project is to implement a new quality
management program for the company which will help us to raise the bar in terms of our
products and services.
In the market today the competition is very high and the quality of the products as well as
services need to be good enough quality wise for the satisfaction of the potential customers.
The definition of quality varies from people to people but the main aim of a company is to
sell products to become imperishable in the market.
For an organisation customers are the most important constraint. If they are not happy with
the company, then it will have produce an adverse effect. This project will ensure the quality
of the products and services of the company. Quality is what a customer says about a
particular product of the company. Quality is productivity, competitive cost, timely delivery
and total customer satisfaction. With the implementation of this particular project, Quality
Management Project (QMP), it will help to standardise the quality of the company in all
possible aspects.

quality management needs a quality management program. The purpose of the project is to
implement a quality management program which will ensure the high quality of the
manufactured products. It will also increase the efficiency of the organisation and strengthen
the structure of the company by anticipating activities for improvement of the Queen
Consolidate.
Project Management Scope

Quality management in a company is needed due to various reasons. The QMP project will
aim at delivering satisfaction for the customers, improvement of employee quality and overall
improvement of organisations performance and efficiency. The QMP project will basically
promote the standardisation of products, production processes, procedures and problem
solving. As a feedback mechanism, repeated quality auditing will enable the evaluation of the
existing practices and standards, which will then open up the opportunity for performing
improvements. A continuous process of improvement will turn quality management program
into a quality assurance system. This assurance system is expected to build the capability for
socio-cultural interactions that will create transparency and trusts between internal elements
of the Queen consolidate. From the external viewpoint, internal transparency and trust
improve the degree of assurance for external partners.
Project Milestones
The milestone schedule of the project is given below. As requirements are more clearly
defined this schedule may be tweaked. Any modifications will be conveyed through project
status meetings by the project manager.

The WBS of QMP is composed of working packages that will not exceed 40 hours of work
per week but must be at least 4 hours work. Work packages are developed by a strong
collaboration among the team members of project team as well as stakeholders with input
from quality managers and data of research from past projects.
The WBS Dictionary states all work packages of the QMP Project. These statements include
every task, resource as well as deliverables. All work packages in the WBS is stated in the
WBS Database of the Queen Consolidate and will support in planning resources, completion
of tasks and making sure that the deliverables meet requirements of project.
The QMP Project schedule is taken from the WBS and Project Charter with valuable inputs
from every QMP team member. The schedule is completed and it is then revised by the
Project Sponsors, and approved and put in action. The schedule is to be maintained by a MS
Project Chart by the QMP Project Manager. Any proposal of change to the schedule will
follow Queen Consolidates change in control process. If boundary controls established
exceeded, a request for change will be submitted to QMPs Project Manager. The Project
Manager and the project team will determine the changes impact, its cost, its resources, its
scope, and at last the risks. If it is found that the impacts exceed the boundary conditions,
then the change will be forwarded to the Project Sponsor for review and approval.
Change Management Plan
These are the steps that are included in QMPs change management plan:
Any need for change is to be identified. The request is to be submitted to the project
manager.
A log is to be maintained by the Project manager for all the changes requested.
A survey is to be conveyed by the project manager to judge whether the changes are
needed or not.
The control board of the consolidate will decide about the implementation of the

The communication plan is usually proposed by the Project Manager. It contains the plan for
establishing a healthy communication between the project members, sponsors and

Quality Management
Quality management of the project is every members responsibility. The Project Manager is
responsible for quality management throughout the duration of the project. The Project
Manager is responsible for implementing the Quality Management Plan and ensuring all
tasks, processes, and documentation are compliant with the plan. The Project Manager will
work with the projects quality specialists to establish acceptable quality standards. The
Project Manager is also responsible for communicating and tracking all quality standards to
the project team and stakeholders.
Risk Management Plan
The approach for managing risks for the QMP Project includes a methodical process by
which the project team identifies, scores, and ranks the various risks. Every effort will be
made to proactively identify risks ahead of time in order to implement a mitigation strategy
from the projects onset. The most likely and highest impact risks were added to the project
schedule to ensure that the assigned risk managers take the necessary steps to implement the
mitigation response at the appropriate time during the schedule. Risk managers will provide
status updates on their assigned risks in the bi-weekly project team meetings, but only when
the meetings include their risks planned timeframe.
Upon the completion of the project, during the closing process, the project manager will
analyze each risk as well as the risk management process. Based on this analysis, the project
manager will identify any improvements that can be made to the risk management process for
future projects. These improvements will be captured as part of the lessons learned
knowledge base.

5. Technical Writer- Responsibility is to compile all the documents and to reframe them
into Technical reports. The work of a technical writer is to help the Project Manager
with Configuration Management and to compile all the project documents. They will
be managed by Project Manager and will also provide necessary feedback to
functional managers.
6. Testing specialist- Is responsible for testing the final products and to ensure the
quality and safety of the product. Responsible for ensuring all testing resources are
coordinated. The Testing Specialist will be managed by the Project Manager who will
also provide feedback to the functional manager for performance evaluations.
The Project Manager is responsible to negotiate with all necessary Queen Consolidate
functional managers in order to identify and assign resources for the QMP Project. All
resources must be approved by the appropriate functional manager before the resource may
begin any project work. The project team will not be co-located for this project and all
resources will remain in their current workspace.
Cost and Budget Estimate
The Project Manager is to be responsible for managing and reporting on the projects cost
throughout the duration of the project. The Project Manager will provide the review of the
projects cost performance during the monthly project status meeting. Using earned value
calculations, the Project Managers responsibility is to do accounting for cost deviations and
presenting the Project Sponsor with options for getting the project back on budget. All
budget authority and decisions, to include budget changes, reside with the QMP Project
Sponsor.
Cost as well as Schedule Performance Index (CPI and SPI respectively) is to be reported on a
monthly basis by the Project Manager to the Project Sponsors. Variances of 10% or +/- 0.1 in
the cost and schedule performance indexes must change the status of the cost to cautionary
and action taking levels. These will be reported and if its found that there is no or minimal
impact on the projects cost or schedule baseline then there may be no action required. Cost
variances of 20%, or +/- 0.2 in the cost and schedule performance indexes will change the
status of the cost to red or critical. These will be reported and require corrective action from
the Project Manager in order to bring the cost or schedule performance indexes back in line
with the allowable variance. Any corrective actions will require a project change request and
be must approved by the CCB before it can be implemented.

The QMP Project will require all project team members for the entire duration of the project
although levels of effort will vary as the project progresses. The Project is scheduled to last
one year with standard 40 hour work weeks. If a project team member is not required for a
full 40 hour work week at any point during the project, their efforts outside of the QMP
Project will be at the discretion of their Functional Manager.

All items and services to be procured for QMP will be done under firm-fixed price contracts.
The project team will work with the Agency Financial Office and Procurement staff to define
the item types, quantities, services and required delivery dates. The Request for Proposal
(RFP) Coordinator will then go for bids from various vendors in order to procure the items
within the required time frame and at a reasonable cost under the firm fixed price contract
once the vendor is selected.
The Project Manager and Quality Manager along with Agency staff will meet with the CPO
office to determine the type of procurement model that best meets the need of the project. If
necessary, a Request for Information (RFI) may be released as a first procurement step to
gather information. Based on the Vendor responses to the RFI, the CPO office and the
Agency will determine the procurement process that must be followed, such as noncompetitive contract request, competitive negotiation, alternative procurement, RFP cost only
or RFP.
The procurement documents must be submitted for OIR endorsement for all technology
projects, the Department of Human Resources must approve training for State employees,
and the CPO and Comptroller offices must provide the final approval.
The criteria for the selection and award of procurement contracts under this project will be
based on the following decision criteria:
The Project Manager will provide oversight and management for all procurement activities
under this project. The Project Manager is authorized to approve all procurement actions up
to $50,000. Any procurement actions exceeding this amount must be approved by the Project
Sponsor.
While this project requires minimal or no procurement, in the event procurement is required,
the Project Manager will work with the project team to identify all items or services to be
procured for the successful completion of the project. The Project Manager will then ensure
these procurements are reviewed by the Program Management Office (PMO) and presented
to the contracts and purchasing groups. The contracts and purchasing groups will review the
procurement actions, determine whether it is advantageous to make or buy the items or
resource required services internally, and begin the vendor selection, purchasing and the
contracting process.
In the event a procurement becomes necessary, the Project Manager will be responsible for
management any selected vendor or external resource.
