Did you know that San Francisco Church is the oldest Roman Catholic church in Naga and one of the oldest in Bicol built in
1578? The church is also a historic ground for it is where the last governor of Ambos Camarines surrendered on September
18, 1898 to the Nagueo Revolutionaries.

Out of Context:
The Presidents
Men Ready Plaint
This is what President Rodrigo Duterte said
in Davao upon his arrival from Vietnam which
earned him the ire of leaders of the international
community:
Hitler massacred 3 million Jews. Now there is 3
million, theres a 3 million drug addicts, there are.
Id be happy to slaughter them. At least if Germany
had Hitler, the Philippines would have you know my
victims I would like to be all criminals to finish the
problem of my country and save the next generation
from perdition. Salamat.
This is how the Presidents spin doctors
eventually explained his statement:
The Presidents reference to the slaughter was
an oblique deflection of the way he has been pictured
as a mass murderer, a Hitler, which is a label that he
rejects, said Presidential Spokesperson Ernesto
Abella.
Given the further context that the President
made the Hitler allusion in the wake of threats from
the United Nations and the European Union to hail
him to the International Court of Justice to face
charges for the killing of 3,000 drug suspects so far
in his war on drugs, we can understand or assume
that he said it also in exasperation.
Yet, this does not deny the fact that his was not
an oblique deflection but an expressed parallelism,
hence, expectedly it earned such negative readings
and reactions.
Clearly, the Presidents being taken out-ofcontext, can be explained by an oblique defect in
communication.
Theres so much hyperbolism, braggadocio and
spontaneity in the Presidents words.
Theres so much faux pax, not only in the
President himself, but also even in his men.
Take for instance Abellas two statements on the
Presidents Hitler comparison, and compare the
first with the second which was a revised one:
He likewise draws an oblique conclusion that
while the Holocaust was an attempt to exterminate
the future generation of Jews, the so-called
extrajudicial killings, roundly attributed to him,
will nevertheless result in the salvation of the next
generation of Filipinos.
He likewise draws an oblique conclusion, that
while the Holocaust was an attempt to exterminate
the future generations of Jews, drug-related
killings as a result of legitimate police operations
(as opposed to so-called extrajudicial killings of
criminals, wrongly attributed to him, as these are
not state-sanctioned) will nevertheless result in the
salvation of the next generation of Filipinos.
They may be mere words, but as a Bee Gees
song says: Its only words/and words are all I
have to take your heart away. The Office of the
President should also watch their words.

amount of corrective declarations can
rectify the nervousness of foreign direct investors! This is what we fear
could happen.

Piol bares agri, fishery . . .
in realizing the Philippines
economic goals.
What are we doing to arrest
this decline? We, and President
Duterte, came up with a simple
solution. Agriculture and fisheries must go back to the basics,
which are to produce food and
address poverty, the statement
cited.
Specifically, according to
the secretary, the DA would
be focusing its efforts on food
sustainability by improved
production of staple food com-

agenda is to forge a more
forceful, comprehensive, efficient and transparent management and delivery of services
to farmers, specially the poor
smallholders.
To address food sufficiency,
DA looks to initiate a comprehensive technological upgrade
for staple food farming, like
that of rice and corn.
By the orders of President
Rodrigo Duterte to free the
farmers of irrigation fees, the
department is now thoroughly
study of the countrys water
management, irrigation and soil
analysis. DA, as well, reviewing the adoption of solar irrigation technologies, in order to
sustain water systems and preserve watersheds.
The DA also envisions a
more productive land-use policy, due to the declared two-year
moratorium on land conversion. He added that agricultural
losses is also expected to be
minimized through effective
soil rehabilitation and fertilizer
programs, coupled with modern
post-harvest facilities.
To improve on high value
crop production, like that of
coconut and livestock farming,
the DA promises to give focus
on the elimination of pestilence
that has caused considerable
agricultural damage.
Regarding the directive of
President Duterte concerning
the Coco Levy Fund distribution, Piol expressed the DAs
full support on the presidents
decision as the funding is to be
utilized in extending assistance
to coconut farmers by giving
scholarships to their children,
elimination of coconut pests,
and replacement of old coconut
trees.
The department also aims
to promote urban farming in
cities, in order to provide sustained vegetable production,

technology.
DA also plans to cleanse itself internally and ensure that
there is no corruption within
their ranks, in accordance to the
orders of the president. In close
cooperation with the Bureau of
Customs and other line agencies, the department is also eyes
putting an end to illegal trade
and smuggling of agricultural
products.
