2 Overview
Overview
2.1 Background
As the penetration of intelligent UEs is increasing, more services (such as web browsing services)
require UEs to always stay online, which increases the number of online UEs. Online UEs want
to use HSPA technologies to enjoy better user experience. Operators want UEs to use HSPA
channels rather than the R99 DCH, thereby improving the system capacity and spectrum
efficiency. To meet these requirements, features used to manage the number of HSPA UEs per
cell are introduced. This feature can increase the number of HSPA UEs per cell.
2.2 Introduction
If the required hardware is available and data services are carried on HSPA channels, this feature
can increase the number of HSPA UEs.
2.3 Benefits
This feature can increase the number of HSPA UEs per cell and greatly improve experience of
users in cells where the user data rate is low but a large number of UEs camp.
2.4 Architecture
Table 2-1 describes the functions of the NEs on which features that are used to manage the
number of HSPA UEs per cell.

3 Technical Description
Technical Description
The number of HSPA UEs described in this document is the number of HSPA UEs that can be
supported by a single cell. This number is specified in the purchased license. When the number
of UEs in connected mode in a cell exceeds the number of HSPA UEs specified in the purchased
license, services established later are carried on the R99 DCH even if these services can be
carried on HSPA channels.
Whether the number of HSPA UEs per cell has reached the number of HSPA UEs specified in
the purchased license depends on the following:

Traffic model
The less the interference over the Uu interface and traffic volume in a cell, the more HSPA UEs
are allowed in the cell. For the number of HSPA UEs per cell supported by NodeB hardware,
obtain the NodeB product documentation and see Baseband Specifications under the following
path: 3900 Series Base Station Product Documentation > 3900 Series Base Station Technical
Description > Product Specifications > Technical Specifications of the BBU3900.

If the WRFD-140212 CE Overbooking feature is not enabled, more HSUPA UEs lead to higher
uplink CE resource consumption. The cause is as follows:
l
After admitting an HSUPA UE with the 2 ms TTI, the NodeB allocates CEs based on CE
(OneRlcPdu) or CE(GBR), whichever is larger. The allocated minimum data rate for
HSUPA UEs is 160 kbit/s, and each of them consumes eight CEs. The allocated minimum
data rate for R99 UEs is 32 kbit/s, and each of them consumes one CE. Therefore, each
HSUPA UE with the 2 ms TTI consumes seven extra CEs.
After admitting an HSUPA UE with the 10 ms TTI, the NodeB allocates CEs based on CE
(OneRlcPdu) or CE(GBR), whichever is larger. If the GBR is 32 kbit/s, each signaling radio
bearer (SRB) (over the DCH or E-DCH) consumes two CEs for admitting such UEs. If the
GBR is 64 kbit/s, each SRB (over the DCH) consumes three CEs for admitting such UEs
and each SRB (over the E-DCH) consumes four CEs for admitting such UEs. Therefore,
each HSUPA UE with the 10 ms TTI consumes one to two extra CEs.

The 128 HSUPA Users per Cell feature helps increase uplink capacity for cells. The
increase is especially significant in cells where UEs process VoIP services or other lowrate services. If the feature recommended in section Impacted Features are not activated,
the increase in HSUPA UEs increases the uplink cell load.

l If the number of UEs is less than or equal to 160, uplink services are carried on HSUPA
