Child Pornography
ALREADY in 1999 the Catholic Bishops’ Conference of the Phil-
ippines issued a pastoral letter on pornography, “Blessed are
the Pure of Heart!” It identified its fatal effects: it destroys the
essence of human sexuality, corrodes human relationships,
gravely undermines family life and the family, weakens the
moral fiber of society, and is highly contributory to sexual
crimes.
The bishops called on the government and various sectors of
society to stem the proliferation of this social malady, which
was proffered by big business on an estimated annual gross of
15 billion dollars. A year after the release of the pastoral letter,
the bishops established an internet facility that would filter
pornography from the internet.
By then the subject of pornography were mostly teenage
girls. And the prominent media were VHS tapes, the print and
the internet. Today pornography has grown into gigantic and
gruesome proportions. Its subjects are not only girls—but kin-
dergarten kids. And its medium is as ubiquitous as the DVDs
in Quiapo and the readily downloadable video format in broad-
band.
Yes, kids are portrayed not only in nudity but in various
sexual acts disgustingly performed with adults and, susmariosep,
with animals. Only people with deviant behavior would pa-
tronize this and, therefore, the circulation of child pornogra-
phy would be limited to the confines of sick minds.
Or so, one would think. But no less than the Optical Media
Board of the government estimates that, based on daily sales,
the circulation of child pornography counts to hundreds of
thousands in the country. If this were so, then it should be safe
to conclude that there are hundreds of thousand Filipinos who
are sexually deviants and mentally sick. Unless, of course,

Cebu on March 16, 1999. He was appointed 4th Bishop of Surigao on
April 21, 2001 and was installed on July 24, the same year. In this
issue of CBCP Monitor, Bishop Cabajog talks about empowerment of
basic ecclesial communities, the laity’s greater participation in the life
of the Church, the integration of family life in the BEC program, the
quality of vocations entering the seminary, the social concerns agenda
of the diocese and participation in politics as part of the prophetic role of
the Church.

How is the BEC program in your diocese?


In the vision-mission statement of the diocese of Surigao BEC takes
center stage. The local Church of Surigao has conceived the idea of
empowering BEC through integral evangelization. This has been
working since the promulgation of the Diocesan Synod in 1992. Upon
my arrival in Surigao, we picked up from where the First Diocesan
Synod left off and established the ministries called for by the Synod.
Seeing the great importance of the BEC program, a diocesan BEC
Committee was established. This body surveyed and leveled off all
parish BECs in order to launch a unified direction and plan of action.
If success is measured in church attendance, then we could say we
have been successful. Church goers on Sundays, even in the farthest
barrio chapel, have increased. Now, more aware of stewardship; love
offerings and financial assistance to the parishes are easy to drive.
Amazingly, participation in the liturgy and other parish activities are
very heartwarming. In its totality BEC has created a remarkable change
in the life of the Christian communities. However, a sort of revitalization

Introduction
The Second Vatican Council, with its Dogmatic Constitution Lumen gentium, and
its Decrees on Ecumenism (Unitatis redintegratio) and the Oriental Churches
(Orientalium Ecclesiarum), has contributed in a decisive way to the renewal of Catho-
lic ecclesiology. The Supreme Pontiffs have also contributed to this renewal by
offering their own insights and orientations for praxis: Paul VI in his Encyclical
Letter Ecclesiam suam (1964) and John Paul II in his Encyclical Letter Ut unum sint
(1995).
The consequent duty of theologians to expound with greater clarity the diverse
aspects of ecclesiology has resulted in a flowering of writing in this field. In fact it
has become evident that this theme is a most fruitful one which, however, has also
at times required clarification by way of precise definition and correction, for
instance in the declaration Mysterium Ecclesiae (1973), the Letter addressed to the
Bishops of the Catholic Church Communionis notio (1992), and the declaration Domi-
nus Iesus (2000), all published by the Congregation for the Doctrine of the Faith.
The vastness of the subject matter and the novelty of many of the themes in-
volved continue to provoke theological reflection. Among the many new contri-
butions to the field, some are not immune from erroneous interpretation which, in
turn give rise to confusion and doubt. A number of these interpretations have been

Indeed, “God writes straight in

first reached Bohol by an unexpected
turn of events which many history
books dare not reminisce.

April 27, 1521 in the hands of Lapulapu,
the Spaniards suffered another terrible
blow that made them finally flee Cebu.
Some 800 warriors, led by Rajah
Humabon, plotted a bloody massacre
that killed 27 Spanish commanders and
crew of the galleons Trinidad, Concepcion
and Victoria to avenge the 50 Cebuana
women raped by Magellan’s men. To
save themselves, the Trinidad’s crew
sailed to Talibon-Jetafe. Some of them
settled there, took native wives and
taught their families the rudiments of
the Faith. They also dedicated the place
to the Santissima Trinidad in honor of
the patron of their fateful ship. Hence,
the survivors of that Cebu massacre
who sought refuge in Talibon became
the first lay missionaries to Bohol.

THE greater number of our poor is in the rural areas. Year 2007 is the 40th
anniversary of the rural congress of 1967. it was at this congress that the
participants, most of them diocesan and parish action workers, came to
crucial conclusion that the church must go to the barrios. The reason was the
heavy realization that the rural parts of the country were the most neglected
by both the government development programs and the church’s pastoral
care. By this time our farmers must do that speaking by themselves, the
discerning , the proposing of their ideas, the planning of how we must as a
people come together to work for the common good of the country of
ourselves. (CBCP statement on the Dignity of the Rural Poor, 28 January

Based on the commonly accepted methodology on SEE-JUDGE-ACT –
we will try to put it in the context of Basic Ecclesial Communities experience.
We know we are adopting many models on Basic Ecclesial Communities.
(BEC) but let us try to see it working in the cell approach.

WE welcome with joy and gratitude the release of the missionary, Fr. Giancarlo Bossi, by his
abductors. For many weeks, in behalf of his relatives and community, many people prayed
and appealed for mercy and compassion for Fr. Bossi.
Foreign missionaries are giving a great service to the people in far-flung corners of the

country especially in Mindanao, at great sacrifice and even dangers. We hope that what
happened to Fr. Bossi will not happen again.
Prior to the release of Fr. Bossi, there was the barbaric and bloody ambush of Philippine
Marines at which 14 (?) lost their lives. We condemn such heinous act, and join the appeal for
justice in the restoration of peace. Let the same not happen again in our society of already
precarious peace.
We express appreciation to all who facilitated his release.

A GUY with a large black bible clutched under his arm rode the
jeepney I was on. At once, I noticed that peculiar glazed look on
his eye and the friendly smile on his face—and I knew it wouldn’t
be too long before he’d make his first move. In my next breath,
bingo, he cornered his first victim—a college girl beside him—
with the question asked in a typical preacher’s modulated voice,
“Friend, are you saved?”
Instantly, the young woman nervously faced the other way.
Undeterred, the zealous evangelist turned next to the fiftyish
man in front of her and inquired, “Do you know Jesus Christ?”
You won’t believe what this man did: He signaled the driver to

other, and I wondered what his opening line would be.
