Engineering Services as being referred by some ignorant stake holders. iti is one
the 14 Inter Service Organizations directly under Min of Defence and not part oft
Corps of Engineers or Armed forces as claimed by Corps of Engineers.
MES comprises of five cadres- IDSE (Engineers), Surveyor, Architect, Admi
Barrack & Stores. MES is a mixed organization comprising of civilians and service
personnel from Corps of Engineers. Civilian Group ‘A’ Officers in MES come;
through elite Engineering Services Examination conducted by UPSC whereas the;
service officers and personnel are posted without requisite qualification and
experience. Civilian cadres belong to MES and remain permanently in MES but.)
personnel from Corps of Engineers come to MES on tenure basis for learning the
mechanism of works services and do not remain permanently in MES. Since Corps:
of Engineers are posted to MES on tenure basis, they lack sense of belonging and “|
do not treat MES as their own department. This, coupled with the fact that they are
learners in MES, make them pull down the efficiency and growth curve of MES
established by the hard work of permanent incumbents of MES.
The hierarchy of offices in MES is E-in-C/DG (Pers)/ADG, DGW, CE HQ Command,
Zonal CE, CWE, GE, AGE. The greatest anomaly is that CE HQ Command and
Civilian Zonal CE are of same rank officers but the civilian zonal CE is made to
report to CE HQ Command. The equivalence between Col and SE rank officers is
now well established after a long fight and sustained efforts by IDSE officers.
However, Cols are still posted as ACE in CE Zones.
MES is suffering greatly because it does not have its own head and is headed by E-
in-C who is also the head of Corps of Engineers. He has loyalty to Army rather than
MES because of conflict of interests. After several decades of its inception MES q
could evolve its own logo but E-in-C is resisting the adoption of the same by the
members of MES and is trying to force the logo of Corps of Engineers on MES in a %
naked display of abuse of authority.
MES, the largest defence construction agency does not have a full time head of ¥
department. Civilian participation in the top management is negligible. Junior level
Service officers are given higher position In the hierarchy whereas senior civilian -:
officers are given lower position in the hierarchy. Consequently, senior civilian
officers are made to report to junior service officers. MES do not have its own HQ |}
and is placed with Corps HQ and Command HQ. Consequently, MES do not have its %
own identity. MES also do not have its own training institute. College Military
ring, the fain institute of Corps is being thrust upon MES.

MES has a very bright future for the younger generation, if the department is
provided with a dedicated and separate head.
