Phase-1 (Initial Optimization Steps & Capacity

Upgrades)
1) Cell Level Capacity Enhancement: (Cell Level Analysis )
a) Current parameter setting restricts HSUPA throughput and data volume
per Cell due to Max HSUPA User capacity constraints impacted either by
short EHICH channel Capacity or the HSUPA license capacity. Cells with
high RTWP should not be targeted for this implementation.
Action:
Increase MO UCELLHSUPA : ERGCHEHICHCODENUM to 2 for the cells
having MAXHSUPAUSERNUM > 20 & increase MAXHSUPAUSERNUM (if =
20)
Below mentioned counters can be used as reference:
VS.IUB.CancelRLRecfg High Count
VS.HSUPA.RAB.AttEstab / (VS.HSUPA.RAB.AttEstab + VS.HSUPA.RAB.SuccEstab)
Poor
VS.HSUPA.UE.Max.Cell, VS.HSUPA.UE.Mean.Cell High
VS.RAC.NewCallReq.Fail.HSUPANum.Cong,
VS.RAC.TrChSwitch.Fail.HSUPANum.Cong High

b) HSUPA 2ms TTI Utilization is restricted in many cells.

Action:
Change parameter MO UNODEBLDR: UlTtiCreditSfResThd from 8SF4/SF8
to 4SF4.
Current value triggers early switching to 10ms TTI. Cells with high RTWP
should not be targeted for this implementation.
Counter VS.HSUPA.UE.Mean.TTI2ms, VS.HSUPA.UE.Max.TTI2ms High (can be
used as reference)

2) SRB over HSUPA for 2ms TTI Implementation for all the RNCs
Action:
SRB on HSUPA has to be implemented for 2ms TTI for all the RNCs to
attain maximum UL throughput with 2SF2+2SF4 configuration.

3) Throughput based HSUPA DCCC feature to be disabled.

Action:
HSUPA DCCC is recommended to be switched OFF when dynamic CE
management is already enabled
(DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH). Dynamic CE management is
currently enabled by default.
Following setting is recommended DRA_HSUPA_DCCC_SWITCH = OFF.
4) HSUPA Support over Iur to be enabled.
Action:
Switch IURHSUPASUPPIND has to be set ON. Currently disabled in all RNCs
This will ensure uninterrupted HSUPA coverage across the RNC borders. All
other associated Switches are currently ON.
5) Retry Capability for 2ms TTI to be enabled.
Action:
Re-try capability for HSUPA is currently disabled. When 2ms TTI is selected
and currently UE is not using them, RNC will initiate a retry for UE to use 2ms
TTI.
It is recommended to Set RETRYCAPABILITY_TTI_2MS = 1

Phase-2 (Overall Capacity Upgrade to support Phase-1

& Phase-3)
6) Increase overall RoT threshold to enhance HSUPA performance
Action:
Overall Cell HSUPA capacity can be enhanced to allow higher HSUPA
throughput. Parameters MAXTARGETULLOADFACTOR, TrigRatioForUlRTWP &
RelRatioForUlRTWP to be optimized.

Phase-3 (Huawei Optional Feature Implementation)

Huawei Technical support recommended

7) mRAB with HSUPA

8) Activating HSUPA Adaptive Transmission.
With comprehensive considerations of cell uplink power load, CE resources,
and limited uplink coverage, this feature enables the adaptive adjustment of
the target number of uplink retransmissions to increase the throughput per
user and cell uplink capacity
Action
Safaricom - Check with Huawei for availability of valid license to
enable this feature.
This feature can be tested using trial licenses.

9) Activating feature WRFD-140211 Dynamic Target RoT Adjustment
This algorithm decides whether to adjust the RoT value based on the UL
Timeslot ISCP value reported by the NodeB and transmit power of R99 users
in an HSUPA cell. Once being triggered, the algorithm calculates an RoT
value based on services that are being processed by HSUPA users and
transmit power of R99 users in an HSUPA cell.
Action
Safaricom - Check with Huawei for availability of valid license to
enable this feature
UCELLLICENSE: FuncSwitch1=DYN_TGTROT_CTRL_SWITCH-1;
ADD UCELLHSUPA: DynTgtRoTCtrlSwitch=ON
Other associated parameters can be set to default.
10)
Activating Feature WRFD-010691 HSUPA UL Interference
Cancellation.

Interference cancellation is performed to offset the interference caused by

the uplink high rate E-DPDCH data of other users, thus improving the
demodulation signal-to-noise ratio (SNR) and increasing the uplink capacity
of the UMTS network.
Action
Safaricom - Check with Huawei for availability of valid license to
enable this feature
SET ICMODE:ICMODE=FULL_IC
MOD LOCELL:LOCELL=X,SECT=REMOTE_SECTOR,IC_MODE=TRUE
11)
Dynamic R99 UL BLER target
This feature is recommended for areas where the uplink load is heavy, there
are a large number of UEs online, and most of the UEs support R99 channels
on the uplink. This feature sacrifices a little uplink throughput for an
increased total uplink capacity
Action
Safaricom - Check with Huawei for availability of valid license to
enable this feature
ADD UCELLLICENSE: CellId=1, FuncSwitch1=DYN_BLER_PS-1;
SET UCORRMALGOSWITCH:
PcSwitch=PC_BLER_TARGET_BASE_CELLLOAD_SWITCH-1;
SET UOLPC: BlerTargetBaseCellLoad=-10; (Already Optimized to -13)
