WCDMA RAN
Management of HSPA Users per Cell Feature Parameter
Description

2 Overview

Overview

2.1 Background
As the penetration of intelligent UEs is increasing, more services (such as web browsing services)
require UEs to always stay online, which increases the number of online UEs. Online UEs want
to use HSPA technologies to enjoy better user experience. Operators want UEs to use HSPA
channels rather than the R99 DCH, thereby improving the system capacity and spectrum
efficiency. To meet these requirements, features used to manage the number of HSPA UEs per
cell are introduced. This feature can increase the number of HSPA UEs per cell.

2.2 Introduction
If the required hardware is available and data services are carried on HSPA channels, this feature
can increase the number of HSPA UEs.

2.3 Benefits
This feature can increase the number of HSPA UEs per cell and greatly improve experience of
users in cells where the user data rate is low but a large number of UEs camp.

2.4 Architecture
Table 2-1 describes the functions of the NEs on which features that are used to manage the
number of HSPA UEs per cell.

2 Overview

WCDMA RAN
Management of HSPA Users per Cell Feature Parameter
Description

3 Technical Description

Technical Description

The number of HSPA UEs described in this document is the number of HSPA UEs that can be
supported by a single cell. This number is specified in the purchased license. When the number
of UEs in connected mode in a cell exceeds the number of HSPA UEs specified in the purchased
license, services established later are carried on the R99 DCH even if these services can be
carried on HSPA channels.
Whether the number of HSPA UEs per cell has reached the number of HSPA UEs specified in
the purchased license depends on the following:
l

NodeB hardware

Uu interface environment in a cell

Traffic model

Features used to improve Uu interface capability, such as WRFD-010712 Adaptive

Configuration of Traffic Channel Power offset for HSUPA and WRFD-010210 Control
Channel Parallel Interference Cancellation (CCPIC)

The less the interference over the Uu interface and traffic volume in a cell, the more HSPA UEs
are allowed in the cell. For the number of HSPA UEs per cell supported by NodeB hardware,
obtain the NodeB product documentation and see Baseband Specifications under the following
path: 3900 Series Base Station Product Documentation > 3900 Series Base Station Technical
Description > Product Specifications > Technical Specifications of the BBU3900.

WCDMA RAN
Management of HSPA Users per Cell Feature Parameter
Description

5 Network Impact

Network Performance
If the WRFD-140212 CE Overbooking feature is not enabled, more HSUPA UEs lead to higher
uplink CE resource consumption. The cause is as follows:
l

After admitting an HSUPA UE with the 2 ms TTI, the NodeB allocates CEs based on CE
(OneRlcPdu) or CE(GBR), whichever is larger. The allocated minimum data rate for
HSUPA UEs is 160 kbit/s, and each of them consumes eight CEs. The allocated minimum
data rate for R99 UEs is 32 kbit/s, and each of them consumes one CE. Therefore, each
HSUPA UE with the 2 ms TTI consumes seven extra CEs.

After admitting an HSUPA UE with the 10 ms TTI, the NodeB allocates CEs based on CE
(OneRlcPdu) or CE(GBR), whichever is larger. If the GBR is 32 kbit/s, each signaling radio
bearer (SRB) (over the DCH or E-DCH) consumes two CEs for admitting such UEs. If the
GBR is 64 kbit/s, each SRB (over the DCH) consumes three CEs for admitting such UEs
and each SRB (over the E-DCH) consumes four CEs for admitting such UEs. Therefore,
each HSUPA UE with the 10 ms TTI consumes one to two extra CEs.

5.8 WRFD-010639 96 HSUPA Users per Cell

System Capacity
l

Number of HSUPA UEs:

The 96 HSUPA Users per Cell feature increases the number of HSUPA UEs supported by
a cell. The increase is especially significant in cells where the data rate is low and there are
a large number of UEs, such as cells where voice over IP (VoIP) services are carried over
HSPA channels. In ideal conditions, a single cell can support a maximum of 96 HSUPA
UEs simultaneously.

Uplink cell capacity:

The 96 HSUPA Users per Cell feature helps increase uplink capacity for cells. The increase
is especially significant in cells where UEs process VoIP services or other low-rate services.
If the features recommended in section Impacted Features are not activated, the increase
in HSUPA UEs increases the uplink cell load.

Network Performance

Number of HSUPA UEs:

The 128 HSUPA Users per Cell feature helps increase the number of HSUPA UEs that
each cell can support. The increase is especially significant in cells where the data rate is
low and there are a large number of UEs, such as cells where VoIP services are carried over
HSPA channels. In ideal conditions, a single cell can support a maximum of 128 HSUPA

Description

5 Network Impact

The 128 HSUPA Users per Cell feature helps increase uplink capacity for cells. The
increase is especially significant in cells where UEs process VoIP services or other lowrate services. If the feature recommended in section Impacted Features are not activated,
the increase in HSUPA UEs increases the uplink cell load.

Network Performance
See section Network Performance.

5.10 WRFD-160208 160 HSPA Users per Cell

System Capacity
This feature allows services of more UEs to be carried on HSPA channels and a cell to supports
a maximum number of 160 online UEs at the same time. After this feature is enabled, the traffic
volume of HSPA services increases, whereas the traffic volume of R99 (DCH) services
decreases. If the recommended features are not enabled, the uplink or downlink load of the cell
will increase with the HSPA UEs. For the recommended features, see section "Related
Features">"Impacted Features."

When load overheads increase on control channels carrying services of online UEs, KPIs such
as the access success rate and call drop rate may be affected in heavy load scenarios.

6.7.4 Performance Monitoring

The counters listed in the following tables indicate the impact of this feature on network
performance. After this feature is enabled, the value of the VS.HSUPA.UE.Max.Cell counter
becomes greater than 20, and the values of other counters may change.
l

If the value of the VS.HSUPA.UE.Mean.Cell counter increases, the cell capacity decreases
and the value of the VS.MeanRTWP counter increases. If the cell load is heavy, enabling
the WRFD-010712 Adaptive Configuration of Traffic Channel Power offset for HSUPA
feature increases the uplink capacity of HSUPA cells.

If the value of the VS.HSUPA.UE.Mean.Cell counter increases, the CE resource

consumption also increases. As a result, the remaining CE resources become insufficient
and call admission fails. Enabling the WRFD-140212 CE Overbooking feature can relieve
CE resource congestion.

6.8.4 Performance Monitoring

The counters listed in the following tables indicate the impact of this feature on network
performance. After this feature is enabled, the value of the VS.HSUPA.UE.Max.Cell counter
becomes greater than 60, and the values of other counters may change.

6.9.1 When to Use 128 HSUPA Users per Cell
This feature increases the maximum number of HSUPA users in a cell to 128.
Activate this feature in cells where the data rate is low and there are a large number of UEs, such
as cells where VoIP services are carried over HSPA channels.

If the uplink load is heavy in a cell, activate the WRFD-010712 Adaptive Configuration of
Traffic Channel Power offset for HSUPA feature to improve the Uu-interface transmission
efficiency and expand uplink cell capacity.

If the remaining CE resources are insufficient in a cell, activate the WRFD-140212 CE

Overbooking feature to improve the CE resource utilization.

Step 2 On the BSC6900 LMT, choose Cell Performance Monitoring > Cell User Number.
Step 3 Use UEs to access the cell successively and establish HSPA services successively. After HSPA
services are established, the UEs may transmit small amounts of data (for example, the average
data rate is 5 kbit/s or the data size of a ping service is 32 bytes) or not transmit data.
Expected result: Each UE establishes PS services successfully.

Observation in the Live Network

If there are a large number of HSPA UEs in a cell and the number of UEs that are allowed to
access the cell is limited, the value of the VS.HSUPA.UE.Max.Cell or VS.HSDPA.UE.Max.Cell
counter should be less than or equal to 128 before feature activation and is greater than 128 after
feature activation.
If the values of both the VS.HSUPA.UE.Max.Cell and VS.HSDPA.UE.Max.Cell counters are
less than or equal to 128 in all cells after feature activation, gains produced by this feature cannot
be evaluated.

Description

6 Engineering Guidelines

The values of both the VS.HSDPA.UE.Max.Cell and VS.HSUPA.UE.Max.Cell counters

increase to 128 or above.

When the value of the VS.HSDPA.UE.Mean.Cell counter increases, the downlink capacity
decreases, and the values of the VS.MeanTCP and VS.MeanTCP.NonHS counters increase.

When the value of the VS.HSUPA.UE.Mean.Cell counter increases, the capacity decreases,
and the value of the VS.MeanRTWP counter increases.

When the value of the VS.HSUPA.UE.Mean.Cell counter increases, CE resource

consumption increases. If the remaining CE resources are insufficient, admission CE
congestion can be relieved after the WRFD-140212 CE Overbooking feature is enabled.

When the value of the VS.MeanRTWP counter increases, the call drop rate increases and
the access success rate decreases. The received total wideband power (RTWP) can be
reduced and the network KPIs can be improved after the recommended features are enabled.

Switches for soft handovers and softer handovers (For detailed operations, seeHandover
Feature Parameter Description.)
NOTE

The algorithms controlled by the preceding switches may affect the admission algorithm based on the
number of UEs and prevent the number of UEs from reaching the expected value.

Expected result: Each UE establishes PS services successfully.
l If the number of UEs is less than or equal to 192, uplink services are carried on HSUPA
channels and downlink services are carried on HSDPA channels.
l If the number of UEs is greater than 192, HSPA services of the excessive UEs are carried on
R99 channels or fail to be admitted.
Step 4 On the U2000, observe the VS.HSUPA.UE.Max.Cell and VS.HSDPA.UE.Max.Cell counters
to check the maximum number of HSUPA and HSDPA UEs in the cell.
----End

6.11.3.5 Deactivation
