Pinellas County Sheriff's Sgt. Christopher McHugh stood by as a supervisor and allowed a subordinate deputy to make a false arrest, then fail to correct the known false ACCISS police report. Sgt. McHugh was also one of the many PCSO deputies that attended the controversial Calibre Press "Street Survival" training that emphasizes immediate force and doing whatever it takes to prioritize officer safety over public safety from officers.

SUBJECT: CHARGES RE: AI-15-007
‘An investigation has been conducted by the Administrative Investigation Division, Professional
Standards Bureau, of the Pinellas County Sheriff's Office. As a result of this investigation, the
Administrative Review Board has determined you committed the following violation:
On, but not limited to, February 11, 2015, while on duty in Pinellas County, Florida, you violated
the Pinellas County Sheriff's Civil Service Act Laws of Florida, 89-404 as amended by Laws of
Florida 08-285, Section 6, Subsection 4, by violating the provisions of law or the rules,
regulations, and operating procedures of the Office of the Sheriff.
1, You violated Pinellas County Sheriff's Office General Order 3-1.3, Rule and Regulation 3.31
(g), Inappropriate Conduct by Members of the Agency.
As the supervisor and back-up unit on a traffic stop, you failed to intervene and stop a
subordinate from making an arrest for which he did not have probable cause, Furthermore,
you failed to correct an inaccurate ACISS report generated for this incident.
‘The Administrative Review Board determined you committed this violation. Due to a
previous substantiated violation, discipline will be progressive in nature.
sciplinary Points and Recommended Discipline Range:
You were found to have violated one (1) Level Three Rule/Regulation, resulting in fifteen (15)
points. These points, combined with twenty five (25) carryover points from previous discipline,
resulted in forty (40) progressive discipline points. At this point total, recommended discipline is
suspension ranging from three (3) days to fifteen (15) days.
Disciplinary action shall be consistent with progressive discipline, for cause in accordance with
the provisions of the Pinellas County Civil Service Act.
