SEPTEMBER 5, 2016

Excelerate Energy L.P. (Excelerate) completed its 1000th

commercial ship-to-ship (STS) transfer of LNG on August 31, 2016, in
Escobar, Argentina at GNL Escobar LNG import terminal. Using Excelerate
Energys floating storage regasification unit (FSRU) Expedient and a
conventional LNG carrier, 83,767 cubic meters of LNG were transferred using
the double-banked LNG transfer system. To date, Excelerate has successfully
transferred over 108,000,000 cubic meters of LNG using its STS protocol.
ESCOBAR, ARGENTINA

We are pleased that this achievement was accomplished with both Enarsa
and YPF in Argentina, stated Excelerate Chief Development Officer Daniel
Bustos. Argentina was one of the first adopters of floating regasification.
Their early confidence in our technology and STS process helped prove the
inherent benefits of FSRU terminals, and ultimately enabled the market to
grow.
The accomplishment of this milestone safely and incident free is a testament
to the hard work and dedication of our team and vessel crews worldwide.
added Chief Operating Officer Edward Scott.
Excelerate developed YPFs first LNG import terminal Baha Blanca Gasport
in 2008. Located in Baha Blanca, Argentina, it was South Americas first LNG
import terminal and helped open new markets for LNG in the region. In 2011,
Argentina again entrusted Excelerate with the responsibility for a second
floating regasification terminal, GNL Escobar.

REGASIFICATION CAPABILITIES
To accomplish the task of offshore LNG vaporization, our FSRUs may be operated in one of three ways:

Closed-loop mode, in which steam from the FSRU boilers is used to heat fresh water circulated through the shell-andtube vaporizers in the regasification plant. This results in minimal usage of seawater by the FSRU;

Open-loop mode, in which relatively warm seawater is drawn in through the FSRUs sea chests. This warm seawater is
used as a heat source and passed through the shell of the shell-and-tube vaporizers, causing the vaporization of the LNG. During this
process, the temperature of the seawater is lowered by approximately 13 degrees Fahrenheit (7 degrees Celsius). For this reason, the
open-loop mode is not applicable for water temperatures below 45 degrees Fahrenheit;

Combined mode, in which seawater at temperatures between 45 and 58 degrees Fahrenheit can be used when heated
by steam from the FSRU boilers to provide sufficient heat for the vaporization of the LNG.
The following table describes the regasification capabilities of our FSRUs:

Even though our FSRUs are constructed with preset regasification capabilities, all of our vessels can be modified to provide increased
regasification rates to meet the specific requirements of our customers.

STS LNG Transfer enhances the capabilities of FSRUs by allowing for a

continuous supply of natural gas for import and enabling small-scale LNG.

the value chain demanded it, so we invented it. In response to
the demand for a more agile LNG importation solution, to enhance the
capabilities of our FSRUs, and to increase the flexibility of cargo delivery
operations, we developed and implemented the first commercial ship-to-ship
(STS) LNG transfer system. With over 100,000,000 m3 of LNG transferred to
date, we continually improve our operations to meet the changing needs of
our customers and the markets we serve.
The system is fully tested, certified and exceeds international standards for
the transfer of LNG. The process has been proven in a wide range of
environmental conditions at multiple locations worldwide and is widely
accepted in the LNG industry.
STS LNG Transfer

HOW IT WORKS
The STS LNG Transfer occurs in the open ocean, in a protected body of water
at a location between the LNG load port and the market delivery point, or at
a GasPort or Gateway terminal. A conventional LNG carrier moors alongside
the FSRU and transfers its cargo to the FSRU via flexible cryogenic hoses. This
allows us to use our FSRUs as distinct regasification terminals and reserve the
conventional LNG carriers for long-haul transport and delivery of cargos from
the LNG load port to the STS location. The trans-shipment operation can be
undertaken without double-banking the LNG carriers, as well, by transferring
the LNG cargo across or along the jetty from the supply vessel to the receiving
vessel.
