1.

0 INTRODUCTION
The independent Federation of Malaya came into being on August
31st, 1957. A ceremony was held in the new Merdeka Stadium in Kuala
Lumpur, Abdul Rahman proclaimed Malaya as a sovereign, democratic and
independent State founded on the principles of liberty and justice, and
ever seeking the welfare and happiness of its people and the maintenance
of a just peace among all nations. The Union Jack was lowered and the
Malayan flag hoisted in its place. The federation was changed Malaysia in
1963. It also included two areas in North Borneo, Sarawak and Sabah.
Singapore opted out and went its own way in 1965.
Throughout the years of independence, many achievements have
been made by the prime ministers. Malaysias father of independence,
Tunku Abdul Rahman was one of the main figures in Umno, the first
political party to be registered in Malaya 1946. Tun Abdul Razak, known
as father of development had introduced the New Economic Policy, which
charted the countrys economic direction and had a profound impact on
the people, even until today. Tun Abdul Razaks leadership policies was
continued by Tun Hussein. He launched the National Unit Trust Scheme
(ASN) in 1981 in order to increase the equity of the bumiputra community
so that they could enjoy a fair share of the countrys economic wealth,
consistent with the New Economic Plan (DEB).
In addition, Tun Dr. Mahathir had made Malaysia a vibrant economic
country based on trading and industrialization from a country that solely
depends on self-subsistence agriculture, cultivation of rubber and tin
mining. Among the projects profiled quality that developed the days of his
administration included the Penang Bridge, the Petronas Twin Towers,
Kuala Lumpur International Airport (KLIA), the Multimedia Super Corridor
(MSC), the Putrajaya Administrative Centre and the Speang International
Circuit.

Besides that, our fifth prime minister, Tun Abdullah bin Haji Ahmad
Badawi Abdullah also sought to provide an economic face to the OIC, in a
bid to enhance trade, business and investment linkages between Member
countries. The World Islamic Economic Forum (WIEF), of which Abdullah is
the founder patron, continues to be an important gathering of

government and business leaders from the Muslim world and beyond.
International Halal fora and trade expositions, initiated by Malaysia, are
now held regularly throughout the globe to advance Halal industries, for
the benefit of the larger Ummah.
In order to ensure Malaysia keeps going on a positive growth, Vision
2020 or known as Wawasan 2020 was created by Malaysias fourth Prime
Minister, Tun Dr. Mahathir. Vision 2020 aims to produce a strong nation,
strong and has withstood all tests. He persuade the entire citizens of
Malaysia to work harder and prepare to completely achieve that vision. By
the year 2020, Malaysia is expected to be a fully developed country. As
what we can see, Malaysia now has heavy and high technology industries
that have become more developed and competitive with other developed
countries in the world.
Among the various large scale national projects are the Petronas
Twin Towers, which are the tallest twin tower in the world from 1997 to
2003, that has become the symbol of modern Malaysia, the North-South
Highway, Malaysias new administrative capital Putrajaya, KLIA in Sepang,
and an adjacent Formula One Circuit, Port of Tanjung Pelepas, The
Multimedia Super Corrider, and Olympic-class stadium in Bukit Jalil. Those
are the achievements of Malaysia contributed by Tun Dr. Mahathir.
However, there is surely a list of challenges that Malaysia needs to face
and are eventually facing them right now in the progress to Vision 2020.

2.0 PROBLEM STATEMENTS


Despite many targets set up for this concept called Vision 2020,
there are many restraints and challenges nations need to counter. One of
them is to build Malaysian as a united. This is the most crucial challenge
for Malaysian. This is because the formation of united nation is a must in
order to achieve the targets of Malaysia in Vision 2020. To be a united
nation is to proudly define oneself as Malaysian not as according to a
specific group, race or the residents of a region or area. To practice the
culture of Malaysia in daily life is ideal. However, there is still racism in the
society until today.
The next challenge is to create a society that psychologically
liberated, secure and high self-confidence, proud of what they achieved
and enable to cope with various problems. As a result of colonialism, we
have witnessed how people really look up to the Western world. Invaders
had somehow killed people's confidence in themselves. This attitude was
best described as the willingness of the people to stay as slaves. Western
countries are still running a variety of tactics to dominate us. For example,
there is a group of people who try to incite people not to work hard as if it
can make a man as a robot, a slave to the employer, as a person who is
obsessed with materialism.
Strength also means physical and mental endurance, and strength
spiritually and psychologically. Most of the problems faced by young
people today stems from the weakness in facing the challenges around.
This weakness makes people susceptible to the negative elements that
are against the ethics, morals, and even damage the faith and life. If these
forces are not built, the future of the country and the nation will not be
guaranteed.

The third challenge in achieving Vision 2020 is to develop and build


a mature democratic society, democratic Malaysia-oriented society and
based on consensus and consultation. This challenge refers to a pattern of
government and administration as a clean and stable. A country that does
not have a legitimate government will face a lot of confusion and chaos.
We see how a few countries in the world in disarray as a result of not
governed by a strong government and

accepted by the people. Because of this, Malaysia needs to have a strong


government that can protect and improve people's living standards.
Besides that, a phenomenon that occurs in the developed countries
nowadays seems to indicate that the more advanced human technology
capabilities, weakening its moral resistance. The more developed a
country is, the more irregularities and fraud that occurred in the field of
trade or politics. In major cities, including in Kuala Lumpur there is a moral
crisis that is alarming. Thus, the progress of a nation cannot be measured
in terms of matter alone. Millions of people facing mental stress due to
prevailing social problems such as family disintegration. Advanced
communication technology enable us to receive some information from
abroad. Technology and investment from abroad has negative elements.
Domestically there are some groups that exploit the rapid economic
development to find his own wealth regardless of whether the impact on
the younger generation. In addition there is also a threat from within each
individual.
The fifth challenge is to focus on the economy. Economics is
considered as the basic requirements of a country. People need to be at a
satisfactory economic level before it can develop other aspects. Poverty
can cause frustration and dissatisfaction among the people, whether in
the urban or rural areas that involves all ethnic groups. Poverty also poses
a recurrent round of ignorance, misery, low productivity and poor living

conditions. In our country, the poverty situation could impair national


unity. Bumiputeras were far behind and this could trigger discontent that
could threaten the security and peace of the country.
This includes the situation when all people free from absolute
poverty, none of the people who are suffering from malnutrition and
ensure the availability of food. Besides that, for everyone to have a place
for shelter, medical services and basic needs. Should be, opportunities are
available for those who are on a low economic status to improve their
living conditions, there is an appropriate balance of professional fields of
all major types of work, the establishment of a trading community and
indigenous industry, fully Partnership economic progress, the equitable
distribution of all respect and fair balance among ethnic

groups include natives of Sabah and Sarawak in terms of participation and


contribution to the modern sectors.
Rampant corruption could be one of the factors that restrains
Malaysia from achieving Vision 2020. There are many factors that lead to
rampant corruption in the country. Among the factors that cause
corruption is a personal weakness of the person. Personal weaknesses
may be due to lack of religious upbringing. Attitude to a life of luxury and
greed cause those who take bribes are willing to put aside religious
teachings. They only think of enjoyment without conscious consideration
and the punishment to be received in the future. In addition, the weakness
of leadership and management is also a key factor for corruption.
Incompetent and weak leadership cause less supervision and monitoring
of the working class. This will encourage rampant corruption took place in
an organization. Thus, the workers are the most vulnerable to corruption.

3.0 SOLUTIONS TO OFFER


There are a lot of steps and idea that has been focused by our
fourth Prime Minister, Tun Dr. Mahathir in order to overcome the first
challenge in achieving vision 2020, to create a united nation. Dasar
Pembangunan Nasional (DPN) was launched by Dr. Mahathir Mohamad on
June 17, 1991 to pursue the objective in the Dasar Ekonomi Baru (DEB),
namely the eradication of poverty and restructuring society to improve
the social and economic imbalance between races as to strengthen the
national unity. Besides that, National Cultural Policy act as a guideline in
developing, establishing and maintaining national identity in international
circles. Elements of other cultures such as China, India, Arab, Western and
other that are appropriate may be given consideration and adoption as
long as there is no contradiction with the Constitution and the principles of
National Principles and the basic moral and Islam as the official religion in
particular.
As for the second challenge (to create a society that psychologically
liberated), in 1982, Dr. Mahathir has introduced the Look Eastward as an
attempt to distract people from raising the progress of western countries.
The nations are encourage to switch their sight to see the good that is in
eastern countries like Japan and Korea. Dr. Mahathir had warned the
nations to be cautious because at this time there are thoughts in the form
of new colonialism. We should realize that we have been fooled, that even
if the State were released, our minds are still colonized. We should know
that our future depends on our willingness to work, and work diligently,
not as slaves but as the responsibility. Apart from the aim of building a
united nation, our education system is also trying to create the perfect
human being, both physically and mentally. We stick to the fact that the
brain is in a good healthy body.

A stable government is very important in the course and


development of a country. The stability of the government is something
that is essential in our efforts to reach the level of developed countries. In
Malaysia, we are practicing a democratic system. The purity of democracy
in this country should continue to be preserved. People were given the
right to choose the government because we want to preserve the rights of
a citizen of Malaysia's

sovereign. The government together with the nations must carry out our
duties and responsibilities in accordance with the requirements of the
Constitution, whether in relation to the political, civic, socioeconomic
opportunities, language, religion or relating to the powers of the Central
Government and the State. All of us have pledged to enhance these duties
and responsibilities during the agreement. This pledge must be fully
satisfied with the sincere and honest.
Dr. Mahathir emphasized the importance of moral values in the
success of Vision. Development of human resources depends on the
changes in values and attitudes among the population. Values that are
shared will help to muck culture and build the nation. Positive attitude
should be adopted. Recognizing these countries emphasize the factor of
human development. We emphasize the family system as a prosperous
family is fundamental to the development of a prosperous society.
Children are educated in a loving family atmosphere will grow up as
individuals who have positive values, self-confidence and have inherited
good traits. Therefore, the family system is the best foundation to
construct a nation with moral and ethical.
Our country has carried out various programs and plans to raise the
economic status of the people. Various projects have been implemented
such as the Rural Development Plan, a plan of exploration ground up to
the New Economic Policy and the National Development Policy. NEP is a

formula to correct the socio-economic imbalance that exists in our country


between races, between regions and between regions in the same area.
The main goal is national unity. Development plans under the New
Economic Policy was run through a two-pronged strategy which are the
eradication of poverty irrespective of race and restructuring to reduce and
eventually eliminate the identification of race with economic function.
They are in the progress increase to productivity and living standards of
the poor in the rural areas through the process of modernizing the rural
areas.
There are some steps to address corruption, such as to enforce the
law and punishment. This is to ensure that the corrupt will think twice
before committing corruption. Heavy penalties should be sentenced to
offenders that they will avoid to do corruption in the

future. Through this measure, the public will be aware of how dangerous
these corrupt activities. Next, the initial exposure of the danger of
corruption since school days is a wise move to tackle corruption. Educated
generation that hates bribes will be more transparent, honest and
trustworthy in the performance of their duties. Early exposure of
corruption can be implemented in the school syllabus in the subject of
Islamic Education, Moral and Civics and Citizenship Education.
Another step is to simplify the business of using information
technology (ICT). A long and difficult process during the conduct of affairs
should be simplified to take advantage of ICT. In this way, a person is
more likely to deal with another individual using the online services more
quickly and efficiently at the same time easy to tackle corruption, such as
bribery applies solely to speed up the business process procedure. In
conclusion, all levels of society must work together to eradicate this
corruption to the country's image clean of corruption. It will also make our
economy thrive without corruption.

4.0 CONCLUSION
Those challenges prove that 2020 was not a purely economic vision
that focused on the development of industrialized countries alone. It
remains concerned with the spiritual aspects and building positive
attitudes and values in order to achieve true happiness. Tun Dr. Mahathir
once said that a country or society will be safe and stable only if its people
have the properties of simplicity. Government act as the umbrella that
protects people. The government holds the reins and steer the course of
the country.
Although the aim of Vision 2020 is to build Malaysia into a
developed industrial country with a sustainable economic status, the goal
to be achieved by these not only focused on economics because the
aspired progress covering all areas of life. The Prime Minister clarified that
the concept developed often the truth has been economically developed,
honor and dignity as a nation that is respected.
Our country has carried out various efforts to achieve Vision 2020.
The younger generation is the most important because it is they who will
inherit this country as a leader and as a contributor to its progress.
Everything will be hardly to achieve if the younger generation are not
ready to receive and pass on this responsibility. Therefore, it is very
worrying in case the problem of moral decadence among youth, school
truancy, drug addiction and juvenile crime cannot be curbed immediately.
All the plans and ambitions of countries will fail if we cannot overcome
and eliminate the moral decline and the erosion of moral values is
happening among the people especially the youth.
Whether or not the ambition to build a developed country relies on
the people themselves. These ambitions can only be achieved if every
citizen willing to work diligently, honestly disciplined and trust. Everything
will fail if people are not diligent and disciplined. Without the virtues of

honesty and trust will apply schemers fool, that one tried to discredit and
destroy the other.

Overall, the human factor is the most important in the success of


Vision 2020. Vision success or failure depends on the willingness and
ability of people to work honestly and diligently. Insights success not only
depends on the sophistication of the technology or the perfection of a
system that is practiced. All the sophisticated technology or system will
fail if people do not practice good values such as honesty, diligence,
discipline, trust, etc.
Malaysia beyond 2020 should already achieved all those aims that
has been set in Vision 2020. As what we can see now, in 2016, from the
sector of technology, the progress are very close to the target of vision
2020. For example, first implemented for the Klang Valley MRT project is
the alignment of the MRT Sungai Buloh-Kajang with a distance of 51km.
The line starts from Sungai Buloh northwest of Kuala Lumpur, through the
center of the city and ended at the Heights, a booming city in the
southeast of Kuala Lumpur. 9.5km line will be built underground.
There are 31 stations along the station, where seven is the
underground station. First phase of the MRT Sungai Buloh-Kajang Sungai
Buloh station to station Damansara, will be operational by the end of
2016. The second phase of the station Damansara Heights station to be
operational in July 2017 and will allow trains to operate at all levels. Each
train has four cars with a passenger capacity of 1,200 people. The number
of passengers is expected to reach about 400,000 people every day.
Frequency trend is expected every 3.5 minutes.
However, as for the human factor, Malaysia are still far from the
targets. There are still a lot of improvements needed in order to reach the
level of Vision 2020. As what we can see, the criminal is getting seriously
rampant in this country. Almost every day criminal cases were published
by the media. Nevertheless, Malaysian still have 3 years to counter all
those restraints and make sure the aims of Vision 2020 will be achieved. If

Malaysian are still weak in the human factor, we should not be surprised
that even beyond 2020, Malaysia are still on the same level as now.
