Chapter 3

Methodology
Research Design
The descriptive research design will be employ in this investigation. It will be
used to involves either identifying characteristics of an observed phenomenon, likewise
to examine a situation as it is, ( Leedy & Ormrod, 2010). The analysis of key players in
the delivery of programs and services of SPED centers in CALABARZON areas
particularly in the province of Cavite, will be assess, analyze, evaluate to fill in the gaps
and needs of their existing programs and services.
Research Locale
The SPED centers from public and private basic education located in
CALABARZON areas in the province of Cavite duly recognized by the Department of
Education (DEPED) to operate will be the target location to conduct the analysis.
Respondents
The target respondents of this study will be comprised of SPED teachers, School
Administrators, Development Pediatrician and Guidance Counselors involved in the
delivery of programs and services for the children with special education needs.
Instrument
The instrument will prepare, validate and administer to determine best practices
in delivery of programs and services for children with special education needs. The
instrument to be used will be patterned from the prescribed rules and regulations by
Department of Education (DEPED) stated in Manual for Special Education Centers
containing the policies and guidelines prescribed by (DEPED). The instrument to be

used need to undergo face and content validation with the help of professional experts
in special education field . The contents of analysis on best practices will based also
from the ideas/concepts taken from books, articles, journals and related reference. The
researcher will request the assistance of statistician for the item analysis and pilot
testing to find out the reliability of prepared instrument.
The first part of instrument will consist of demographic profile of the respondents
such as their gender, civil status, socio-economic status, educational qualifications,
years of experience, membership in Professional organization trainings attended
together with the school profile such as: School Profile, a. vision and mission b.
number of student enrollees, c. number of SPED teachers, d. age of the school, e.
recognition/accreditation level. The second part of instrument will be composed on
evaluation of programs and services such as, identification, screening and assessment,
curriculum and instruction, physical facilities and equipment, behavior support program,
personnel and administration and other special services provided for children with
special education needs.
Interview
The interview will be conducted to the target respondents to obtain other
underlying information about the delivery of programs and services. The interview
will center on specific programs, personnel services, facilities, problems and
concerns encountered. It will also includes inquiries on a. Identification and
Assessment, b. Curriculum and Instruction,c.Physical Facilities, d. Instructional
Technology and Equipment,f.Personnel and Administration g.Behavior Support
Program, h.Therapeutic Intervention,i. Transition Services

Observation
The observation in the SPED centers from CALABARZON areas will be also be
considered in the delivery of programs and services with the approval and endorsement
of the Regional Director of DEPED-CALABARZON .
Statistical Treatment of the Data
Descriptive statistical techniques such as frequencies and percentages will be
utilized to determine the responses of the respondents for each of the items provided
from the prepared instrument. T-test will be used for analysis for significance difference
of programs and services of SPED center from public and private schools/centers.
The responses of the respondents from the prepared instrument will be
supplemented by interviews and actual observation on the analysis of SPED centers
programs and services in CALABARZON areas particularly in the province of Cavite.
