1. Given the varied laws, rules and regulations, with which a DMO has to work, the
DMO Trainee without assistance will be able to find, identify and define the
corresponding policy, law, rule and regulation of the Peace Corps, the Federal
Government or the host country, applicable to any given administrative
requirement.
2. Once the law, rule and regulation of the Peace Corps, the Federal Government or
the Host Country, applicable to any given administrative requirement has been

found, identified and defined, the DMO Trainee, without assistance, will be able
to classify and describe them correctly.
3. Once the DMO Trainee is able to classify and describe the law, rule and
regulation from the Peace Corps, the Federal Government or the Host Country,
applicable to any given administrative requirement, without assistance, (s)he will
be able to compose a summary synthesizing them correctly in at least 80% of all
cases.
4. The DMO Trainee, without assistance, will be able to actively participate in
decision-making senior staff meetings exercising appropriate leadership, and act
as Country Director if required.

Budget and Accounting
Principles and systems
Given the varied financial laws, rules and regulations, with which a DMO has to
work, the DMO Trainee without assistance will be able to identify and define the
corresponding policy, law, rule and regulation of the Peace Corps, the Federal
Government or the host country, applicable to any given budget or accounting
management requirement, while at the same time applying agency and regional
guidance.

The DMO Trainee will be able to create (estimate and/or recalculate, submit or resubmit) and defend budgets that satisfy all post resource requirements and agency
and regional guidance, in active collaboration with post staff

The DMO Trainee will be able to distribute resources equitably within ceilings to
all Post Sections; execute the budget, maintaining accurate and updated accounting
records, according to regulations and guidelines in appropriate systems; and ensure
that all non-cash disbursements are made accurately and promptly, according to

appropriate laws, rules and regulations, and also ensure that they are recorded in the
proper systems.

and define the corresponding policy, law, rule and regulation of the Peace Corps
or the Federal Government, applicable to all types of staff management.
2. The DMO Trainee is able to coordinate and monitor all US Direct Hire personnel
actions with the Regional Staffing Analyst and the PC/W Office of Human
Resources, per rules and regulations, 80% of the time in a class simulation.
3. The DMO Trainee is able to coordinate and monitor all FSN Direct Hire
personnel actions with a US Embassy Human Resources Office, per rules and
regulations, 80% of the time in a class simulation.

4. The DMO Trainee is able to coordinate and monitor all procurement actions of a
Local Hire Personal Services Contract with the Office of Acquisitions and
Contract Management, per rules and regulations, maintaining balances and equity
at post, At least 80% of the time in a class simulation.
5. The DMO Trainee is able to coordinate and monitor all procurement actions of a
US Hire Personal Services Contract with the Office of Acquisitions and Contract
Management and the Regional Staffing Analyst, per rules and regulations,
maintaining balances and equity at post, at least 80% of the time in a class
simulation.

1. Given the varied procurement and property control laws, rules and regulations,
with which a DMO has to work, the DMO Trainee without assistance will be able
to find, identify, define and apply the corresponding guidance policy, law, rule
and regulation of the Agency, Region, Federal Government and/or the host
country, applicable to any given procurement or property management
requirement.
2. The DMO Trainee, will correctly procure all Goods and Services, appropriately
recording them in accounting systems, leaving regulation audit trail and including
them in inventories, bin controls or service acquisition reports.
3. The DMO Trainee will properly manage all PC Property at post (including
vehicles and medical supplies/in coordination with PC Medical Contractors),

according to all applicable rules and regulations, including property control, and
its maintenance and repair (if applicable), replenishment and disposal.
1. Given the fact that Peace Corps Volunteers have a unique non-employment
situation, laws, rules and regulations that govern their service and with which a

DMO has to work, the DMO Trainee without assistance will be able to find,
identify, define and apply the corresponding policy, law, rule and regulation of
the Peace Corps, the Federal Government or the host country, applicable to any
given Peace Corps Volunteer requirement, while at the same time applying
agency and regional guidance on their allowances, payments and reimbursements.

2. The DMO Trainee will demonstrate appropriate administrative and financial
support via the successful application of these policies, laws, rules, regulations
and systems during simulations in OST.
The DMO Trainee will provide all appropriate logistics, administrative and financial
support for their prompt, smooth and efficient application. This in order to facilitate
proper financial support to Volunteers and Trainees at the post, and efficient and timely
support to their safety and security.

discipline Administrative Unit Staff at least 80% of the time during a work-day
simulation

Staff, while exercising team building principles and principles of positive feedback in a
cross-cultural atmosphere at least 80% of the time in a work-day simulations

Fund and other functions) at least 80% of the time in a work-day simulation.
