1. Background
Jimma university, public university administered by Ministry of Education, is located 335Km
southwest of Addis Ababa in Jimma town.
Jimma University, Ethiopias first innovative community-oriented institution of higher learning
was established in 1983 as Jimma Institute of Health Sciences. In 1999 it, embracing Jimma
collage of Agriculture, was upgraded to Jimma University by the government of Ethiopia
opening new fields of study, other than the health sciences streams, such as Technology
faculty & Business faculty and further extended its number of faculties by launching
Education faculty, law faculty, Natural and information science faculty and Social and
Humanities faculty in different years.
The technology faculty, one of the faculties of the university, was opened in September 1997
under Jimma Institute of health Sciences. The technology faculty comprises three
departments, Civil, Electrical, and mechanical Engineering. The establishment of the faculty
is generally aimed at acquiring skilled man power in each category.
The Electrical Engineering Department, one of the three departments of technology faculty,
was opened in 1997. The first curriculum of the department which was developed in 1997
was adapted mainly from Technology Faculty of Addis Ababa University. This curriculum was
used to take five years of study. This first curriculum was revised in 2003 due to the
implementation of the new education policy which reduced the duration of the program to 4
years. This revised curriculum was developed to address to change in education policy and
the need of the market by incorporating new additional courses which was not present in the
first curriculum.
This time because of the initiative made by the Ministry of Capacity Building, under the
program called Engineering capacity Building program, the department has prepared this
curriculum. The curriculum focused on changing the trend of engineering education in
Ethiopian Higher learning institutions.
Jimma University

Jimma University
The Technology faculty of Jimma University was started in 1997. The duration of the BSc
degree program in Electrical engineering was of five years. There after in 2003 the course
duration was reduced to four years. The curriculum of
areas namely, Power, Communication Computers and Instrumentation & control. The
curriculum was of more general and did not focus on any of the areas. The employers and
the industry people found that the knowledge acquired by the students was not good enough
for efficient working.
As per the national policy on engineering education the duration of BSc degree program in
Engineering has been found imperative to produce innovative, highly skilled, practical
oriented, entrepreneur, and ethically acknowledged graduates. On this background Jimma
University has decided to design five years curriculum for BSc program in engineering. In
order to have more in-depth knowledge in at least one of the areas of Electrical and
computer engineering, focus areas have been introduced in the curriculum. The curriculum
has been designed to have strong base in Electrical engineering by offering core courses
common to all focus areas for three years (Six semesters). Five focused areas have been
chosen for fourth & fifth year i.e. 7 to 10 semester. A student will be allowed to take one of
the focus areas in fourth & fifth year. These focus areas are Power, Communications,
Computers, Industrial control and Microelectronics. These focus areas will enable a
graduating engineer to work effectively in that focus area right from initial stages as required
by the employer. Or he or she still can be employed in other areas because of strong
foundation built by core courses.
Another important aspect of revised curriculum is inclusion of new topics and new subjects.
There has been tremendous advancement in electronics, communication and computer
technologies at a very fast pace in last decade. Therefore it is unavoidable to revise the
curriculum and to include focus areas so that new technologies are adequately covered. One
of the strategic policies of Jimma University is Community Based Education, so this factor has
also been taken care of in the revised curriculum. Some of the projects offered to the
students will be related to community development to address the problems in the context of
Ethiopian community.
In the revised curriculum the emphasis has been given to more practical and practice
oriented training, so that the graduating engineer is more confident in solving the live
engineering problems right from the initial stages of his or her career. Also in the revised
curriculum only one student will work on one project, unlike in the old curriculum
where a
group of two or more students could work on one project. So far students could not be given
an opportunity to work in actual engineering environment. This made the students more
theoretical engineers than the practical one. To overcome this drawback, students will now
be attached to one of the industry of the focus area for the duration of one semester to work
in real and live industrial environment. This semester will be called as Industrial attachment
phase.
11
Jimma University
Finally curriculum has been designed to train the students in behavioral aspects like
communication skills, working as a part of team or a group, leadership and cooperation.
Maximum information required by the staff and students will be included in the curriculum to
have uniformity of standards. Course outlines and course descriptions will be included so that
there is no subjectivity in teaching and necessary knowledge is imparted to the students. The
list of text books and reference books will help both staff and students to carry out self study.
The details of assignments and evaluation scheme have also been included to have more
transparency.
This module helps the students to know the responsibilities and duties of a good
citizen, so that their participation in the development of democratic society becomes
effective.
To create the power of critical thinking the module provides the techniques & methods
for testing the correctness of many different kind of reasoning including their own and
thereby errors are easily detected.
To understand the role of the cost effective methods of doing every tasks the students
are exposed to the role of economics in society and the role of engineering economy.

Professional Profile
1. Introduction
The field of Electrical Engineering has been instrumental in rapid development of the world
economy. New technological developments in communication, computer and control areas has
reduced the cost and improved the performance of the products and services in various sectors of
the industry. On this background it has become essential to redefine the profile of electrical
engineer and revise the curriculum to fit the profile to match with the fast growing technology. It
is more important for developing country like Ethiopia to acquire the latest technologies and
adapt these to the local needs of the society. It is important to develop technology indigenously
that is comparable with available in the world so that Ethiopia can compete in the todays global
market.
Electrical Engineering department was started in 1997 along with Civil and Mechanical
engineering departments in Faculty of Technology, Jimma University, by initiative of Ministry
of Education. At that time the duration of bachelors program was five years. . The students had
to wait for three semesters before they could join the Electrical department of their choice.
However, in accordance with the new education policy of the country, the curriculum was
reviewed in September 2004 and the new curriculum of four years duration was introduced. The
main objective of education is to produce engineers of high caliber who can skillfully handle the
above requirements and for that suitable curriculum is required. But the curriculum that is being
currently used in Ethiopia does not enable the production of engineers suitable for 21st century.
They are not only expected to be technical experts but they are also expected to integrate science
and technology for the development of society as a whole. Therefore the initiative taken by the
government to revise the engineering education curriculum is very timely and appropriate. We
understand that this initiative is both complex and far-reaching which has impact on the quality
of engineering education in Ethiopia. For this we have views which are important on issues
related to engineering education.
Electrical and computer engineers play a decisive role in the development of a country. They
design and operate two-way communications systems such as telephones and fiber-optic
systems, and simplex communications systems such as radio and television, including satellite
systems. They design and implement control systems, such as aircraft collision-avoidance
systems, and a variety of systems used in medical electronics. Electrical engineers are involved
with generation, transmission and distribution of electric power to consumers at homes, offices,
and industry. They also design softwares for computers and incorporate them into devices and
systems. Electrical engineers analyze computer-aided tomography data (CAT scans), seismic
data from earthquakes and well drilling, and data acquired from space, and handwriting
recognition water marking. They design systems that educate and entertain the society and
masses using computers and computer networks, compact-disk players, and multimedia systems.
According to international standards, an accredited degree program in engineering is expected to:
motivate students towards the practice of engineering and stimulate their learning.

be taught in the context of design, so that design provides an integrating theme which
exposes students to a blend of analysis and synthesis.
present an intellectual challenge, integration of theory with current industrial practices in
the context of live engineering applications.
provide an awareness of the environmental, social, legal, economic and regulatory
aspects within which the engineers work.
Contribute to the personal and sound professional development of students, providing a
strong base for wide range of continuing studies and lifelong learning.
Provide a strong and effective industrial input.
Electrical Engineers develop and design Electrical systems and devices focusing on initial and
running cost, safety and reliability. They participate in projects that are of multidisciplinary
nature comprising of professionals like architects, marketing and managerial staff, electricians
etc.
Electrical and Computer Engineer is a person who is academically and professionally
qualified to:
Design, develop, manufacture and test the electrical systems and devices .Some of these
systems and devices include electric motors; machinery controls, lighting, and wiring in
buildings; automobiles; aircraft; radar and navigation systems; and power-generating,
controlling, and transmission systems used by electric utilities.
Design, develop, test, and supervise the manufacturing of electronic equipment used in
radio broadcast and communications systems. These systems are based on areas such as
communications, signal processing, and control systems. These are specialized in one of
the area such as industrial robot control systems or aviation electronics, for example.
Research, design, develop, test, and supervise the installation of computer hardware
systems and supervise its manufacturing and installation. Hardware refers to computer
chips, circuit boards, computer modems and peripherals, and related accessories such as

7. Education
Electrical and Computer Engineering education view design as engineering practices which
are open ended or for which there are many solutions. Design problems are generally those
initiated by requirement and specification or a particular problem that is given by the users. The
basic educational requirement for a person to be an Electrical and Computer Engineer is a
minimum of four years bachelors degree in Electrical and Computer Engineering. Any
individual who have at least a bachelors degree and graduated from an accredited educational
program plus two years of experience in the field can work as a professional electrical and
computer engineer.
Moreover, higher institutes should have feed back system for their graduates and a means to
continue training about new technologies.
Community-Based Education (CBE) is a means of achieving educational relevance to
community needs and consequently of implementing a community-oriented education program.
It consists of learning activities that use the community extensively as a learning environment, in
which not only students but also teachers, members of the community, and other participants are
actively engaged throughout the educational experience. CBE, as an educational philosophy aims
at developing professionals with problem identification and solving skills and positive attitudes
to serve the society.
8. Registration/Licensing/Certification
It is important that engineers should meet formal minimum standard requirements in terms of
education, training and experience to practice the profession in the interest of the public through
registration, licensing or certification. Registration/licensing/certification is the official legal
recognition of an individual qualification allowing her or him to practice as an electrical and
computer engineer associated with regulations preventing unqualified persons from performing
certain functions. This process of licensing is to be done at regional and federal level for
different stage of professional certifications. Becoming a licensed professional engineer is an
option that can lead to career advancement and flexibility. Not all engineers need it, but the
country requires licensing of engineers whose work may affect life, health, or property, or those
who work in service to the public.
