Good morning everyone!

We on the opposition side strongly disagree on the passage of the RH Law.


Why?
First, in Article 2 Section 2 of our constitution, it states that,
The State values the dignity of every human person and guarantees full respect for human rights
Meaning, the distribution of contraceptives which is contained in the law is not in consonance with our
constitution.
Similarly, Article 2 Section 12 also provides that,
The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic
autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from
conception
Clearly, some provisions of this law are contrary to our constitution, the fundamental and supreme
law of our land.
Our fundamental law recognizes that human life must be protected from the moment of conception,
therefore, contraceptives that causes early chemical abortion is clearly unconstitutional.
Such law is clearly a major attack on authentic human values and on Filipino cultural values regarding
human life that all of us have cherished since time immemorial.

Second, Reproductive Health Law then calls us to make a moral choice: to choose life or to choose death.
The RH Law is anti-life because it is founded on the assumption that the poor should be encouraged to
have fewer children because society in general and the State in particular are unable to help them
maintain their large family sizes because of the failure to provide the countryside with the infrastructures
needed by the farmers to make a decent living.
Other societal failures that cannot be blamed on the birth of babies are the lack of access to
credit by the poor, the low quality of basic education, policy biases in favor of large businesses
against the small and medium-scale enterprises, and the continuing waste of resources
through corruption at the lower levels of the government bureaucracy.

The availability of condoms and pills that will address directly the problem of women dying at childbirth is
a misconception, ladies and gentlemen.
Actually, a research conducted in the United States would tell us that there is absolutely no factual
evidence that these are cases of unwanted pregnancies.

Another, Through RH Bill, instead of teaching every Filipino family about responsible
parenthood, we are teaching our people, especially the poor, to be dependent to the
government (including business and health sectors) who will supply their condoms, contraceptives and
other RH services;
Responsible Parenthood should educate couples how to become prepared in facing challenges of being
future parents NOT to spoon-feed them or provide FREE RH services in expense of the tax payers money.
Poor parents to become responsible must have good jobs to start with- with decent income to sustain the
needs of their family members NOT to provide them CONDOMS and CONTRACEPTIVES, which are
temporary solutions to the over population problem.

Next, The LAW must PROTECT the freedom and NOT REGULATE it
It is not the role of the government to redistribute wealth so to help the poor. Social justice can never be
achieved if there are some peoples rights that are to be ignored and violated. Remember, the law must
protect our freedom but not regulate it. In this case, the rights of the employers, educators, doctors and
health workers will be compensated if it will be mandatory for them to provide free RH services and
products to the poor. Again, if the carinderia owner cannot provide for the ligation of his employee because
of insufficient fund, will he be penalised? If this bill is enacted, yes, he will be liable. If this is the case,
this Act will violate the freedom of the employers since the government will regulate the reproductive
health rights of the employees instead of protecting it ONLY.

Next, RH Bill will cause much higher prices of commodities and health care products in the
Philippines because businesses and hospitals will be compelled to offset the reproductive health care
expenses that they are going to pay for their workers.
I am against RH bill because this will cause higher prices in the commodities and services by forcing the
medical sector and all the employers to provide for free reproductive health care services, supplies and
devices to all workers, more particularly women workers (See Section 17 of this bill). If the government
will deliver free services to the poor, then to whom they will get the money from? it is from our
taxes, of course.

We want to lessen population by giving free condoms and contraceptives (and other
reproductive health services) to the poor but to the expense of increasing our taxes and
having higher prices of commodities as a result? I dont think that is fair

Lastly, the sexual act is intended for married couples to procreate. Sexual intercourse, by its
nature and intent is potentially a life giving act. This is Gods version. But this law teaches us that sex can
be closed to give life and used for physical pleasure only.
Contraceptives obviously prevent the creation of life. God has not made the woman fertile rather than humans
preventing the creation of new life. Pregnancy is a gift, not something to be prevented/avoided.

Contraception use also leads to the degradation of women and their bodies - Another effect that
gives cause for alarm is that a man who grows accustomed to the use of contraceptive methods may
forget the reverence due to a woman, and, disregarding her physical and emotional equilibrium, reduce
her to being a mere instrument for the satisfaction of his own desires, no longer considering her
as his partner whom he should surround with care and affection.

For my rebuttal
My dear opponent, overpopulation is not a reason to have this law, I believe that we humans are intelligent
to run out of options for our survival. It's not about how big the population is, but lies on the
people itself TAYO, the system of our government-how can their health and economic related programs
help the poor, how can the education system alleviate the poverty. Over population is not the SOLE
cause of poverty but only ONE of its FEW causes that needs to be addressed like
unemployment issues, Problems in the agriculture and forestry sector and armed conflicts.

SEPARATION OF CHURCH AND STATE


SEPARATION of Church and State is a legal principle misunderstood and wrongly by many people. W hat the
Constitution says on the principle of separation is, One, the State cannot establish a national religion, and Two, the
State cannot interfere in the free exercise of religious belief of its citizens.
