Thesis Statement: To ensure the electricity supply in Hong
Kong and attain the environment protection goals.
I.

THE ATTENTION STEP (Introduction)

In our daily life, it is impossible for us not to use

electricity, most of the things we use are related to
electricity, like computer, light, smartphone etc.
We are gratified that we have stable electricity supply in
Hong Kong.
(Transition: However, the government decides to change
the composition of fuels to generate electricity. Now,
lets see what the problems with recent electricity
generation are.)

THE NEED STEP (Problem)

A. Over- rely on coal as the fuel for electricity generation

1. Over 50% electricity are generated by coal
2. The machines used for burning coal to generate
electricity will retire continuously in the coming few
years.
B. Too much air pollutants emission
1. Since most of the electricity are generated by
burning coal, many air pollutants are giving out
2. The pollutants are CO2, SO2, NO and coal ash,
harmful to our health
3. 47%CO2 and 28%NO are produced by power

plants.
C. Demand for electricity continuously increase
1. Population growth
2. Over-rely on electricity, many electricity are wasted
D. Global trend for government reduce carbon emission
to help solve global warming
1. Hong Kong, a bean size on the earth, contribute
0.1% greenhouse gases emission to the world
2. It is necessary for government to improve the
environment
a. Meet the carbon reduction target
b. In last few years, API sometimes reach extreme
high level, need to solve air pollution
(Transition: Now, we can see what the problems we faced
are. Lets see what the government and we can do to deal
with these problems.)

THE SATISFACTION STEP (Solutions)

A. Increase the using of natural gas for electricity

generation
1. Compared to coal, reduce 25%CO2, 50%SO2 and
40%NO.
2. Natural gas is safer than coal in generating
electricity (less risk to cause fire accident)
3. Production cost of using natural gas is expensive so
that the price of electricity will also rise
(Transition: Besides natural gas, what can we use?)

B. Using nuclear power instead of burning coal

1. Energy released : 1g of uranium = 3000 tons of
coal
2. No air pollutants will give out
3. Mostly safe (Low risk)
a. Fukushima accident just a minor case
b. Hong Kong is not located in seismic belt
c. In France, 78% electricity are generated by
nuclear power
C. Purchase electricity from mainland
1. Cannot ensure the quality, stability and price of the
electricity
D. Impossible to use renewable energy as the main
source
1. Hong Kong is too small
2. No strong wind, monstrous wave and volcanic
mountains

E. Dont waste the electricity
1. Turn off all the electric appliance if we dont use
2. Choose electric appliance with energy saving label

2. Help solve climate change as well as global
warming

A. Send email, write a letter or participate in public
meeting to express our idea on electricity
generation
B. Dont over-rely on electricity
C. Change our lifestyle in order not to waste electricity
