AFFIDAVIT FOR ARREST WARRANT
THE STATE OF FLORIDA
COUNTY OF ORANGE
BEFORE ME, the undersigned Judge, personally appeared your Affiant, Detective
Shane Overfield #15634, a member of the Orlando Police Department, who, by me being first
duly sworn, says that on the 2 day of July, 2016, in Orange County, Florida, the Defendant,
PETER ROGER SOLOMON, did in violation of section(s) Kidnapping, False
Imprisonment, and Sexual Battery, Florida Statutes, unlawfully did commit the crime(s) of
787.01(1)(A), 787.02(2), And 794.011(4)(C).

On July 6, 2016 I, Detective Shane Overfield (15634) was assigned this case for investigation.
On July 2, 2016, Officer Corson (17093) responded to
, in
reference to a sexual battery. Upon arrival Officer Corson met with the victim, later identified as
. The victim provided the following to Officer Corson verbally and in a sworn
written statement:
On the evening of July 1, 2016, the victim was consuming alcohol with friends at the Knight's
Pub located at 3910 N. Alafaya Trail. At approximately 2215 hours, the victim used the Lyft app
on her cell phone to have a Lyft cab come to the pub and drive her home to her residence in
Winter Park. At approximately 2230 hours, the app told her that her cab had arrived and stated
the cab was a gray Dodge Grand Caravan. She located the cab and got inside with the suspect,
later identified as Peter Solomon. The victim stated that after a few minutes of driving, the
suspect pulled into the driveway of a rundown single story home and ordered her inside of the
house. The victim stated that once inside the home, the suspect sexually battered her inside of a
bedroom.
The victim stated that she was unsure if the suspect used a condom. At approximately 0024, the
victim called 9-1-1 from her cell phone and held the phone at her side so as not to alert the
suspect that she had called. The 9-1-1 ping from the phone was in the area of Forsyth Rd and
Muskogee St. Orange County Sheriffs deputies responded to the area, but were unable to locate
the victim. The victim told me that the suspect made her get back into the car, in which he had
used to take her to the house, and started to drive after approximately 4-5 minutes told her to get
out of the car. The victim got out of the vehicle at the AutoZone across from the Home Depot
east of the intersection of E. Colonial Dr and Semoran Ave. After being forced out of the vehicle,
the victim called her mother, who picked her up and took her home.
The suspect description provided to Officer Corson by the victim was the following: She
described the suspect as a dark skinned Hispanic male between 5'07" to 5'08" and weighing
between 170 and 200 pounds. She state the suspect had short dark hair and a mustache and spoke
with an accent. She stated she could identify him and desires prosecution. The victim was
transported to the SATC along with the clothing that she had been wearing the evening prior.
On July 2, 2016 at approximately 1915 hours I met with the victim at CPT. The victim swore to
tell the truth and stated the following in a recoded interview.
On July 1, 2016 at approximately 1700 hours, the victim used a Lyft cab to get to the Knights
Pub to meet some friends during happy hour. The victim started to drink with her friends and
eventually left Knights pub and walked to another bar called Stager Inn. After a period of time
they all left to get something to eat at Bar Louie. The victim was planning on leaving, but was
persuaded to stay to celebrate a friends birthday and they all walked back to Knights Pub. The
victim became intoxicated and at approximately 2230 hours she requested a Lyft cab to pick her
up in front of Knights Pub. She received a call from the Lyft driver/suspect indicating that he
had arrived and told her he was in a gray Grand Caravan. The victim located the suspects
vehicle and entered it. The victim described the Grand Caravan as older but clean on the inside.

The Caravan had bucket seats up front with captain chairs directly behind the driver area. The
back of the Caravan had a bench seat.
The suspect drove to an unknown residence and told the victim to get out of the vehicle. The
victim described the residence as a single family house that was a single level. The lawn was not
mowed and the yard was untidy and the house was not maintained. The suspect walked the
victim into the residence through the living room, where she observed 2 other unknown men who
were already in the house. The suspect spoke to these 2 men in Spanish. The victim observed
white tile as she entered the front door. The suspect walked the victim to a room that had
couches and told her to sit down and the suspect stepped out of the room. The victim attempted
to call her mother but there was no answer, the victim used this as an opportunity and attempted
to flee out the side door of the residence. The suspect became aware the victim was attempting to
flee and chased her down and physically forced her back into the residence and into the
bedroom.
The suspect forced the victim onto the bed and told her that she was not allowed to leave and
was not allowed to speak. The bed was already made and had a red comforter on top. The
suspect threatened the victim with violence if she resisted. The suspect then pulled the victims
shorts and underwear off and put them on a chair, the suspect held the victim down with his right
hand as he unbuttoned his pants with his left hand. The suspect pulled his pants down just
enough to expose his penis. The victim told the suspect to get off her and stop, the suspect told
the victim to shut up or he would hurt her. The suspect held her down on the bed while he got on
top of her and forced his penis into her vagina. The suspect sexually battered the victim for 3 to 5
minutes. The victim remembers the suspect smelling like smoke as he was on top of her.
Afterwards, the suspect told the victim to get dressed and he walked out of the room and started
to talk with the men in the living room. It was now July 2, 2016 at approximately 0029 hours, the
victim used this chance to call 911 when the suspect was out of the room (This was confirmed
with the 911 digital recording and printouts). She was able to briefly speak with the 911 operator
before the suspect walked back into the bedroom. While the suspect was in the bedroom, the
victim was only able to answer by yes, no, or by pushing buttons as a response to questions. The
victim was forced to hang up on 911 because she was afraid that the suspect would become
aware that she was on the phone. The 911 operator twice attempted to call the victim back, but
she was unable to answer because she was afraid the suspect would hurt her. The victim was
fearful that the suspect would become violent.
The suspect directed the victim out of the residence back outside. The suspect then forced the
victim back into his vehicle in the back seat and one of the unknown males that were in the
living room took the front passenger seat. The victim was able to dial 911, but she kept an open
line so the suspect would not be alerted to what she was doing. The victim attempted to describe
her location to 911 by faking a conversation with the suspect. The suspect drove her to the
intersection of Semoran Ave and Colonial Dr and told her to get out of the vehicle. The victim
ran from the suspects vehicle towards the AutoZone. There she was able to call her mom and
dad who later picked her up at this intersection.
The victim was able to pull up her Lyft application on her cell phone. She then showed me the
Lyft receipt from the suspect. In the top of the Lyft receipt there was a photo with the name Peter

listed below. The victim told me that this was the suspect that sexually battered her. The victim
described the suspect as a Hispanic male in his 40s who was heavyset with a mustache. This
was consistent with the photograph on the Lyft receipt. The victim indicated that the suspect had
a thick accent.
The Lyft receipt showed a drop off location of 920 E Colonial Drive, but the victim was adamant
that she was never at this location and was dropped off at Semoran Ave and Colonial Dr. The
Lyft also showed a drop off time of 2230 on July 1, 2016 but the victim called 911 from the
suspects residence at 0029 on July 2, 2016. Using Google maps and plotting 920 E Colonial to
6039 Cornelia Ave, it would take a person approximately 1 hour and 40 minutes. 6039 Cornelia
was the area that the victims cell phone pinged when she called 911 at 0029 hours and was
accurate within 890 meters.
Using several investigative tools it was determined that the phone number the suspect used to
call the victim was an internet number and is not associated to any email or subscriber
information.
On August 2, 2016 an investigative subpoena was issued by the Honorable Jeffery L Ashton for
the driver information from Lyft. The subpoena was emailed to LER@lyft.com. The search met
with negative results.
On September 20, 2016 I sent a second subpoena to Lyft with the victims email account. On
September 27, 2016, I received a response from Lyft identifying the suspect as Peter Roger
Solomon B/M 12/04/1966. I completed a photo line-up placing the suspect in the number 2
position. On September 27, 2016 at approximately 1002 hours, Detective Gardner (11680) and I
met with the victim at her residence. Detective Gardner conducted a recorded line-up with the
victim while I stepped out of the room. Detective Gardner had no prior knowledge of the photo
line-up or the suspect prior to administrating it to the victim. Detective Gardner read the victim
the photo line-up instructions to the victim directly from the form. The victim reviewed the photo
line-up and circled the number 2 position, identifying him as the person that sexually battered
her.
The suspect has a listed residence in the area where the victims 911 call pinged to a tower. The
suspect also has a 2011 gray Dodge Grande Caravan registered to him.
Based on the above listed circumstances probable cause is established to charge the suspect with
Kidnapping, False Imprisonment, and Sexual Battery.

Due to the above facts, it is your Affiants belief that the defendant, PETER ROGER
SOLOMON, has committed aforementioned violations of the laws of the State of Florida and
that probable cause exists for the issuance of an arrest warrant.

committed the offense listed herein.
