As the principal of a school built in the early 1950s, we do our best each year
during rainy season to make do with a variety of rain-related issues that
impact both the safety and learning environments for our children and
employees. Water leaks continue to damage classrooms and hallways.
Without covered walkways, children must walk through stormy weather to
the cafeteria. Our school sits on a downgrade, which causes rain runoff to
ow directly into our buildings. Despite sandbags as a preemptive approach,
each year heavier rains force their way into the front ofce and other
instructional areas.

I have, along with all the teachers and staff at Frank Elementary, a moral
imperative to see that our children have a learning environment free of
distractions so they can focus 100 percent of the time on learning. You, the
Tempe Elementary community, have long recognized and supported the
importance of having safe learning environments that are conducive to the
learning needs of 21st century students.
Please continue your support of TD3 schools and our children by voting
YES in the November 8th Tempe Elementary Bond Election.

This bond will allow the district to improve the learning environment for every
child by renovating seven schools and by providing critical maintenance to
all schools. The state legislature has not appropriated funding to schools for
building renewal or improvements in many years. Instead, the District has
been making improvements when the budget allows.
The rst thing that I am asked about as Mayor by a business that is
considering investment in Tempe is the quality of our schools. With your
support, we can continue to provide our kids with the type of education they
deserve and that we can be proud of. Please vote yes on November 8th.

borne out again and again that dollars spent on education are more benecial
to society as a whole as well as to individual students and families. I urge the
voters of the Tempe Elementary School District to look to the future of
education in their community and to support this very important bond issue.

Dear Voter,
I strongly support the capital improvement bond for the Tempe Elementary
School District this November election because it ensures a proper budget
for school infrastructure improvements.
Other measures, such as the recent Proposition 123, provide funds for
teachers salaries, but that was only the beginning. This bond will upgrade
educational facilities with $165,000,000 to renovate Nevitt, Meyer, Frank, and
Wood elementary schools, Tempe Academy of International Studies at the
McKemy Campus, Fees College Preparatory, and Gililland middle schools.
Additionally, the bond will be used for critical maintenance projects at all Tempe

elementary schools and replace buses over the next 10 years. These projects
include roof repairs, mechanical systems repairs, parking lot repairs, energy
efciency upgrades, security improvements, and networking infrastructure.
A modernized and functional learning environment is essential to a strong
education, and approving this bond will enable the district to guarantee
elementary and middle school facilities that meet students needs in the 21st
century. Students and the community will benet as we modernize our
facilities. Property values and overall neighborhood quality will increase.
Excellent schools help create exceptional communities, and approving this
bond is a critical rst step.

The infrastructure of our older buildings is decaying. Our buildings were built
in the 50s, 60s, and 70s and the Arizona State Legislature has not provided
building renewal funds to districts in years. When these funds were available,
they paid for infrastructure, parking lots, mechanical systems, roof repairs,
busses and the list goes on. Since we no longer receive this funding, I am
asking the taxpayers to approve a 10-year, $165,000,000 bond on November
8, 2016.
I dont take bonding lightly and I dont like to pay more than absolutely
necessary, but I believe this bond is critical to maintaining our schools. This
bond will allow the district to build more energy efcient buildings, which in
turn saves taxpayers money in utilities and maintenance. It will allow the
district to purchase more energy efcient busses, improve networking
infrastructure and building security, which will save on future maintenance
and operations costs.
The money will be spent as follows: $151,000,000 for major renovations,
$10,000,000 to replace older busses, and $4,000,000 for critical maintenance
projects, and will allow the district to complete the next phase of the District
Long-Range Facility, which includes renovating seven schools over the next
10 years.

My children attend school in the Tempe Elementary District. For the last 20
years I have witnessed the district listen to and respond to recommendations
from parents. They are methodically renovating our childrens schools to
meet their educational needs in the 21st century. I see rsthand the district
demonstrate scal responsibility to assure the facilities are efcient and safe,
equitable, and replete with the technology and programs required to meet
the ever-expanding demands of learning, despite the lack of understanding
and inaction of the AZ State Legislature to provide renewal funds for our
schools over the last several years.
Therefore, TD3 provided a long-range plan to carry out continued facility
renovation and maintenance, and bus replacement for the safe transport of
our children to ll this scal gap. By voting YES we will extend planning to
a ten-year cycle, further increasing productivity and efciency!
School improvement translates to neighborhood improvement. It is gratifying
to me that Tempe citizens have such vision and support for our childrens
future and community-current voters building better opportunities for future
voters. This is truly a long-lasting investment.
Please join me in voting YES on the TD3 bond.

With the states failure to fund critical facility renovation and maintenance,
our young school children are counting on our communitys voters to ensure
that our schools are safe and conducive to student learning. This bond will

help to provide our kids with the physical resources they need to thrive in
our excellent community schools. Issues with outdated infrastructure, school
buses and critical maintenance will be addressed through passage of this
ballot measure. Every vote counts to make sure that these needs are met.
Our teachers, support staff and school leaders do their part in our district
every school day. This measure is a chance for the rest of us to do our part.

Amid the sometimes nasty rhetoric this election season, its nice to think
about something on which we can all agree: the importance of high-quality
education for all children. Part of that high quality begins with safe schools,
safe transportation means, and up-to-date facilities.
Tempe Elementary School District has a proposed plan to ensure that
students travel in safe, upgraded buses to safe, updated facilities designed
to maximize learning. And although the benet to our students is priceless,
the cost to us taxpayers is insignicant.
My family moved to Tempe 27 years ago and benetted from small, wellmaintained schools envisioned by people who came here before us. I am so
glad that the community still values and supports those schools. Lets make
sure current and future students have the benet of the improvements this
bond can provide to enhance their learning.

The bonds will bear interest at rates not exceeding 8.0% per year. Interest may
be evidenced by separate certicates and will be paid on January 1 and July 1
each year until the bonds mature. The bonds, and any bonds issued to refund
the Districts bonds, may be sold at prices that include premiums not greater
than permitted by law. The bonds may be refunded by the issuance of refunding
bonds of a weighted average maturity of less than 75% of the weighted average
maturity of the bonds being refunded. Bonds will be in the denominations of
$5,000 each or in multiples of $5,000 and will mature on the rst day of July in
years determined by the Districts governing board. The bonds shall mature over
a period of not (i) less than 1 year (or a portion thereof) or (ii) more than 20 years
from the date of their issuance. The issuance of these bonds will result in an
annual levy of property taxes sufcient to pay the debt on the bonds.
The capital improvements that are proposed to be funded through this bond
issuance are to exceed the State standards and are in addition to monies provided
by the State. Tempe Elementary School District is proposing to issue Class B
general obligation bonds totaling $165,000,000 to fund capital improvements over
and above those funded by the State. Under the Students FIRST capital funding
system, Tempe Elementary School District is entitled to State monies for new
construction and renovation of school buildings in accordance with State law.
A YES VOTE SHALL AUTHORIZE THE TEMPE ELEMENTARY SCHOOL
DISTRICT NO. 3 OF MARICOPA COUNTY, ARIZONA GOVERNING BODY TO
ISSUE AND SELL $165,000,000 OF SCHOOL IMPROVEMENT BONDS OF THE
DISTRICT TO BE REPAID WITH SECONDARY PROPERTY TAXES.

QUESTION
A yes vote shall authorize the Tempe Elementary School
District Governing Board to issue and sell $165,000,000 of
school improvement bonds of the District to be repaid with
secondary property taxes.
SAMPLE
VOTER INFORMATION
1. The polls are open on Election Day from 6:00 a.m. to 7:00 p.m.
2. Every qualied elector is required to show proof of identity at the polling place before receiving
a ballot.
3. For the purpose of assisting in casting a ballot, any voter may be accompanied into the voting
booth by a person of their choice with the following exception: A person who is a candidate
appearing on the ballot (other than a precinct committeeman candidate) or who has been
employed by or volunteered for a candidate, campaign, political organization or political party in
that election is not eligible to assist any voter.
4. Sample ballots or informational pamphlets may be brought to the voting place and may be taken
into the voting booth on the day of the elections.
5. Any qualied voter who at 7:00 p.m. is in the line of waiting voters shall be allowed to prepare
and cast their ballot.

In order to vote in this election, you must have been registered in a precinct within the boundaries
of the school district on or before midnight, Monday, October 10, 2016. If you do not know if you
are qualied to vote, you should contact the Maricopa County Recorders Ofce at 602-506-1511.

Individuals who have signed up to be on the Permanent Early Voting List and who are eligible to vote

2016) unless they contact the department by Friday, September 23, 2016 to indicate that: 1) they
do not wish to receive an early ballot for this election, 2) have changes to their voter information on
le or 3) wish to be removed completely from the Permanent Early Voting List. To check to see if you
are on the Permanent Early Voting List or for information on how to update or be removed from the
Permanent Early Voting List, please visit our website at www.recorder.maricopa.gov and view the

EARLY VOTING
Individuals who are eligible to vote in this election and who wish to vote an early ballot in person
may appear at any of the County Recorder Ofces located at 510 S. 3rd Ave., Phoenix, 111 S. 3rd
Ave., Phoenix, or 222 E. Javelina Ave., Mesa, beginning Wednesday, October 12, 2016. Early
voting will also be available at several satellite sites throughout the county and for those locations
and hours of operation, please call 602-506-1511. In person voting can be done until 5:00 p.m. on
November 4, 2016, the Friday prior to the election.
Requests for a mail ballot can be made by calling the Maricopa County Elections Department at
602-506-1511 or 602-506-2348 (TDD). Written requests may be sent to the Maricopa County
Elections Department, 510 S. 3rd Ave., Phoenix, 85003 and Internet requests can be made at the
following site: (www.recorder.maricopa.gov/EVRequest). Written, Phone or Internet requests
must be received by the Office of the County Recorder no later than 5:00 p.m., on the second
Friday preceding the election (October 28, 2016). Written requests should include:
1) Name and residence address;
2) Birth date;
3) Election for which the ballot is requested;
4) Address where the ballot is to be mailed if different than residence address;
5) Signature of requestor.
In order to be valid and counted, the mailed ballot and signed Afdavit must be received by the
Ofce of the County Recorder or other ofcer in charge of elections or deposited at any polling
place in the county no later than 7:00 p.m. on Election Day, November 8, 2016.

A continuacin se identican las nuevas instalaciones que aprob conceptualmente el Consejo de Instalaciones Escolares hasta el 1 de
junio de 2016. La aprobacin conceptual de proyectos no asegura el financiamiento, pero demuestra el clculo de la necesidad de
instalaciones nuevas basado en las proyecciones demogrcas actuales para el distrito. Los pies cuadrados adicionales se muestran en el
ao en el que el Consejo de Instalaciones Escolares calcula que el distrito exceder la capacidad y tendr derecho a que se le concedan
pies cuadrados adicionales. El nanciamiento para instalaciones nuevas llega a estar disponible en el ao scal despus de la concesin,
sujeto a asignacin legislativa.

Estimado Votante,
Apoyo rmemente los bonos de mejoras del capital para el Distrito Escolar
Primario de Tempe de estas elecciones de noviembre porque aseguran
un adecuado presupuesto para mejoras en la infraestructura escolar.
Otras medidas, como la reciente Propuesta 123, proporcionan fondos
para sueldos de los maestros, pero eso fue slo el principio. Estos bonos
actualizarn instalaciones educativas con $165,000,000 para renovar las
escuelas primarias Nevitt, Meyer, Frank y Wood, y las escuelas
intermedias Tempe Academy of International Studies en el Campus
McKemy, Fees College Preparatory, y Gililland.
Adems, los bonos se utilizarn para proyectos crticos de mantenimiento
en todas las escuelas primarias de Tempe y para reemplazar autobuses
durante los prximos 10 aos. Estos proyectos incluyen reparaciones de
techos, reparacin de sistemas mecnicos, reparacin de lotes para
estacionamiento, mejoras de eciencia de energa, mejoras en la
seguridad, y en infraestructura de red.
Un ambiente de aprendizaje modernizado y funcional es esencial para
una educacin fuerte y aprobar estos bonos le permitir al distrito
garantizar instalaciones de escuela primaria e intermedia que satisfagan
