Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Clean Energy Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Solar energy is the most abundant energy resource on earth -- 173,000 terawatts of solar energy strikes the Earth
continuously. That's more than 10,000 times the world's total energy use.
2) Achieving 20% wind energy by 2030 would provide significant economic benefits, including more than $8.8
billion in estimated property taxes and land lease payments between 2007 and 2030.
3) There are no technological or economic barriers to converting the entire world to clean, renewable energy sources.
4) Fossil fuels currently supply most of the world's energy needs, and however unacceptable their long-term
consequences, the supplies are likely to remain adequate for the next few generations.
5) All the solar power in the country generates less than one percent of the nations electricity.
6) These solar deployments and factories create high-quality jobs today and promise to help re-establish U.S.
leadership, reversing years of declining U.S. market share in global solar production.
7) Small wind systems can reduce your energy-costs by as much as 90 percent
8) PV systems are quiet and non-polluting, and they help to reduce electricity bills.
9) Solar panels also require little maintenance. After installation and optimization they are very reliable due to the
fact that they actively create electricity in just a few millimeters and do not require any type of mechanical parts that
can fail.
10) Decreased production of petroleum and corresponding higher prices, along with stricter federal guidelines for
coal emissions, necessitate a paradigm shift with respect to energy consumptiona move toward increased reliance
on alternative energy produced from renewable sources such as hydropower, solar energy, biofuels and wind power.
11) Coal, crude oil, and natural gas collectively account for 98 percent of Utahs primary energy production.
12) The State of Hawaii has a bold energy agenda to achieve 100 percent clean energy by the year 2045. Along
with reducing our islands dependency on fossil fuels and increasing efficiency measures, the clean energy plan is
also contributing to the states economic growth.
13) A single 1-megawatt wind turbine can displace 1,800 tons of carbon dioxide (CO2 ) in 1 year (equivalent to
planting 1 square mile of forest). Achieving 20% wind energy by 2030 would provide significant environmental
benefits, such as avoiding approximately 825 million metric tons of CO2 emissions in the electric sector. Because it
is a clean energy source, wind energy reduces health care and environmental costs associated with air pollution.
SECTION 3. STATUTORY LANGUAGE
A) The Clean Energy Act of 2016 will provide subsidies to those harnessing solar or wind power. No funds will go
towards oil or gasoline.
B) The Clean Energy Act of 2016 will provide $50,000,000,000 in annual funding which will be obtained by cutting
food subsidies by 50%. The Clean Energy Act of 2016 will be enacted as of January 1, 2017.
C) The Office of Energy Efficiency and Renewable Energy will manage and distribute the funding to companies
using solar or wind power as their primary source of energy.
