15 INITIAL INCIDENT DESCRIPTION / NARRATIVE:

[ICV Active

I was working uniformed patrol as 1E1 with Officer erickson in a marked patrol
vehicle for the city of Seattle when I was dispatched to Madison St and Boren
for a disturbance in progress the call stated:

MALE CHASING A FEMALE

ON MADISON.

WITH A BROOM, SAYING GET RID OF THE KNIFE.

RUNNING EB

Officers arrived on scene and observed two WM in a heated verbal argument.

Officers separated the parties and began speaking with the involved subjects.
I spoke first with V/
Steven who stated the WM who he was previously in
a verbal dispute with entered his restaurant at 10
Madison St and began

stating "I have a question". V/

told the WM later identified as
(W/M/
90)to leave the location the business was currently
closed. A/
according to V/
became very upset about being removed
and began knocking chairs over. V/
ordered A/
to leave or the
police would be called. According to V/
Steven as well as V/
Jennifer A/
then pulled a knife (approx. 2 inches in length) from his right
front jacket pocket and began yelling "come toward me". V/
Steven
secured "a squeegee" and began swatting at A/
and telling him to leave.
V.
stated A/
departed as he "shooed" him away via the squeegee.
V/
stated he struck A/
"once or twice" with the squeegee. The
physical altercation proceeded outside at where numerous parties began calling.
V/
said A/
then left and entered the market next door.

I contacted A/
and requested to see the knife he displayed. A/
responded saying he threw the knife on the roof then looked upward. I contacted
the clerk at the market to the west of the restaurant and attempted to see if
the knife may have been stashed in the location. The clerk stated the subject
did enter the market but didn't recall seeing a knife. I then re-contacted
A/
and requested the knife again. A/
pointed towards a small entryway
planter box filled with rocks and stated the knife is in there "but you have to
dig to find it". I managed to locate the knife hidden under numerous rocks. I
showed the knife to V/
, Steven the knife to which he stated "that is
definitely the knife".

I asked A/
what occurred and he stated that he entered the location to ask
a question when he was assaulted by the staff inside. A/
stated he was
struck numerous times in the neck, face and back. I asked A/
how he was
struck and he stated "his hand". A/
then stated he was struck by a chair
inside the location as well. A/
possessed no marks on his face, neck or
back and declined fire at the scene.

A/
was advised he was under arrest and placed into handcuffs. The fit was
checked and the handcuffs were double locked. 1E3, Officer Hirata advised
A/
of his Miranda Warnings via her MIR Card to which he replied "no". He
was then advised again by Officer Hirata of his Miranda Warnings to which he
stated "yes" he understood. A/
person was searched and he was placed in
the rear of the patrol vehicle.

Officer Hirata provided victims and witnesses with statement forms and
requested all parties involve complete a written statement. Parties agreed
they would complete the statement and ensure Officers received the form back.
