called for a review meeting of the Most Favoured Nation status
granted to Pakistan. The meeting will take place on September 29.
ItisexpectedthatofficialsfromtheMinistryofExternalAffairsand
Commerce Ministry would attend the meeting.
ReportsarerifethatIndiaisconsideringwithdrawaloftheMostFavoured
Nation(MFN)statustoPakistaninthewakeoftheUriterrorattack.
TheMFNstatuswasaccordedin1996asperIndiascommitmentsasa
memberoftheWorldTradeOrganisation(WTO).AccordingtotheMFN
principleoftheWTOsGeneralAgreementonTariffsandTrade(GATT)
-towhichIndiaisasignatory/contractingparty-eachoftheWTOmember
countries(includingIndiaandPakistaninthiscase),shouldtreatallthe
other members equally as most-favoured trading partners.
MostFavouredNation(MFN)isastatusorleveloftreatmentaccorded
by one state to another in international trade.
AccordingtotheWTO,though thetermMFNsuggestsspecial
treatment, it actually means non-discrimination.

Pakistan will face difficulty in

exporting products if India scraps
MFN status: P R Chakravarty
New Delhi [India], Sept. 27 : P R Chakravarty, former consul
general of India in Karachi on Tuesday said if New Delhi scraps the
Most Favoured Nation status to Islamabad, it wont affect India
whereas Pakistan would have problems in exporting their products.
This meeting on the MFN status is context with what happened in Uri
and what the options are available for India in terms of taking action
against Pakistan. So, MFN is one of them because we gave MFN
status to Pakistan in 1996 and they have not yet given it to us,
Chakravarty told to Press. If we scrap the MFN, which is part of our
obligation under the WTO, it will affect Pakistani exports to India
because then India would be able to apply higher tariffs than what we
do for other countries. For India even if India-Pakistan trade goes
down a bit it makes no difference. Pakistan will have problems in
exporting their products, he added.
Prime Minister Narendra Modi will chair a meeting with top officials
on Thursday to decide whether to withdraw Most Favoured Nation
status for Pakistan. It is expected that officials from the Ministry of
External Affairs and Commerce Ministry would attend the meeting.
Reports are rife that India is considering withdrawal of the Most
Favoured Nation (MFN) status to Pakistan in the wake of the Uri terror
attack.
The decision comes a day after India reviewed the Indus Waters
Treaty with Pakistan.
It is expected that officials from the Ministry of External Affairs and
Commerce Ministry would attend the meeting.
Reports are rife that India is considering withdrawal of the Most
Favoured Nation (MFN) status to Pakistan in the wake of the Uri terror
attack.

Modis statement that India will ratify the Paris Agreement on

TheIndianNavyhasalwaysprideditselfwiththeundyingspiritofadventure
thatisaninseparableandintrinsicpartofitsidentity.Whetheritisskydiving,
trekking,rafting,cycling,mountaineering,marathonorsolocircumnavigation,
theNavyhasafootholdinalladventuresports.Withanaimtoinculcateand
engenderaspiritofadventure,courageandcamaraderie,aMotorcycle
ExpeditiontotheremoteareasoftheNorthEasternregionofIndiahasbeen
organizedundertheaegisofEasternNavalCommand(ENC)hasbeenflagged
offfromShillongbyBrigadierSKJha,CommandantoftheAssamRegimental
Centretoday,24September16.Theexpeditionteamcomprisesnineofficers
fromvariousunitsofENCledbyCaptainAshokSharma.Earlier,the
expeditionwasgivenawarmsendoffbyViceAdmiralHCSBisht,Flag
Officer Commanding-in-Chief, ENC before their departure from
Visakhapatnam.TheexpeditionwhichstartedfromShillong(Meghalaya)would
reachAizawl(Mizoram)throughAgartala(Tripura)coveringadistanceofabout
2000kminaspanoftwelvedays,ridingacrosshillyterrain,treacherous
roadsandhostileweather,throughthickjunglesandgrassyplains.Thechanges
inaltitude,coupledwithdiurnalvariationsoftemperaturewillbeatestofthe
teamsgritandmentalstrength.Duringtheexpedition,theseMeninWhite
willreachouttotheyouthoftheNorthEasternregionandcreateawareness
abouttheNavybyinteractingwiththemandpresentthearmedforcesasa
careerchoice.Theteamwillalsoaddressthestudentsinvariouscollegesand
universities enroute and distribute naval publicity material.

TheaimofthisSriSathyaSaiVidyaJyothi(SSSVJ)projectistotakeup
existingsemioperational,makeshift,dilapidatedgovernmentprimaryschools
andturnthemintofullyoperational,wellstructured,collaborativeschools.
Ultimately,theyshouldoperateasagoodhealthylearningecosystem.Thisis
plannedtobeachievedbyengagingallthestakeholdersintheecosystem,
whichincludes:thestudent,theteacher,theparent,theschoolstaff,the
villager,thegovernmentandthevolunteer(organization).Theapproachwill
betodeliverinspirationalmessagesthroughinnovativelearningactivities,
culturalprograms,demonstrations,gramasabhas,audio/videomaterialetc
thatwillbenefiteachstakeholder.Overall,targetforthisprojectistoadopt
900schools,pan-Indiaandworkonthemforaminimumdurationofone
year,startingApril,2016.SchoolselectionprocessTheselectioncriteriafor
schoolswillbebasedonanextensivefieldsurveyandorganizational
analysis.Someoftheselectionparametersinclude:PositiveEnthusiasmof

Changing the dirty picture!

Sinceitslaunchtwoyearsago,onOct2,2014,theSwachh Bharat Mission

(SBM)haspersistedinthecountrysimaginationasataskworthpursuing,
aimedattransformingpeoplesattitudetowardsopendefecationonceandfor
all.Thesustainedimpetustothescheme,includingnewbehaviouralchangeads,
hasraisedhopeamidstthecurrentstinkingdespairthatanendwillbeputtothe
nationalscourgeby2019.
Ambitiousinitstargets,theschemehasgalvanizedsupportofmanydepartments
inthegovernmenttotriggerchange.SBMisperhapsthefirst-of-its-kindscheme
thathassoughttobringaboutbehaviouralchangetoanage-oldpracticeofsocalledpersonalconvenience.Inadditiontothemeetingthephysicaltargetof
constructingtoilets,theschemehastocontendwiththeineffableattitudeofa
vastmajoritywhopreferopentothecloset
Yet,theschemehasmadesignificantprogress.Over2.3crorehouseholdtoilets
havebeenconstructedin88,879villages,making23districtsopendefecation
free.And,asmanyas141citieshavebeenfreedfromthisimpendingdisgrace.
Toaddtoit,doortodoorcollectionofwastehasbeenimplementedin39,571
urbanwardsinthecountry,whichaccountsfor48percentofthewardsin
4,041citiesinthecountry.
Thepictureholdspromise.Whileinurbanareas36percenthouseholdsowna
toilet, 55 percent rural households have so far been equipped with the
convenienceofatoilet.Over76,000communitytoiletshavebeenbuiltinthe
citiesthusfarwhichaccountsfor30percentofthetarget.Thepaceof
constructingpublictoiletsinurbanareashasbeenratherslow,only9percentof
thetargeted2.3lakhsareinplace.
Twoyearsistooshortatime,givenathree-decadeoldlegacyofslowpaceby
SBMpredecessors.TheCentralRuralSanitationProgramme,launchedin1986,
andrechristenedastheTotalSanitationCampaignin1999,hadsoughtto
subsidizetoiletconstructioninruralareas.Itsrevampedavatar,Nirmal Bharat
Abhiyan,launchedin2012hadshiftedfocusontoiletusageovertoilet
constructionbygivingaboosterdosetomassawareness.

Itmust,however,benotedthateachofthepreviousschemeshadsettargetsthat
werefarfromachieved.Transformingentrenchedhabitsbysettingambitious
targetscanhavelimitedimpactinacountrywheresome650millionpeople
relievethemselvesundertheopensky.Whileasignificantmajoritymaynotbe
abletoaffordatoilet,asizeablenumberhaslittlequalmsofeasingthemselves
undertheopenskies.
Changinghumanbehaviourhasmultipledimensions,moresowhenthereisnt
anycredibleevidencelinkingtoiletcoveragetobetterhealthconditions.
Consequently,radicalsocialchangemaynotbeachievedbyimposingnew
ideologicalpositionalone.Eliminatingopendefecationisundoubtedlytheneed
ofthehour,butforSBMtomakeasignificantdentbehaviourchangehasto
movecenterstageintheimplementationprocess.
Needitbesaidthatthegovernmentmanpowerisnotadequatelyequippedto
engineershiftsinsocialbehaviour,moresowhenitisacaseofoldhabitsdie
hard.Addtothisisthedingytoiletwithinsufficientlightingthatactsasadeterrent
toitsuse,whichaccordingtoVSNaipaulcreatedthefearofclaustrophobia
withinacloset.Manyofthosewhooptforopenskiestodosobecausetheir
sensoryfacultiesmissoutanyengagementinsidethetoilet.
Thediversityofourvastculturallandscapeanditsimmenseeconomicdisparity
warrantsvariedsolutionstothesameproblematdifferentlocations.Therefore,
theneedistogetafreshmeasureoftheproblemafterdiscountingpastfailures.
Theneedfordevelopingtoiletdesigntosuitdifferingperceptionscannotbe
over-stated.Workingcloselywithpeople,understandinghowtheyarethinking
willinvolveanudgeratherthanapush.
Nudgehypothesisisnowamajorareaofbehaviouralresearch,creatingamix
ofsoftwareandhardwaresolutionstoarangeofdifficultsituations,from
encouraginghouseholdsonwasterecyclingtoinspiringpeopletodonateorgans.
Asastrategy,nudgehasfoundpracticalapplicationsforgovernmentstoapply,
demonstratingthatforgovernmentstobecost-effectiveitshoulddomoresteering
andlessrowing.

Kashmir attack: India launches

strikes against militants
