REGULATION ORDINANCE NO. 2015-369


AN ORDINANCE DECLARING EVERY IBIRD WEEK OF AUGUST OF
EVERY YEAR AS mE BABY AND MOM EXPO WEEK IN mE CTTY OF
ILOILO
Sponsored by Councilor Lady Julie Grace L. Baronda, co-sponsored by Liezl Joy ZuluetaSalazar, duly seconded by Councilors Joshua C. Alim, Jason R. Gonzales and Lyndon V. Acap

WHEREAS, it is a constitutionally enshrined principle that the State recognizes the sanctity
of family life and that it shall protect and strengthen the family as a basic autonomous social
institution;
WHEREAS, Article 149 ofthe Family Code of the Philippines recognizes the family, being

the foundation ofthe nation, as a basic social institution which public policy cherishes and protects;

WHEREAS, the State shall equally protect the life of the mother and the life of the unborn
from conception;
WHEREAS, the natural and primary right and duty of parents in the rearing of the youth
for civic efficiency and the development of moral ~haracter shall receive the support of the
government;
WHEREAS, Article 356, paragraph 4 of the Civil Code of the Philippines further states
that every child has a right to live in an atmosphere conducive to his physical, moral and

intellectual development;

WHEREAS, the non verbal emotional relationship between a mother and child enables the
latter to feel secure enough to develop fully and affects how or she will interact, communicate, and
form relationships throughout life;
WHEREAS, the state shall protect and promote the right to health of the people and instill
health consciousness among them;
WHEREAS, Article 360 of the Civil Code of the Philippines states that among the
functions of the city includes coordinating activities of organizations devoted to the welfare of
children and secure their cooperation
NOW, THEREFORE, be ordained by the Sangguniang Panlungsod of the City of Iloilo,
that:
Section !. TITLE, This ordinance shall be known as "AN ORDINANCE DECLARING
EVERY TIDRD WEEK OF AUGUST OF EVERY YEAR AS THE BABY AND MOM EXPO
WEEK IN THE CITY OF ILOILO."
Section 2. PURPOSE. This ordinance seeks to empower and create awareness on the
proper child caring and nurturing family development as it covers the stages of family growth from
maternity, newborns, toddlers, and early childhood.
Section 3. POLICY. In line with the declared policy of the state to protect and strengthen
the family as a basic autonomous social institution, all departments, agencies, public schools,
including all instrumentalities under the local government unit of Iloilo City are enjoined to place,
hang or post signage "CELEBRATING THE BABY AND MOM EXPO WEEK IN THE CITY
OF ILOILO" in conspicuous places or areas in said public buildings or edifice in the observance
of the one week celebration.
Section 4. IMPLEMENTING RULES. In implementing the intents of this ordinance, the
City Mayor, thru the City Health Office shall spearhead and monitor the effective implementation
of this ordinance, and shall create a technical working group who will design and develop a
program that promotes maternal and child health and shall monitor the effective implementation
of this ordinance.
Section 5. APPROPRIATION. The City Mayor shall allocate an appropriate and
adequate budget fur the implementation of this ordinance.
Section 6. SEPARABILITY CLAUSE. In the event that the provision of this ordinance
is declared invalid, the other provision thereby shall remain in full force and effect.
Section 7. REPEALING CLAUSE. All laws, decrees, executive orders, rules and
regulations or parts thereof, inconsistent with the provisions of this Act are hereby repealed.
Section. 8. EFFECTIVITY.
