Soft-Synchronized Network Feature Parameter Description
2 Overview
Overview
2.1 Introduction
Due to the asynchronous nature of GSM networks, BTSs in GSM networks are also
asynchronous with each other. That is, BTSs have different frame numbers (FNs) and in-frame
symbol offsets, as shown in Figure 2-1.
NOTE
Symbol offset is the time difference of a timeslot in a BTS relative to the same timeslot in another BTS.
NOTE
Issue 01 (2014-04-30)
Each BTS must have a GPS installed, and the GPS must be maintained on a regular basis,
increasing the capital expenditure (CAPEX) and operating expense (OPEX).

Soft-Synchronized Network Feature Parameter Description
2 Overview
GPS signals are unstable indoors because of obstruction of walls and limitation to indoor
cabling. Therefore, it is difficult to resolve the synchronization in the case of indoor
coverage.
Huawei GBSS introduces the soft-synchronized network technique, which uses software to
adjust the FNs and symbol offsets of the BTSs. With this technique, BTSs are able to use the
planned FNs and symbol offsets, as shown in Figure 2-2.

2 Overview
NOTE
The dashed lines indicate that related procedures may be initiated during BTS synchronization status
management without a fixed sequence. The solid line indicates that the procedures must be performed in
the sequence indicated by the arrows.
The key technique of Soft-Synchronized Network is collecting the offset information about two
BTSs simultaneously. Before collecting the offset information about BTSs, the BSC must verify
whether BTSs are adjacent and then determine a pair of optimal neighboring cells under the
BTSs. Synchronizing BTSs is the basic procedure in implementing Soft-Synchronized Network.
Soft-Synchronized Network supports synchronization between BTSs not only under the same
BSC (intra-BSC synchronization) but also under different BSCs (inter-BSC synchronization)
when ISSPTBSCAISS(BSC6900,BSC6910) is set to YES(YES). In the case of inter-BSC
synchronization, an IP link must be added between BSCs to transmit offset information.

Soft-Synchronized Network Feature Parameter Description
Automatic calculation
With the automatic calculation method, the BSC verifies whether BTSs are adjacent and
then determines a pair of optimal neighboring cells under the BTSs. To use this method,
set REINITTBL(BSC6900,BSC6910) to YES(YES).
NOTE
The BSC calculates the distance between every two BTSs to be synchronized, starting from
the reference BTS. Then the BSC verifies whether BTSs are adjacent.
NOTE
The reference BTS is located in the central coverage area of the network. The FNs of the TRXs in
this BTS are references for calculating the FN offsets for the BTSs to be synchronized. The symbol
offset of the TRXs in the reference BTS is 0.
After the verification, the BSC determines a pair of optimal neighboring cells under the
BTSs. Specifically, the BSC chooses two cells that meet both the following conditions to
form a pair of optimal neighboring cells:
The two cells in neighboring BTSs are the closest to each other.
The two cells' antenna azimuths face each other.
l
Manual configuration
With the manual configuration method, run the ADD NCELL command to manually
configure a pair of optimal neighboring cells. The two cells you specify must meet all the
following conditions:

NOTICE
It is recommended that the offset information about BTSs under the same BSC be collected
when traffic is light because there must be an MS in the overlapping area of BTS 1 and BTS 2
and BTS 1 must reserve channel resources for the MS.
Issue 01 (2014-04-30)
GSM BSS
Soft-Synchronized Network Feature Parameter Description
The symbol offset of the BTSs on the Um interface is the symbol offset of the BSC plus the symbol offset
of each BTS.
The procedure for collecting the offset information about BTSs under the same BSC is as
follows:
1.
The BSC starts collecting offset information when both the following conditions are met:
l GATHON(BSC6900,BSC6910) is set to ON(ON).
l The loads of the source cell and the cell to be synchronized are both less than the value
of GATHLOD(BSC6900,BSC6910) within the time period specified by GATHST
(BSC6900,BSC6910) and GATHET(BSC6900,BSC6910). When the BSC collects
offset information in the source cell and the cell to be synchronized, the timer specified
by TWFRRMRSP(BSC6900,BSC6910) starts. If the information has been obtained or
the timer expires, the BSC stops the collection and prepares to collect offset information
about the next pair of cells.
2.
The BSC reserves a full-rate traffic channel (TCHF) in a synchronization serving cell. In
the cell, the BSC selects an idle TCHF that meets related requirements and then blocks the
TCHF. If no idle TCHF exists, the timer specified by TWFCSCHIDLE
(BSC6900,BSC6910) starts, and the BSC checks whether an idle TCHF that meets the
requirements exists every second before the timer expires.
3.
4.
After resources are successfully reserved, the BSC selects MSs that are located in the
overlapping coverage area within the period specified by TWFSEEKMS
(BSC6900,BSC6910).
5.
The BSC triggers a handover when both the following conditions are met within the time
period for collecting offset information:
l An MS detects that the receive levels of the source cell and the cell to be synchronized
are both greater than the value of DWNINTEN(BSC6900,BSC6910).
Issue 01 (2014-04-30)
10
GSM BSS
Soft-Synchronized Network Feature Parameter Description
After selecting an MS for BTS synchronization, the BSC instructs the BTS that serves
the MS to activate the reserved TCHF and TRX.
b.
The BTS sends a response message to the BSC within the period specified by
TWFSYNCACK(BSC6900,BSC6910) and activates the reserved resources within the
period specified by ACTTIME(BSC6900,BSC6910).
c.
After activating the reserved resources, the BTS consecutively receives access bursts
(ABs) over the period specified by ABLASTTIME(BSC6900,BSC6910). Meanwhile,
the BSC starts the timer specified by TWFSYNCRPT(BSC6900,BSC6910) and waits
for the BTS to report offset information. If the number of measured MSs is less than
the value of MS(BSC6900,BSC6910) after the timer expires, the BSC continues
reserving TCHFs in synchronization serving cells and selects MSs for
synchronization.
7.
The MS that initiates a handover sends a Handover Access message to both BTS 1 and
BTS 2.
8.
Upon receiving the Handover Access message, BTS 1 and BTS 2 report their respective
reception times to the BSC.
9.
The BSC calculates the FN offset and in-frame symbol offset according to the reported
time and the symbol offset on the Um interface. The MS(BSC6900,BSC6910) parameter
specifies the number of MSs used during an offset information collection.
NOTE
The BTS symbol offset on the Um interface equals the sum of BSCSYMOFF
(BSC6900,BSC6910) for the BSC and SYMOFFSET(BSC6900,BSC6910) for the BTS.
To enable the BSC to collect offset information about specified BTSs or cells, run the COL
SYNCINFO command on the BSC LMT with the following parameters set to appropriate values:
l COLTYPE
l BTSIDTYPE
l SBTSID
l MBTSID
l SBTSNAME

5 Synchronizing BTSs
BTSs under a BSC are synchronized from the inside out, starting from the reference BTS, as
shown in Figure 5-2.
Figure 5-2 Synchronizing the BTSs under the same BSC
The procedure for synchronizing BTSs under the same BSC is as follows:
1.
The BSC uses BTS 1 as a reference BTS and synchronizes the neighboring BTSs (BTSs 2
through 7) with BTS 1.
2.
The BSC uses each of BTSs 2 through 7 as a reference BTS and synchronizes two
neighboring BTSs. For example, the BSC uses BTS 2 as a reference BTS and synchronizes
BTSs 8 and 9 with BTS 2.
3.
If the BSC has several subnets each of which serves an independent coverage area, the BTSs under the
BSC must be manually allocated to different synchronization areas. In each synchronization area, a
reference BTS must be chosen for the BSC to perform synchronization in these synchronization areas
simultaneously. This increases the synchronization efficiency.

5 Synchronizing BTSs
The reference BSC (BSC A) synchronizes all the BTSs under its coverage.
2.
The reference BSC acts as a controlling BSC. It calculates the FN and symbol offsets of a
collaborative BSC and sends the offset information to the collaborative BSC. In this step,
set the CTRBSCDPC(BSC6900,BSC6910) parameter on the collaborative BSC.
3.
Upon receiving the offset information, the collaborative BSC synchronizes all the BTSs
under its coverage.
4.
If the collaborative BSC has lower-level BSCs, it acts as a controlling BSC to synchronize
the lower-level BSCs.
5.
Steps 1 through 4 are repeated until all the BTSs under the BSCs in the entire network are
synchronized.

After synchronization information is collected, the BTSs adjust the FNs and offsets. After
the adjustment, the BTSs are in this state. If an event (for example, BTS reset or BTS clock
unlocked) causes loss of synchronization, the BTS state changes to "Information to be

Soft-Synchronized Network Feature Parameter Description
After the BSC adjusts the FN and symbol offset, the procedure for maintaining clock
synchronization precision starts.
The BTS must obtain the clock from a reference clock source to ensure the precision of clock
synchronization. The ClkType(BSC6900,BSC6910) / CLKSRC parameter specifies the type of
the reference clock source. AISSFREQ(BSC6900,BSC6910) (for GBTS) or FREQUENCE
(for eGBTS) specifies the period of adjusting the frame clock phase when Soft-Synchronized
Network is enabled.
Table 7-1 describes the principles for configuring the type of a reference clock source. When
co-transmission is used by multimode base stations, only IP over ETH or IP over E1/T1 mode
is supported. In this situation, non-multimode base stations provide Synchronous Ethernet-based
reference clock sources. As a result, poor BSC clock stability or low Synchronous Ethernetbased clock precision will affect the precision of BTS clock synchronization.

The distance between BTSs is shorter than 900 m. (The optimum distance is shorter than
800 m.)
In concentric cells on the live network, BTSs collect synchronization information about
underlaid subcells.
BTSs equipped with GPS antennas should be configured as reference BTSs to shorten the
synchronization duration of the entire network.
Distance between BTSs, BTS height, antenna azimuth, and tilt. The BTSs need to be evenly
distributed and installed at an appropriate height. The antenna azimuth and tilt need to be
adjusted as close as possible to the standard mesh.

Site construction
Comply with the following rules during site construction:
Evenly distribute and install the BTSs at an appropriate height.
Adjust the antenna azimuth and tilt as close as possible to the standard mesh while taking
into account user distribution and BTS coverage. This helps prevent coverage overlap.
After the BTSs under a BSC are synchronized, the BSC may be asynchronous with its
adjacent BSCs and also with the equipment of other vendors. An isolation belt needs to be
planned. To keep the network quality on the network border comparable to that of the
synchronized networks, perform either of the following operations:
Set low-configuration or light-traffic areas as the network border.
Adjust the frequency planning to mitigate network interference on the border between
asynchronous networks.
Inter-site distance
If the inter-site distance in the area to be synchronized is too long, signals transmitted on
different timeslots arrive at the receive end at the same time. This causes extra interference

26
GSM BSS
Soft-Synchronized Network Feature Parameter Description
10 Engineering Guidelines
and increases the overall network interference. Therefore, keep the inter-site distance within
an appropriate range during network planning.
l
FN offset
After the network is synchronized, all the cells on the network have the same Um FN at
the same time, and all the timeslots are synchronized.
Without Soft-Synchronized Network, the timeslots on the network change and become
asynchronous, which affects network performance. Due to the changes in Um timeslots,
signaling channels are used out of order. This hampers the search for neighboring cells by
MSs processing ongoing calls and exerts negative impacts on network performance. With
Soft-Synchronized Network, the frame offset adjustment helps prevent signaling channels
from being used out of order and therefore helps avoid the preceding problem.
FH parameters
In common FH networks, Soft-Synchronized Network is not implemented between BTSs,
and each BTS has a unique hopping sequence number (HSN). Therefore, co- and adjacentchannel interference is not caused in a BTS, but co-channel interference is caused between
codirectional cells under different BTSs. To reduce the co-channel interference, co-channel
interference can be changed to adjacent-channel interference by relying on synchronized
networks when network interference is controllable. Then, you can take other measures to
lower the probability of adjacent-channel interference occurring, thereby mitigating
interference in a network.
In synchronized networks, adjust the parameters related to random FH in a way different
from asynchronous networks.
TSCs
Eight BTSs forming a frequency reuse cluster
Appropriately planning the base station color codes (BCCs) helps reduce the negative
impacts of network interference on voice quality.
Comply with the following rule during BCC planning:
During frequency planning, especially during the FH network planning for the 1x1 and
1x3 frequency reuse patterns, a frequency collision is likely to occur. Therefore, plan
the BCCs with eight BTSs forming a frequency reuse cluster, and each BTS uses a
unique BCC. During frequency planning, BTSs served by the same BCCH frequency
must use different base transceiver station identity codes (BSICs). If this rule conflicts
with the BCC planning rule, modify the network color code (NCC) if allowed to ensure
that the BTSs served by the same BCCH frequency use different BSICs.
TSC orthogonality
During TSC planning, orthogonal TSCs bring a positive impact on network
performance.
Hardware Planning
To support Synchronous Ethernet-based Soft-Synchronized Network, the GBTS must be
configured with the GTMUb board.

10.5.3 Activation
Using MML Commands
Activating Soft-Synchronized Network (intra-BSC)
Step 1 On the BSC LMT, run the SET BTSAISS command with its parameters set as follows:
l Set BTS Index or BTS Name to the index or name of each BTS that participates in the intraBSC soft-synchronized network task.
l Set Site Sync Zone to the same value for all BTSs you specify.
NOTE
BTS Symbol Offset is optional. This parameter specifies the frame offset between BTSs. Set this parameter
based on actual requirements.
Step 2 On the BSC LMT, run the ADD AISSCFG command with its parameters set as follows:
l Set Reference BTS Index to the index of the BTS that supports Soft-Synchronized Network.
l Set both Offset Information Collection Switch and Offset Time Adjustment Switch to
ON(ON).
l Set Support BSC AISS to NO(NO).
Step 3 (Optional) On the BSC LMT, run the ADD NCELL command to add a pair of neighboring cells
in the BSC. In this step, set AISS Task Index to the index of the soft-synchronized network
task specified in step 1 and set First Cell Index and Second Cell Index to appropriate values.
NOTE
A BSC automatically configures two cells in it as a pair of neighboring cells based on certain rules. If, such
neighboring cells do not meet the measurement requirements, you can reconfigure intra-BSC neighboring
cells as required.

Soft-Synchronized Network Feature Parameter Description
10 Engineering Guidelines
If you do not specify AISS Task Index, the information about all the soft-synchronized network tasks is
displayed.
Expected result: AISS Task Index of the added intra-BSC soft-synchronized network task
exists. If the index exists, the intra-BSC soft-synchronized network task has been added
successfully.
Step 2 Run the DSP NCELLTBL command to query information about neighboring cell pairs in the
BSC.
Step 3 Run the DSP AISSRUNSTATE command to query the status of an intra-BSC soft-synchronized
network task. Check whether the status is normal for each BTS.
Step 4 Run the DSP BTSSYNCINFO command to query the frame offset in the synchronization
between BTSs.
Expected result: The value of BTS status is Synchronized.
Step 5 Check the soft-synchronized network status of a BTS by performing the following operation:
GBTS:
On BSC 1 and BSC 2 LMT, run the DSP BTSBRD command with Board Type set to
NORMAL(Normal Board).
Expected result: The value of AISS State is Phase Locked.
NOTE
If the value of AISS State is not Phase Locked, the BTS cannot be successfully synchronized. When this
occurs, the DSP BTSSYNCINFO command output shows that the value of BTS Status is always Waiting
for Initial Collection. If the value of AISS State is Not running, check whether Soft-Synchronized
Network is enabled for the BTS and whether the clock reference source is configured as required. The BSC
synchronizes this BTS only when the value of AISS State is Phase Locked.
eGBTS:
On the BTS LMT, run the DSP AISSSTAT command to check the soft-synchronized network
status of an eGBTS.
Expected result: The value of Um Interface Soft Synchronization Status is Phase Lock
Succeeded.

Verifying Soft-Synchronized Network (inter-BSC)
Step 1 On BSC 1 and BSC 2 LMT, run the LST AISSCFG command to query information about a
soft-synchronized network task.
Expected result: The value of Support BSC AISS for BSC 1 is Support, and the value of
Control BSC DPC for BSC 2 is the DPC of the controlling BSC.
Step 2 On BSC 1 and BSC 2 LMT, run the DSP BSCSYNCINFO command separately to query
information about the synchronization between BSC 1 and BSC 2.
NOTE
l Setting Adjacent BSC DPC to the DPC of BSC 1 queries the status of the controlling BSC.
l Setting Adjacent BSC DPC to the DPC of BSC 2 queries the status of the collaborative BSC.
Expected result: The value of BSC Sync State for BSC 1 and that for BSC 2 are both
Synchronized.
Step 3 On BSC 1 and BSC 2 LMT, run the DSP BTSSYNCINFO command to query the frame offset
in the synchronization between BTSs.
Expected result: The value of BTS status is Synchronized.
Step 4 Check the soft-synchronized network status of a BTS by performing the following operation:
The BSC
synchronizes this BTS only when the value of AISS State is Phase Locked.
eGBTS:

Soft-Synchronized Network Feature Parameter Description
10 Engineering Guidelines
After the Soft-Synchronized Network feature is enabled, you must perform network
optimization and adjust the settings of radio parameters. Otherwise, the negative impacts
are as follows:
l In an asynchronous frequency hopping network, co-channel or adjacent-channel
interference occurs randomly due to the different FNs of BTSs. After the feature is
enabled, co-channel or adjacent-channel interference may occur continuously, reducing
voice quality.
l The efficiency of MSs to decode BSICs and search for neighboring cells may decrease
because the FNs and symbol offsets are aligned. This affects the handover performance
of MSs.
l The SACCH frames on all TCHs are aligned. Therefore, MSs on the entire network
send SACCH frames simultaneously. As a result, more interference on the SACCH
frames is generated, and call drops on radio links are more likely to occur.
2.
This feature can be enabled only on Huawei BTSs. On the border of a synchronous network,
optimal network performance may not be achieved because synchronized BTSs on the
synchronous network are subject to interference from non-synchronized BTSs.

Meaning:The
frequency and
timeslot number
of a TCHF
reserved by the
BSC in the
synchronization
observation cell
must be the same
as those of the
target handover
channel in the
serving cell. If
there is no
required idle
channel in the
synchronization
observation cell,
the BSC
searches for the
required channel
among the
occupied
channels, hands
over users on
this channel to
other TRXs in
the cell, starts
the timer, and
waits until user
handover is
complete. After
the time expires,
if user handover
on the channel of
the TRX fails,
reserving
observation cell
resources fails.
