1.0
INTRODUCTION:
Protection and Controls are inherent part of any system, no system exists
without protection and controls. Similarly the protection and controls proper
functioning is very vital in the Interconnected Electrical power system, and any
improper operation may cost the utility and the Nation in Millions.
Due to the above stated facts, the Healthiness of the Protection & Controls to be
tested and maintained periodically.
1.1
PURPOSE:
Protection and Controls Equipments to be tested in a way that all of its features
to be covered without any undue damage to the relay. Maintenance like dust,
contact cleaning, PCB conditioning and contact settings need to be carried out,
according to this standard procedure.
1.2
OBJECTIVE:
The objective is to keep the Protection and Control equipment in good working
condition. The standard procedure guides the Test & Maintenance Engineer for
his job, from which we achieve the following:
(a) Full coverage of testing and maintenance in sequencial order.
(b) Efficient use of time.
(c) Proper use of equipment, manpower and transport.
1.3
APPLICATION:
This procedure must be strictly applied whenever periodic maintenance and
testing is carried out. Without this procedure this job must not be done.
2.0
PROCEDURE
2.1 GENERAL:
For commissioning to be smooth and perfect the following resources to be
noted:
2.2 RESOURCES:
Following resources are to be procured, before proceeding to substation.
2.2.1 MANPOWER:
Commissioning engineer who is acquainted with the relay, test equipment
and location and procedure for entering the Substation, and a technician
for assistance.
2.2.2 TOOLS & EQUIPMENT:

Van or pick-up for Engineer, Technician and the necessary tools &
equipment as mentioned earlier.

1. Testing of DC-DC Converter
Unit.
1. Connect D.C. voltage to
terminals 116, 118.
2. Measure D.C. voltage at
terminals 126, 127.
= 24 VDC
3. Measure D.C. voltage at
terminals 128, 127.
= 24 VDC
4. LED lits when connecting D.C.
voltage to 116 - 118.
5. LED & Output contact operates
at > 64 V _ _ input.
Note: For input voltage varying
from 110 to 250 V _ _, The
output should be 24 VDC

Check of I sr :
Set the switch S to position O IN FIG. (5).
Check with relay settings 0.25, 0.35 and
0.50 x In that the relay operates for
I1 = set current 10% by observing
the indicating lamb or voltmeter
connected between test terminal
17 and 18.
Check of I sr Characteristics :
Set the switch for I sr to 0.35 x In and
the switch S to position 2. Adjust the
through-current I3 according to the
tables, increase the current I1 until
the relay operates and check that I1
is with the limits stated in the tables.
Check of I su :
Set the switch S to position O. Check
with relay settings I su = 8, 13 and
20 x In that unrestraint operation is
obtained at set operating value 10%.
The unrestraint operation is checked
by the LED marked Id >> on unit
RXSGA1 or by connecting a D.C.
voltmeter to terminal ( +) 224 (-) 423
on RXDSB4.
Check of Second Harmonic Restraint :
With relay setting Isr = 0.35 x In , the
switch S in position 1 and the dummy
load circuit switch closed. Adjusted
the currents I2 and Iy to 0.8 times the
rated current and increase the current
I1 until the relay operates. I1 should
be between 1.8 and 1.2 times the rated
current which corresponds to 14-18%
2nd harmonic.

Ensure that you are working on the circuit which has outage.
Caution labels and installed wherever necessary.
Anti-static gadgets must be used while extracting modules.
Always wear safety shoes and helmets.
For switching operations at the substation, while commissioning, ensure that
substation is completely Isolated from Network.
6. C.B. control are turned to local.
3.0 IMPLEMENTATION:
The sequence of events mentioned earlier in Section 2.3 must be implemented as per
the Contract Manual which will vary from Substation to Substation.
