Quarter in Focus
The relocation of its offices started a new
chapter in the illustrious 37-year journey of
IPS, a happening that was later celebrated
with the Institute's associates in an Eid Milan
and Open House. The hardworking team of
IPS, despite being overly engaged throughout
the quarter in managing the shifting - mainly in
the holy month of Ramazan - made sure that
the academic activities at the Institute continue
to be held regularly.
Several insightful discussions held at IPS
during the last quarter deliberated upon
diverse issues. The seminar on CPEC's
prospects for Pakistani business community
advised business owners to invest in research
and development for integration into the new
global value chains. A session on Pakistan's
exclusive economic zone stressed on
exploiting the country's maritime potential.
Another session on Kashmir urged the world
community to take notice of continuous
international law violations in IHK. A discussion
about 15 years of 9/11 underscored the need
for a proactive foreign policy.

Pakistans Exclusive Economic Zone: Opportunities,


Challenges and Strategies

Lack of awareness about its enormous


maritime potential, especially among the ruling
elite, was failing Pakistan as a nation to exploit
its exclusive economic zone (EEZ) in the
Indian Ocean up to 200 nautical miles along
the countrys 1000km coastline which is
extremely rich in biodiversity, seafood,
minerals and hydrocarbon resources and

enrolled in PhD, MPhil and LLM programs. A
couple of workshops on citizen journalism in
collaboration with Pakistan Youth Change
Advocates were also organized.
Three studies one on the recent developments in Kashmir, second on Hindu Marriage
Law in Pakistan and third on Irans Nuclear
Deal Stability were brought forth by the
research team while the second issue of 2016
of IPS flagship bi-annual journal Policy
Perspectives came out during the period.

A seminar titled Developments in Kashmir:
Dynamics and the Way Forward was held at
IPS on July 26, 2016.
The seminar, chaired by Ambassador (retd)

The speakers urged the world community to
take notice of the recent and continuous
violations of international humanitarian law by
Indian forces in Kashmir.
They underscored the need for increased
meaningful advocacy efforts for the cause of
Kashmir in the international arena and
criticized India for misguiding the world,
through what they described as political
fraud, to believe that Kashmir was either an
integral part of India or a bilateral dispute
between India and Pakistan.

Musharraf was forced to comply with US

Pakistan realized at that time that Taliban
regime will not be able to survive the military
action led by US and had given assurance to
the US that it will support its fight against
Al-Qaeda but not the Taliban. Also, it was
advised to the US that it should refrain from

responsible for creating all the mess in their
country and also the new leadership in
Afghanistan should be developed in accordance to the Afghan traditions. Unfortunately,
all three points suggested by Pakistan fell on
deaf ears, he added.

IPS signs MoU with Iranian think tank IPIS


A landmark MoU between IPS and Institute for
Political and International Studies (IPIS),
Tehran a foreign policy think tank affiliated
with Irans ministry of foreign affairs was
signed during a visit of a five-member IPIS
delegation led by its president and Irans
deputy foreign minister Dr Seyed Kazem
Sajjadpour on August 9, 2016.

maritime policy of 2002 has been revised with

South China Sea: Emerging Scenario

organized a roundtable on South China Sea:
Emerging Scenario A View from Pakistan on
July 13, 2016.

Asia-Pacific region. Thus, IPS is of the view


that it is an issue of high significance for the
state of Pakistan, its people and their
wide-ranging regional and global interests.

The event was organized in the backdrop of


July 12, 2016 ruling of the Permanent Court of
Arbitration (PCA) based in Hague, on South
China Sea.

The events and happenings of past few


years in SCS highlight that it is in the
interests of all the parties as well as peace
and stability at large that all the issues,
claims and counter-claims concerning SCS
are resolved amicably, avoiding tensions
and conflicts.

The session was chaired by Khalid Rahman,

Lead Coordinator and Ms. Fareeha Sarwar,

DG-IPS Khalid Rahman was invited to attend


and chair a session in a two-day conference
State of Pakistans Economy: Issues and
Challenges in the 21st Century in Karachi,
organized by Institute of Business Management (IoBM) on September 27-28, 2016.
The conference, which attempted to initiate a
debate on the countrys economic fluctuations,
deliberated upon several aspects pertaining to
the countrys economy including, but not
limited to: agriculture, industry, income
distribution, debt, public revenue and
expenditure, governance issues, etc.

hosted a two-member Chinese delegation
comprising Dr. Zeng Xiangyu and Ji Jingfeng
from Institute of South Asian Studies (ISAS),

A delegation of Turkish students, who were


visiting Pakistan as part of a student
exchange program, visited IPS on September 22, 2016.
The guests were briefed about the Institutes
history and activities in a presentation,
before exchanging views with IPS team

Indigenizing Policy Research Initiative


IPS LEAD the learning,
excellence and development program of IPS
organized a consultative
meeting for its Indigenizing Policy Research
Initiative on August 18,
2016.
The meeting, which was
attended by IPS
associates representing senior research
faculty in social sciences, deliberated upon
ideas and suggestions to establish an
ecosystem that could help reap the benefits of

the countrys knowledge economy by setting


its direction towards indigenous needs and
meaningful, futuristic results.

Peace and Security in South and Central Asia
An international conference on Peace and
Security in South and Central Asia was
co-hosted by IPS with Fatima Jinnah Women
University, Rawalpindi, on September 23,
2016. The event was also addressed by the
President of Pakistan Mamnon Hussain as a
chief guest and gathered a sizeable number
of researchers, academia, officials and
practitioners from Pakistan and abroad.
IPS assistant research coordinator Fehmeeda Khalid presented a paper on the occasion
titled Russian Influence over Central Asia:
Evolution and Prospects. The paper was
co-authored by IPS lead coordinator Irfan

In order to formally introduce, inaugurate and
celebrate the new office premises with its
staff, associates and contacts, IPS organized
a full day 'Eid Milan and Open House' on July
16, 2016.
A large number of IPS' associates, alumni
and dignitaries representing various shades
of Pakistani intelligentsia visited the Institute
on the day and appreciated the new setting
which included the seminar facilities, library
and IPS Press bookshop.

Brainstorming Research Ideas

It is important for a Pakistani researcher to get


his/her research published in an international
journal but it is more important that the
research being produced is useful for our
country and the society as well. HEC has done
a great job by increasing the research output
of the countrys universities however there is a
lot to be done on the qualitative side.
This was unanimously conveyed by leading
policy researchers and practitioners in a

seminar titled Brainstorming Research Ideas


held under the auspices of IPS LEAD as part
of its Indigenizing Policy Research Initiative
on September 21, 2016.
The key speakers included Dr Asad Zaman,

HHRDs Youth Leadership
Conference
IPS LEAD partnered with HHRD Helping
Hand for Relief and Development in organizing the International Youth Conference 2016
on August 1-2, 2016.

IPS LEAD - the Learning, Excellence and


Development Program of Institute of Policy
Studies (IPS), Islamabad - in collaboration with
Pakistan Youth Change Advocates (PYCA),
organized a couple of two-day workshops on
'Citizen Journalism', for male and female
students of media sciences/mass communication separately, on July 28-29 and August 1-2,
2016.
The workshop was part of IPS LEAD's efforts
to actively engage and capacitate the youth of
Pakistan - which forms more than 60 per cent
of the countrys population - in promoting

policy-oriented knowledge creation for nation


building and progress.
The activity was conducted as part of a MoU
that was signed between IPS LEAD and PYCA
earlier in May; aimed at harnessing Pakistans
youth potential through capacity building
exercises. The MoU was later followed up by a
Training of Trainers which was also attended
by Naufil Shahrukh, head of Outreach,
Trainings and Publications at IPS.

explores as to how the human-rights-championing European Union its institutions,
individual governments and the people at large
have responded, rather reacted to the new
wave of refugees affected by the ongoing
wave of violence and instability in the Middle

SDGs, looking into an all-important question
as to how indigenous values and approaches
can be brought into play in the journey towards

concept of Islamic insurance Takaful and
diverse working models experienced over past
three and half decades for its practical
implementation, in different parts of the Muslim

Pakistan, digs deep into the dynamics of this
peculiar bondage and its implications for that
part of the world, as well as for the wider
periphery and countries such as Pakistan.
The sixth contribution Afghanistan: Finding

intra-Afghan peace, in recent months and the
prospects ahead in this connection.

and Pakistan contends that prevailing global

Policy briefs and reports


The seminar brief 'Developments in
Kashmir: Dynamics and the Way
Forward' detailed a set of recommendations and underlined ways of projecting
Kashmiri's right of self-determination before
the world community in an effective manner.
The brief Termination of Hindu Marriage
on Coversion: A Discussion on Hindu
Marriage Bill 2016 argues that the recent
controversy concerning the under-development Hindu marriage law in Pakistan which deals with the termination of such
marriages upon conversion of one spouse
is based on factual errors and misconceptions and it might further delay the passage
of this much needed legislation.
The report Sustainability of Iran Nuclear
Deal views that it the deal was important
both for Iran and P5+1 but several domestic, regional and global challenges were
there on way. For its part, Iran had complied
with the deal when it rolled back its nuclear
program and now its time for the US to
show its commitment to the deal, which is
important for a stabilizing influence on the
region and also on the world.
