2 x55 MW Power Pointe Aux caves power project Redesign Justifications

In redesigning the Plant, MCTPs approach was to identify the latest technologies available to
mitigate the environmental impact and to comply with the EIA License Conditions. We
therefore have adopted to use the following Technologies in the plant design. The design
changes and its write up are as follows;
1)

Circulating Fluidized Bed Combustion (CFBC) Boiler (Attachment 2)


In order to meet the EIA License condition to meet EU Emission standards Pulverized
Coal (PC) Fired Boiler Technology was changed to CFBC boiler Technology. With CFBC
Boiler and with limestone addition the required EU standards for NOx and SOx can be
met without incorporating FGD (Flue Gas Desulphurization). Thus the EU emission
standards are met with only CFBC boiler technology. In addition an expensive FGD
system requirement is totally eliminated.

2)

Air Cooled Condenser (ACC) in place of the Sea Water Cooling System (Attachment 3)
The preservation of marine environment and sustainability is important to Mauritius.
With an intention to preserve the environment, the EIA License stipulates extremely
stringent conditions to preserve the marine environment. As such to completely avoid
any Marine Ecological impact that may be caused by the Sea Water Cooling System
resulting from the extensive work required to be carried out in the ocean to implement
the sea water cooling system and thereafter the possible impact during operations of
the plant to the marine environment, the ACC system was incorporated. With this the
Marine Environment is left intact since the Sea Water Cooling System is completely
eliminated.

Waste Water from Montagne Jacquot Sewage Waste Water Treatment Facility to
meet total water requirement of the Power Plant. (Attachment 4 & 4A)
Waste Water from the STP is adopted to be utilized for the plant water requirements
because the discharge out of the STP is adequate to meet the total water requirement
of the Power Plant considering ACC being used. While doing so, this option results in
better waste water management and no disturbance to the nearby marine ecosystem.
With having a water processing and treatment plant at the facility, this project has
totally avoided using any town water requirement and thus not impacting the countrys
water resources. The average Plant water requirement is approximately 5,000m3 per
day. By using the STP waste water effectively reduces the current outfall quantity from
the STP into the ocean further improving the ocean environment.

Bag Filter in lieu of ESP (Attachment 5)


The EIA license recommended the use of bag filters and to be in compliance the Bag
Filter Technology has been adopted to meet the particulate Emission levels per EU
standards.

Conclusion
The design change solutions that have been incorporated meets the EIA Licence conditions.
Whilst the proposed design changes would contribute in making the Power Plant more
environmentally friendly and effectively fulfilling the requirements of EIA License it also allows
for an undisturbed marine ecosystem. In addition, the utilization of the sewage discharge from
the Montagne Jacquot Sewerage Waste Water Treatment Facility for the complete plant water
requirements and its due processing leads to a better waste water management for the country
as a whole.
