Exceptas specified in 925.122,an employee cancancelanSF 1187onlyin
accordance withthe termsof the authorizationformthat the employeesigns
to initiate
the dueswithholding.Thisholdstruefor membersof organizations
suchas the AmericanFederation of Government Employeesor the National
Allianceof PostalEmployees, thatare not "certifiedbargaining
representatives"or "recognized organizationsof supervisoryand other
managerial personnel."
925.122 SpecialCircumstances
Specialcircumstances
that alterthe conditionsfor cancelingdues withholding
are as follows:
a. Employeeswho enrolledin any organization beforeJuly 1 , 1971, or
who are membersof supervisoryor managerialorganizations
designatedby Codes N, P, or S, may submittheir cancellationnoticeat
any time, but it is not processeduntilthe firstfull pay periodfollowing
March 1 or September1, whicheveroccursfirst after receiptof the
form.These employeessubmitPS Form 1188to the installation head,
who forwardsthe form to the servicingDDE/DR site, except as noted in
925.122f (see Exhib_it 9_25-.1).
b. An employeeusingthe revisedSF 1187describedin 924.12 may
cancelonly by submittingPS Form 1188to the installation head and via
certifiedmail to the organization'snationalofficenot more than 20
days, and not less than 10 days beforethe anniversarydate (date of
the deliveryto employer).PS Form 1188must be date-stampedupon
receipt.lt is this date that is used to determineif the cancellation
requestwas receivedin accordancewith the above requirements.
Example: Assumean anniversarydate of December1. The employee
signsand dates PS Form 1188 on November10 and certifiesthat Copy
3 of the form has been sent to the organization'snationaloffice by
certifiedmail.To complywith the 20l1O day requirementspecifiedabove,
the employingoffice must receiveand date stamp part B of the form
betweenNovember11 and November21. lf the DDE/DR site receivesall
three copiesof PS Form 1188,the entireform is returnedto the
employeewith the reason(s)noted.The 20fi0 day rule is a requirement
of the revisedSF 1187that can be waivedonly by the union.
c. An employeewhose documentedpositionis not withina recognized
bargainingunit (suchas a supervisor), but who is havingdues withheld
for a labor organizationthat is reco gnized as a bargaining agent (see
