£19,079 to £21,928 per annum (dependant on relevant experience)


inclusive of annual Cost of Living allowance. Insurance cover, accommodation, free return flights, annual loyalty bonus, R&R and 24 days annual leave.

Context and Background

The goal of the Sudan mission is to address humanitarian and health crises within Sudan, with particular focus on Darfur (Western Sudan) while increasing capacity of local structures to deliver effective and quality primary health care services.

Over two million people are now thought to have been displaced since the commencement of hostilities in the Darfur region, many of whom continue to be in acute need of emergency assistance. These needs are further exacerbated by seasonal rains & food shortages due to interruptions of agricultural cycles. Developments at the peace process level may initiate population returns in certain areas, while other areas continue to experience displacement.

Merlin has been working in Darfur since late 2004, and currently runs 3 projects across South Darfur. Merlin’s primary health care interventions provide quality services through both static and outreach mobile clinic services. Activities increase community-level access to health care by establishing static primary health clinics in former mobile clinic locations, and starting new mobile sites where population movements indicate severe need. The programme will also extend health education: Merlin believes that preventive health care has significant impacts on health status. This is embedded in a context where Merlin collaborates closely with Sudan’s Ministry of Health and other government agencies for material and human resource support for projects. The focus for 2008 will be the continuation of the primary health care provision within the areas Merlin is already supporting with the addition of nutritional support on a CTC basis.

Main Purpose of the Role

To work as part of the Darfur’s health team; responding to health needs and gaps in health service provision identified by the Country Health Director. Flexibly adapting to changing priorities and needs, working in close cooperation with fellow team members.

Implement health activities as agree with the Project Coordinator and Country Health Director

Capacity building of local team

Provide technical support to health teams

Main Responsibilities

Assist in the development and provision of healthcare as part of Merlin’s response to unmet health needs in Darfur with a focus on life saving health activities.

Review patients and initiate treatment focusing on children under five and women’s health including deliveries; working in IDP camps or hospital settings

Assist in the effective delivery of vaccination campaigns in operating area as appropriate.

Ensure accurate data collection and disease surveillance from project areas and analysis of data. Compile epidemiological reports for inclusion in project situation reports and any other pertinent report, including dissemination of the same.

Assess in assessment of the community health needs and provide immediate and medium term responses as appropriate.

Responsible for encouraging community participation in health activities to ensure acceptance and effectiveness of the project.

Ensure that the medical stocks and equipments are sufficient and the drugs/vaccines are stored and used correctly including emergency preparedness stocks.

Support the implementation of referral and surveillance systems.

Conduct on job training to the national staff.

Work with partners including MoH health personnel to ensure appropriate response capacity to immediate and medium term health needs e.g. vaccination campaigns, outbreak response/control.

Assist with recruitment and training of project health personnel necessary for the delivery of services.

Programme Support

Provide technical support to all health team members

Assist the Project Coordinator to establish systems and standards for regular assessment, monitoring and evaluation of the programme against its strategic aim, objective and expected output.

Staff Management / HR

Support medical national staff, trying to ensure that individuals work effectively together to achieve the project objectives.

Enhance technical and management skills of national health staff through formal & informal training


Carry out any other responsibilities as requested by the Country Health Director / Project Medical Coordinator.

Person Specification


Nurse / Midwife with strong post qualification experience

Experience of working with a range of people, organisations and cultures.

Excellent communication and diplomatic skills.

Team work, flexibility and relationship building skills. Calm under pressure.

Flexible and adaptable to changing environment and programming.

Ability to reflect on personal and programme performance and act upon lessons learnt.

Ability to live and work in challenging and harsh environments

Understanding of security management necessary to live and work in insecure environments.

Previous experience of working overseas for an international NGO.

Previous experience of working in a health programme

Strong communication skills, with excellent written and spoken English

Confident and proficient in the use of MS Office

Experience of establishing strong working relationships with colleagues from different functions and cultures

Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines

Experience of proactively identifying and addressing issues

An understanding of and commitment to Merlin’s mission and values


Diploma in Tropical Medicine and Hygiene

Experience working in North Sudan or region.

Experience of emergency programming.
