Project Proposal
I.

Description
A. Project Location
The projects location is the City of Calapan. The city lies
on the head of Calapan Bay, Northeastern part of Mindoro
Island. It is in the quadrangle bounded by 1312.6 and
1327 North latitudes and 12117 East longitudes.
Bounded on the North and Northeast by Calapan Bay, on
the South and Southeast by the Municipality of Naujan and
on the West by the Municipality of Baco and overlooked
inland by the towering Mount Halcon, Mindoros highest
mountain peak; 28 nautical miles from the nearest point
of Batangas Province and is about 45 kms. South of
Batangas City and 130 kms. South of Manila. The city is
one of the eight (8) LGUs in the 1st District of Oriental
Mindoro.
The road concreting project will be in the two barangays in
Calapan city, to wit: Barangay Palhi and Barangay Pachoca.
Barangay Palhi is located at the eastern part of the city.
Major portion of the barangay is classified under the
Zoning Ordinance SY 1999 as an agricultural barangay, the
rest is an urban development area. It is bounded on the
north by Barangay Parang, on the south by Barangay Gulod
and Sapul, on the east by Barangays Batino and Maidlang,
and on its west, by Barangay Bondoc.
On the other hand, Barangay Pachoca is located at the
northern part of the city. Its area is classified under the
Zoning Ordinance SY 1999 as Midtown area. It is bounded
on the north by the Calapan Bay, on the south by barangay
Lalud and Camilmil, on west by barangay Balite and on the
east by barangay Tibag and Sta. Maria Village.
B. Brief Summary of the Project
The road concreting project aims to provide great social
benefits to the poor, e.g. improving rapid and emergency
access to hospitals, increasing the attendance of children
in schools, and it will also encourage agricultural
production by providing access to markets, helping also in

the transition from pure subsistence to market-oriented


production. This includes shortening the transportation
time as well as the cost of transportation so that the goods
produced by our farmers can then be delivered to the
market in the shortest time and the cheapest price
possible.
Furthermore, it will also provide benefits in expanding nonagricultural and non-farming activities. This can be
achieved within the context of area and rural development
projects, where the inclusion of road components will help
to accelerate and enhance the production and
consumption linkages within the concerned project areas,
thus multiplying non-farm activities and employment
opportunities for the poor.
Not only the populace of barangay Palhi and Barangay
Pachoca will benefit in the road concreting project but also
the people living in its adjacent barangays which also
needed inter-connectivity with other barangays.
