Excellencies,
LadiesandGentlemen,
15yearshavepassedsincethepainfulterroristattackinthiscityadisasterwhosehumandimensionsmovedtheentireworld.Onthatday,nooneimaginedthatthisoccurrence
wouldleadtolargerdisasters,resultinginadevastatingwarintheMiddleEastandthespreadofinsecurityacrosstheglobe.Thiswarhassowntheseedsofborderlessterrorism
everywhereonearth.Today,themostpressingquestionastowhywearefacingsuchasituationshouldbeontheagendaofinternationalforums.Weneedtofindoutwhich
approaches,policiesanderroneousactionspavedthewayforthespreadofinsecuritythroughouttheworld.Andwhatwouldbethepicturetheworld15yearsfromnow.
Securityhasbecomeaglobalproblematatimewhenmajorpowersaremainlyfocusingonadvancingdifferentmethodsofrepressionandmilitaryinterventionunderthepretext
ofcreatingasecureenvironmentfortheircitizens.Thegenesisofborderlessviolentextremismandterrorismcouldbeattributedtothesecuritystrategiesdevelopedbymajor
powersinthepast15years.Themainlessontolearnfromtheanalysisofthistrendisthatsecurityinoneregionatthecostofinsecurityinotherswouldnotonlybeimpossible
butitcouldalsoleadtomoreinsecurityeverywhere.
TheterroristsevenwentasfarasclaimingtohaveestablishedStatesintheLevant,IraqandLibya.Moreunfortunately,theyhidetheirnefariousintentsbehindreligiousliterature,
thusturningacompassionatereligionintoaninstrumentofviolenceandterrorbyspreadingextremistandTakfiripropaganda.

LadiesandGentlemen,
ThecenturythatbeganwithterrorandviolenceinNewYorkshouldnotcontinuewithhostilecompetitionsandexpandingconflictsintheMiddleEast.
Todayinfact,thediscourseofhatredandviolenceintheMiddleEastandNorthAfricaisspreadingwithanastonishingspeed,andthisregionisstuckinawebofthemost
savageanddestructivepolicies.MillionsofSyriansarestrandedindesertsandhighseas,andhundredsofthousandsofthemaresubjectedtoviolentdeaths.Iraqisofevery
ethnicgroupareconcernedabouttheirterritorialintegrityandthefutureoftheirhomeland.ThedefencelesspeopleofYemenaresubjectedtodailyaerialbombardment,and
Afghanistan,followingdecadesofoccupationandatrocity,isyettofindcomfortfromsuffering,violenceandterror.TheoppressedPalestiniansarestillafflictedbyawebof
apartheidpoliciesandatrocitiessetbytheusurpingZionistregime.
Undoubtedly,iftheregionistoreversethecurrentdangeroustrendintoonetowardsdevelopmentandstability,certaincountriesmuststopbombingtheirneighbours,and
abandonsupportingTakfiriterroristgroupsand,whileacceptingresponsibility,trytocompensateforpastmistakes.IftheSaudigovernmentisseriousaboutitsvisionfor
developmentandregionalsecurity,itmustceaseanddesistfromdivisivepolicies,spreadofhateideologyandtramplingupontherightsofneighbours,acceptitsresponsibilityfor
theprotectionofthelivesanddignityofpilgrimsandconstructitsrelationswiththenationsintheregiononthebasisofmutualrespectandaccountability.
Thefutureofourregionrestsondealingwithfundamentalchallengessuchassecuritycrises,duetotheinefficiencyandthelackoflegitimacyofgovernments.Wewon'tbeable
tocombatcriminalandterroristnetworkswithoutgenuinedemocracyandwithoutarealparticipatoryapproachatthenationalandtransnationallevels.
WebelievethatcountriesinourregioncancreatetheirsharedfuturethroughrelyingontheircommonhistoryandcultureandisolatingterroristgroupsWeshouldneverallowour
regiontorunonceagaintheriskofanewdismembermentfollowingtheonethattookplaceclosetoacenturyago.

LadiesandGentlemen,
Iran'sprincipledapproachcallsforconstructivepartnershipwithourneighbourswithaviewtoestablishinganenduringorderbasedonsharedsecurityandeffortsaimedat
enhancingthedevelopmentofthecountriesintheregionandmutuallybeneficialeconomiccooperation.Touprootviolenceintheregion,thereisnochoicebuttofocuson
promotingdemocracy,citizenshiprightsandeconomicdevelopment.
Iranopposesanykindofsectarianismandanyattempttopromotereligiousgaps.TheMuslimpeople,betheyShi'asorSunnis,haveandcontinuetolivetogetherforcenturiesin
harmonyandmutualrespect.Attemptstoturnreligiousdissimilaritiesintotenseconfrontationsisrootedinvestedinterestsofcertaincountries,whichtrytohidetheirquestfor
powercoveredinreligiousslogans.
IranconsidersitimperativetopreserveterritorialintegrityofStates,keepnationalbordersintact,enhancepeoples'righttoselfdeterminationandupholdtheprincipleof
refrainingfromthethreatoruseofforce.Wealsoreiteratetheneedtousediplomacyforconflictresolution.

Excellencies,
Despitetoday'sdifficulties,Ihavehopeintomorrow.Ihavenodoubtthatwecanprevailthroughprudenceandwisdom.TheexperienceacquiredthroughdialoguebetweenIran
andthegroupof5+1andthefruitionoftheJointComprehensivePlanofAction(JCPOA)areindicativeofthesuccessthatwecouldachievethroughmoderation,constructive
interactionandthepromotionofdialogueapolicythatbroughtalong,complicatedandunnecessarycrisistoanendbyadoptingawinwinapproach.Thisdealconfirmedthe
peacefulnatureofIran'snuclearprogramthroughdevisingconfidencebuildingmechanisms,closingthesocalled"possiblemilitarydimension"fileandreinstatingIran'srightto
developapeacefulnuclearprogram.ThisdealalsoputanendtounfoundedconcernsandledtotheremovalofthebrutalsanctionsagainstIran.
Beyondthenuclearfile,however,theJCPOAcontainsimportantlessonsforresolvingcomplicatedinternationalproblems.Thisdealisnotonlyapoliticalagreement,italso
representsacreativeapproachandmethodforconstructiveinteractionwithaviewtopeacefullyresolvingcrisesandchallenges.TolearnlessonsfromtheJCPOAandputthem
towardsimprovinginternationalrelations,weshouldneverforgetthatpressures,sanctionsandillegalthreats,whichsoughttofullydismantleIransenrichmentprogram,wereall
defeated.Andtoday,theSecurityCouncilandtheIAEAhaveformallyacceptedIran'speacefulnuclearprogram.
TheUSisfullyawarethatJCPOAconstitutesarecognizedmultilateralagreement,andanyfailureonthepartoftheUnitedStatesinimplementingitwouldconstitutean
internationalwrongfulactandwouldbeobjectedtobytheinternationalcommunity.AnyfailureinimplementingtheJCPOAwillfurthererodethecredibilityoftheUnitedStates
intheworld.ThelackofcompliancewiththeJCPOAonthepartoftheUnitedStatesinthepastseveralmonthsrepresentsaflawedapproachthatshouldberectifiedforthwith.
Unfortunately,suchillegalactionsarenotunprecedented:thelatestcaseinpointisthe
USSupremeCourtrulingtoseizebillionsofdollarsoftheIranianpeople'sassets.ThisexperiencedemonstratedthattheZionistpressuregroupscouldgoasfarashavingUS
CongresspassindefensiblelegislationsforcingthehighestAmericanjudicialinstitutiontoviolatepreemptorynormsofinternationallaw.

WithGod'shelp,theIranianpeople'senduranceandtheincreasingparticipationofIran'sinternationalpartnersfromdifferentregions,only8monthsaftertheremovalofthe
cruelnuclearrelatedsanctions,theeconomyofIran,asthemostsecureandmostprofitableinvestmentdestinationintheregion,isshowingclearimprovement.Iran'seconomic
growthratesurpassed4percentinSpring2016,theinflationratedroppedtosingledigits,andIranhascomeclosetopresanctionlevelofoilproductionandexport.Allinall,
wearewitnessingmoredevelopmentintheeconomic,scientificandtechnologicalfieldsinIran.
Iranisoneoftherareoilproducingcountriesthatcouldoffsettheshockingimpactofthesharpslideinoilpricein2014.Weareintentonstrengtheningeconomicstabilityand
consistency,thusencouragingmoreinvestment,througheconomicreformsandfiscalandfinancialdiscipline,whilepreservingourlowinflationachievement.Theeconomic
growthistoincreasetoaround5%bytheendof2016.Currently,basedonalldomesticandinternationalprediction,Iranisenjoyingonethehighestgrowthratesamongtheoil
producingcountries.

Excellencies,
Toconclude,letmeemphasizethat,despiteallhardships,Ideeplybelievethatmoderationwillprevailoverextremism,peacewilltriumphoverviolence,enlightenmentwill
overcomeignorance,andfinallyjusticewillriseaboveinjustice.Whatisimportantisthatbelief,hopeandeffortsaretowardsrealizingpeaceandjusticeandthereisnodoubt
thattheAlmightywillassistallthosewhoendeavourtowardspeace,justiceandmoderation.
