Be it enacted by the Senate and House of Representatives of the United States of America in Congress

SECTION 1. SHORT TITLE
This act may be cited as the Nuclear Proliferation Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Nuclear weapon can be used by killing many innocent citizens.
2) When a nation builds nuclear weapons, its rival nations will also build nuclear weapons.
3) Nuclear power can produce radiation that can cause several diseases.
4) Nuclear proliferation costs a lot of money.
5) Maintaining nuclear power is financially draining.
6) Increase of nuclear weapons is hard to control.
7) War between countries that possess nuclear weapons could be the end of the world..
8) Nuclear weapons can cause lasting environmental damage.
9) Nuclear power plants have a chance of a major meltdown.
10) Nuclear weapons are extremely dangerous when used by wrong people.
11) Nuclear weapons can be used as a strategic excuse during diplomatic negotiations.
SECTION 3. STATUTORY LANGUAGE
A) The Nuclear proliferation Act 2015 will stop the production of new nuclear weapons in the United
States. Nuclear proliferation can be as a threat by other countries, increasing the chances of war. In
addition, the halting the production of nuclear weapons would also eliminate the production of nuclear
wastes. Without nuclear waste, there would be no concerns about radiation of nuclear weapons, and it can
diminish the threat of war. Instead of using money on nuclear weapon production, we should use to better
the lives of the citizens more. Also, if we do not make nuclear weapons, innocent people will not have to
die. To stop nuclear proliferation, we should promote good relationships with other countries, create
treaties to form a sense of trust and order, and dont threaten other countries with nuclear weapons. By
having every country give an honest report about their nuclear capabilities, the nations of the world can
learn to trust each other and prevent the destruction of the world by nuclear weapons..
B) This law is helped by the Transportation and Emergency Control Center Department(NNSA) and
Defense Nuclear Proliferation. Funding for defense of nuclear weapons, which safeguards practices on how
to defend against nuclear weapons and monitors missions. In addition, the NNSA monitors foreign nuclear
weapons program activities.
C) Penalties of not following Nuclear Proliferation Act, will include a heavier tax, and sanctions placed on
trade and other economic activities with other countries. By not following the Nuclear Proliferation Act,
countries will lose their economic capabilities, and be limited in international activities, as well as being
placed under careful watch of the other nations.

I believe we should stop making nuclear weapons. To eliminate the production of more nuclear
weapons, we should try to make alliances with other countries to deter countries that are threatening
America. If we do not stop making nuclear weapons, Russia will also keep making nuclear weapons, and
ultimately, the use of nuclear weapons will cause diseases or even death to a lot of people.
Nuclear weapons can be used for killing innocent citizens in other countries. As such, the
production of nuclear weapons can be seen as a threat by other countries. For example, North Korea has
made many threats to other countries such as the U.S. and South Korea, using its nuclear weapons. In 1994,
North Korea made a threat against South Korea by testing its nuclear weapons at sea near at South Korean
waters. By testing and using of nuclear weapons, it wanted to show that North Korea has more military
power than South Korea. Because it had nuclear weapons in its possession, North Korea was able to
threaten America, which allowed it to force other countries into negotiation.
When America builds nuclear weapons, Russia will also increase its nuclear power, leading to an
arms race. During World War II, when the U.S. succeeded on making nuclear weapons and used nuclear
bombs on Japan, Hiroshima and Nagasaki, Stalin wanted to make nuclear weapons too in order to maintain
the same amount of power and influence as the U.S. in the world. Truman believed that if the U.S. used
nuclear weapons, it would stop Stalin from making nuclear weapons because it would be threatened and
scared to make nuclear weapons. However, because he saw the power of nuclear weapons, Stalin led
Russia to produce nuclear weapons too in order to protect its power.
There are many dangerous side effects of nuclear weapons. Nuclear power can produce radiation
that can cause several diseases and even cancer. In Japan, Hiroshima and Nagasaki, many japanese citizens
had hard time with diseases and cancer even after surviving the explosion. While the radiation from nuclear
weapons causes less-fatal cancers, such as breast, thyroid, and skin on humans, it can have lasting effects
on the environment. The land where the nuclear bombs hit have become unusable and dangerous to
humans, and will continue to be as such for many more years.
