Integrated Management System for Construction Industry
of Pakistan

1. Introduction
a. Background of Research
From the 1980s Japanese production was very reliable as compare to any other one. That
is why the Americans organized a Quality Management Centre known by Centre for
Quality Management (CQM) for learning about Total Quality Management (Han, S.
Bruce, 2007). After a decay there were a great change, many companies of Europe and US
related to the (CQM) for improvement of their self those companies were spread in many
regions of world and after that now a days they are worldwide leading companies of that
countries which depends on the Total Quality Management System (Lee, Shiba & Wood
1999). Profit could not be achieved if organization only focused on quality and ignore
other aspects like external, internal environment and safety management. Stakeholders
must focus on any organizations environment that how they treat their workers and
protect them in accordance of health & safety (Salomone. 2007). That is why
organizations must need to include Environmental (EMS-ISO 14001) and Occupational
Health & Safety Management System (OH&S-ISO 18001) with their Quality
Management System (QMS-ISO 9001). Adoption of these three components to manage
the Quality, Safety & Environment in one domain based on a system refers to integrated
management system. According to the Chartered Institute of Quality, United Kingdom,
Integrated refers to a management system for company, which depends all the components
of management putting in one system for comprehensive management to achieving its
objectives (Katarna ekanov. 2015) The Integrated Management System used for proper
develop the friendly environment, improvement of safety and high quality of product or
services for stakeholders according to the standards on construction sites. (Tsakalidia et al,
2013). Management of plans and distribution of services system and efficient similar
management for product. The (IMS) is also used for design of the planning and costing
model for project. (Chena et al, 2015). The safety practices on the construction site is
essential for the workers because they often exposed by physically hazards on
construction site due to the lack of safety environment. The safety management on the
construction site provides the protection from environmental relevant hazards. (Wonga et
al, 2016). The (IMS) is portfolio which depends on quality, better working environment
and pure safety management, and is also known as an entity of management adopted by
organizations to improve their process culture of services and productions for satisfy
stakeholders according to the quality, safety and healthy environment system. (MAIER et
al, 2014). At the large scale there are many requirements for the human being life, health
safety and good environment that are must be provided by any authority anywhere in the
whole world that is (IMS) integrated management system. (Olaru et al, 2014). Commercial
and industrial construction projects needs to positive environment accordance to
production and services quality, construction workers safety on site that is why (IMS) the
only entity which can met these parameters on construction site. To develop the team work
and mange the resources on construction projects according to safety and favorable
environment the implements of (IMS) can manage these all as a single structure. (Ismail et
al, 2013).
b. Research Gap
In the construction industry of Pakistan, there are many problems about
services and product quality, working environment and safety health
practices. In few decades many researches about safety of construction
works like water resource management safety, construction of mega
structures safety and environment for construction works are the major
topics for discuss in that research topics. Quality Management System,
Environment Management System and Safety Management System have been implementing
the separately in the different organizations. But this research paper is depended on the pure
management system only for construction works which is depended on all the management
system related in one framework known by (IMS) Integrated Management System. In this
research we will study all the management system with one another, not individually or
separately. And all of these management systems will be integrate only for the construction
industry of Pakistan.
c. Significance of Research
This research is related to an advance management system which is the
combination of quality, safety and better environment known as (IMS)
integrated management system. During the working on construction site
there are many problems can be happened due to the poor environment,
and then workers cannot perform better in such environment. Thats why
the quality of working and service efficiency of construction workers
automatically reduced due the poor environment of construction industry
of Pakistan. And incomplete safety plans by management also can be a
reason to physically exposure of construction workers, like injury, health
and so many more, thats all reasons put directly negative effect on the
stakeholders and reduced the customer satisfactions. The implementation
of (IMS) can be the best practice for construction industry of Pakistan
which can enhance the quality of work, safety management and friendly
environment for construction projects. The integrated audits and regular
documentation system with the ordinary structure of routines according
the standards can also be carried out by (IMS).
d. Research Questions
2. Theoretical Framework
a. Base theories
From the many decades there can be seen very quick changes in construction industry of
advance countries in USA and Europe. The management system used in that regions IMS for
construction and even used for many projects and organizations. (Barry Jones.* 2014). In
construction projects, all stakeholders as well as a project parties need to work together to
successfully complete integrated management system for construction that can ultimately
accomplish the objectives of sustainability in construction. There are many negative
environmental issues and troubles as well as many opportunities, it is very important to
develop an Integrated Construction Process by IMS that can help all stakeholders to
successfully implement green the management system for construction segment of the project
development (Chan Woo Jung et al, 2016). Implementation of IMS can be performed in
different stages for managing the stakeholders and customer satisfactions. During the
implementation of IMS first step is planning which can be done by managers. In the planning
the activities about the project will be defined in detail, and also the planning phase depends
upon the various potential impacts of health and safety hazards and also risks, which can be
result due to the activities and services of the project. Moreover the (QMS) 9001- Quality
Management System which belongs to the customer satisfaction, (EMS) 14001Environmental Management System which is belongs to stakeholders and (OH&S) 18001Occupational Health & Safety Management System. (Naveed Mazhar* and Faisal Arain
2015). These all parameters cover the integrated management system, which are used to meet
the standards for any construction projects. In the construction industry of Pakistan there is
lack of safety systems for construction projects as a result also be short of the friendly
environment for the workers during working and this is the reason the quality cannot
achieved properly. IMS manage all these parameters by one hand. In the integrated
management system there are three management systems which can integrate occupational
health and safety, environmental management system and quality management system. These
management systems integrate for being consistent to employees with organization.

This research is based on the questionnaire and more research methods
will used for this paper depend on study of past research papers about
IMS integration management system, analysis the scientific literature,
models and integrated management study. Use the statistical data to
collect the actuality of integrated management system. Moreover emails
to relevant persons all over the world and on domestic level, telephonic
questions to the companies and visits on the present construction projects
for collecting the data will also be the part of this research methodology.
Secondary data will collect from the literature like books, journals and past
research papers by the different management system & IMS. Primary data
will be obtained from the physically study of organizations and ongoing
construction projects.

5. Conclusion
Integrated management systems have different benefits and demerits also. Many integration
organizations may chose to single entity system. A reason for this way of management where
external managers manages system. At introduction level the knowledge could be inadequate
to review the advantages of integration. To define the mean of IMS, frequently scope of
