AN ORDINANCE CREATING ONE (1) POSmON
GOVERNMENT DEPARTMENT HEAD II, SIG 26 UNDER THE LOCAL
ECONOMIC ENTERPRISE OFFICE
Sponsored by Councilor Jason R. Gonzales, duly seconded by Councilors Radel F. Agado,
Lyndon V. Acap and Lady Julie Grace LBaronda

WHEREAS, in a letter dated June 22, 2015, the Honorable Mayor City Mayor Jed Patrick
E. Mabilog requested for the passage of the ordinance creating one (I) position-City Government
Department Head II, SIG 26 under the Local Economic Enterprise Office;

WHEREAS, the main gold and objective of creating the Local Economic Enterprise Office
Head is to fully oversee the over-all mandate, management, regulation and operation, as well as
the administration of all local economic enterprises in Iloilo City;
WHEREAS, to substantially monitor/supervise the generation of local revenues like
market rental fees for occupancy or use thereat and other relevant market, slaughterhouse and
tenninal fees and charges within its territorial jurisdiction. Through a duly approved ordinance by
the Sangguniang Panlungsod, sustainable operations may be achieved, and efficient and effective
delivery of basic services may be provided to the constituents of Iloilo City;

WHEREAS, Section 75 of Republic Act 7160 of the Local Government Code of 1991
states that:
"Every LOU shall design and implement its own organizational structure

and staffing pattern taking into consideration its service requirements and
financial capability, subject to the minimum standards and guidelines
prescribed by the Civil Service Commission."

WHEREAS, the establishment, maintenance and development of the Local Economic

Enterprise Office and public utilities are provided under Section 313 and 325 of the Local
Government Code (LGC). The proposed creation does not entail additional cost on the Personnel
Services (General Fund) of the Iloilo City Government under Sec. 325 (a) General Limitation of
the Local Government Code (LGC), as such said request is deemed necessary, urgent and for the
best interest of services;
THEREFORE, be it ordained by the Sangguniang Panlungsod of the City oflloilo, that:
Section I. - One (I) position - One (I) City Government ,
SIG 26 under the Local Economic Enterprise Office, is hereby created;

Section 2. - There is hereby appropriated the necessary funding for the purpose.
Section 3. - This ordinance shall take effect immediately upon approval.
