As I descended from my service vehicle after a tough
day deliberating on the provinces 2017 budget, I noticed
the moon shining brighter than normal. Its size was larger
as if trying to get closer to me by the second. News on
TV revealed that tonight at half way past seven, the country and the rest of the world will be witnessing the most

my way to the Capitol and Heneral Luna, the Movie


which was released by Artikulo Uno Productions and
produced by Fernando Ortigas in 2015, which I got the
chance to watch only this year.
I was researching on the historical development of
the Municipality of Luna in Central Isabela in early 2011
when I stumbled on 3 rd District Sangguniang
Panlalawigan Member Jaime Nieto Atayde in his abode
and asked him if his ancestors particularly Don Arturo
Nieto had stories on how the town got its name and
what made the founders choose the name Luna.
Records in the LGU of Luna revealed that the towns
name was derived from the surname of Antonio Luna y
Novicio (29 October 1866 5 June 1899), dubbed as the
greatest Filipino general of the Philippine-American War
(1899-1902) who was assassinated in Cabanatuan, Nueva
Ecija by Filipino soldiers he disciplined a few weeks back.
However, I cannot make a connection or no historical
relevance can be made linking the general with the locality of Antatet, now known as the Municipality of Luna.
SP Member Atayde, now serving his second term as the
towns municipal mayor, narrated that it was his grandfather, Arturo Nieto y Mallillin, who suggested the Spanish term Luna because at the time the founders were
finalizing the conversion of Antatet from a municipal district of Cauayan (since 1928) to a regular municipality,
the moon was shining brightly, hence the name Luna.
It was during this period when the supermoon phenomenon first appeared 68 years ago. Succeeding leaders;
however, connected the name to the Filipino hero probably to give national significance to the name and to
immortalize the great Ilocano whose roots were from
Badoc, Ilocos Norte and Luna, La Union.
Luna, the municipality, was created by virtue of Executive Order No. 267 signed by His Excellency President Elpidio Quirino and will be celebrating its 68th founding anniversary on September 28, 2017. Luna, the
supermoon, which humanity first witnessed on January
26, 1948 -transpired again tonight after 68 years.
To further immortalize the revolutionist, a monument
honoring General Antonio Luna was erected at the junction of Barangay Cabaruan in Cauayan City. In 2015, coinciding with the year the Heneral Luna film was released, the City Government of Cauayan headed by
Mayor Bernard Faustino M. Dy donated through a City
Resolution, the aforementioned statue to the Municipal
Government of Luna represented by Mayor Jaime Nieto
Atayde and was permanently stationed at the junction
of Luna town facing the poblasyon. I got the chance to

TUGUEGARAO CITY, Cagayan - The Archdiocese of


Tuguegarao is set to spearhead the conduct of the first
ever peace symposium at the new Cathedral Gymnasium here on November 28, 2016.
Archbishop Sergio Utleg said the symposium aims to
raise the public awareness on peace talks and its substantive issues and to help build a peace constituency
in the country.
Utleg said the lead negotiators of the peace talks, which
has been conducted in Oslo, Norway, are expected to
grace and serve as speakers in the said event.
We will be inviting different sectors and even other
religious sects for us to be in one accord in pushing for
the attainment of lasting peace in the province,Utleg
said.
The Archbishop said Labor Secretary Silvestre Bello III,
who serves as the chief of the negotiating panel from the
government side, and Fidel Agcaoili, the chief negotiator from the side of the CPP-NPA-NDF, are also expected
to arrive to discuss the developments of the on-going
negotiations.
Utleg is hopeful that the peace symposium will give
clearer perspective on the attainment of peace which will
eventually boost the country's progress and development.
Utleg added that three representatives from the student,
professional and peasant sectors will be selected to serve

Provincial government forms inspection team against illegal drugs


CITY OF ILAGAN, Isabela The provincial government here recently created a Provincial Building Inspection Team to ensure that all commercial buildings provincewide are not use
in manufacturing illegal drugs.
Gov. Faustino G. Dy III made the order after the recent discovery of the police and the Philippine Drug Enforcement Agency agents of a shabu laboratory at Barangay District I,
Cauayan City, near the airport, hours after President Rodrigo Duterte made a short visit in the province to deliver relief goods and aids to Isabela farmers.
Dy directed the building inspection team to study all the structures referred by the municipal and city governments building inspection teams that are set to be built or erected in
their respective areas.
The Provincial Building Inspection Team also requires all LGUs to form their respective building inspection team to ensure that no buildings are utilized in the manufacture of
illegal drugs or places of illegal activities.
The Building Inspection Team also ensures that all buildings constructed in the province are built according to standards for the safety of occupants.
The Inspection Team is led by Dy, Provincial Legal Officer Atty. Francis Meer as Action Officer while its members are the heads of the Provincial Engineering Office, Bureau of Fire

ALL that fuss from the anti-Marcos activists about the strongman
Ferdinand Marcos being buried at the Libingnan ng Mga
Bayani (LNMB) is such a waste of time and energy.
These same militants, many of whom claim to be Marcos
Martial Law victims tried again to delay the Marcos burial
despite the Supreme Court (SC) already had ruled on this issue,
stating that Marcos, having been a President of the Republic as
well as a soldier, both of which qualify him to be interred there,
can hardy be denied.
The militants, colored red and yellow, argued that there was
still a motion for reconsideration brought before the SC, which
they said the Marcos heirs
did not respect, which has
caused the MR to become
moot and academic.
But if these same militants have some honesty in them, they
would have to admit that the MR they brought before the SC
is just yet another tactic of theirs to delay the Marcos burial,
because they certainly know that their MR would be denied by
the High Court, given that a big majority of the SC members
already voted to have Marcos buried at the LNMB and that there
was no way for the SC to reverse its ruling on an MR, especially
as there would have been nothing new by way of their
arguments in the MR. As it was, there was never a lifting by the
SC on the status quo order, which was why the burial went on.
And just what makes the LNMB a burial site for heroes?
There are those who have been buried there who are hardly
heroes. Worse some of them were, in their lifetime, corrupt and
even killers. But because the militants are anti-Marcos, they
make the LNMB look like a sacred place where Marcos is not
fit to be buried. Thats a lot of bull. They just want to continue
with their militancy against something that happened well over
40 or so years. Many of them are not even Martial Law victims.
What they do not want to accept is that the Marcos issue is
as dead as the buried Marcos. While they refuse to admit that
his burial marks the end of the Marcos issue, they refuse to
move on, and insist on keeping the Marcos years alive. But for
what?

CITY OF ILAGAN, Isabela This province was recently
cited by the Department of the Interior and Local Government (DILG) as this years Most Outstanding DisasterPrepared or READY 24/7 of all the provinces in the region.
The award was received by no less than Provincial
Disaster Risk Reduction and Management Council
(PDRRMC)-consultant Ret. Gen. Benito Ramos and other
provincial officials and employees.
John Castaneda, DILG regional director, said the recognition is fit for the province as it prioritized disaster preparedness and mitigation on top of its development agenda.
The province has also demonstrated an acceptable
level of disaster preparedness for, and responses to, natural calamities and human-induced disasters as evidenced
by some of its implemented innovative projects in the areas of environmental management, disaster risk reduction
and climate change adaptation.
Aside from its disaster-related innovative projects, the
province has also upgraded its rescue equipment and communication gadgets, including the skills and knowledge of
its disaster respondents through series of trainings to ensure their efficiency in disaster operations.
Meanwhile, the towns of San Mateo and Villaverde
and this city won the same award under the 1st-3rd, 4ht6th class municipality and city categories, respectively.

Office 2, has assured its

Quirino Integrated Agricultural Development
Project (QIADP) which
will be expanded to cater
the poorest of the poor
farmers in the province.

Korea International Cooperation Agency (KOICA)
and it aimed to reduce rural poverty and restore
the watershed ecosystem
in the province.

(2013-2016) and the
Quirino provincial government is again on the
process of preparing proposals for its expansion.

past five years since 2011,

with the KOICA team in

What would drive human beings to mock a dying man? Where was the respect, the reverence, the
dignity of human worth? The words uttered that day
were deliberate, intentional ones meant to wound
and humiliate. Is there anything more hurtful than
words meant to wound?
Words can break our heart. Words that wound
can lead to medical complications. Words can bruise
our feelings. All of this happened to Jesus.

Legarda: 2017 budget will help deliver


change Filipinos want
SENATOR LOREN LEGARDA today said that the proposed 2017 National Budget worth P3.350 trillion will
help deliver the change that Filipinos want.
Our proposed 2017 budget sets bold plans to meet
not just todays needs, but one that looks beyond 2017,
one that contributes to delivering long-term solutions
to the countrys long-term problems, said Legarda, Chair
of the Senate Committee on Finance, during her sponsorship speech on the proposed 2017 General Appropriations Act (GAA).
Stressing that the budget is the lifeblood of the nation, Legarda said government must ensure that the resources allocated to deliver programs are not only spent,
but also spent well.
She noted that as of June 30, 2016, total unobligated allotments under the 2015 GAA amount to P156.98
Billion. The said amount is only valid until the end of
2016.
Our budget is our investment for the future. It is
supposed to construct new mass transport systems, new
airports, road systems, and schools. They are supposed
to fund services for the sick and poor; provide electricity to our people; and build irrigation for our farmers,
said Legarda, explaining that the unspent amount could
have built 678,662 decent houses for the poor; 29,276
kilometers of farm-to-market roads; more than 215,000
classrooms with toilets and furniture; or could have put
more than three million students through university.
Underspending simply means missed opportunities. We wish to encourage that we all work together
and provide the people what is due them. We are proposing a budget that provides a disincentive to hoard
funds by limiting executive discretion to impound funds,
in accord with the decision of the Supreme Court. This
budget will also clearly define the conditions under
which savings may be declared, compliant with the decision of the Supreme Court, she explained.
One of the general provisions in the proposed budget is setting a One-year Availability timeframe of Appropriations under the 2017 GAA to instill a sense of
urgency among government agencies in utilizing their
budget to the last peso.
The Senator stressed that the proposed budget for
next year seeks to deliver results and ensure the delivery of services and benefits that will be felt by all Filipinos.
The highest poverty incidence in the country is in
Mindanao and this budget takes a conscious effort to
address that. Meanwhile, as a peoples budget for real
change, P1.345 trillion or 40% of the entire budget is
being proposed to deliver social services that will address the most basic needs of our people, said Legarda.
P151.5 billion is being proposed to fund health services, including the hiring of doctors, midwives and
nurses to service the needs of our poorest communities
in the country; build more hospitals; and procure medi-

cines. Rehabilitation centers for drug dependents will


be built as part of government efforts to find a lasting
solution to our war on drugs.
Funding for education is set at the level of P699.95
billion to finance the construction of classrooms, hire
more teachers, and procure instructional materials; while
P78.7 billion is set to support a comprehensive social
investment package in the form of the Conditional Cash
Transfer Program, targeting 4.4 million eligible beneficiaries in 2017. The 2017 budget also provides social
pension to all indigent senior citizens, age 60 and above.
A leap in infrastructure spending is one of the priorities of the 2017 budget given its indispensable role in
poverty reduction, raising productivity, and in spreading the benefits of economic growth. P860.7 billion pesos for infrastructure development, equivalent to 5.4%
of our GDP, is provided under the budget for next year.
Meanwhile, the Senate amendments include: P3 billion increase in the Philhealth budget so that all Filipinos will now be covered by the universal healthcare
program, while indigent patients will not have to pay for
anything in government hospitals under the No Balance
Billing (NBB) policy; P2 billion Irrigation Fees Subsidy
in the budget of the National Irrigation Administration
(NIA) so that irrigation service fees will no longer be
collected by NIA from farmers associations; and encourage enrolment in Science, Technology, Education,
Agri-fisheries and Mathematics (STEAM) programs by
supporting the grant of scholarships to students enrolled in priority courses in all State Universities and
Colleges (SUCs).
The Senate also proposed P388 million for the Bureau of Jail Management and Penology to support a humane correctional system, and another P163 million for
the Bureau of Corrections to increase prisoners daily
subsistence allowance.
Moreover, in honor of our centenarians, the Senate
has allocated P100 million for their one time cash grant.
Legarda also said that the budget adheres to the
Sustainable Development Goals (SDGs) of ending poverty and hunger, improving health and education, making cities more sustainable, combating the adverse effects of climate change, promoting peace and justice for
all, and protecting the environment and biodiversity. It
also provides funds needed for the integration and
mainstreaming of Philippine arts and culture in the
countrys educational system, as well support for the
National Commission on Culture and the Arts (NCCA).
In conclusion, the Senator underscored the fact
that Congress holds the power of the purse. It is an
empty power, however, if the purse strings are drawn
tight by the governments failure to spend all of its funds
judiciously. The budget bill puts our people at the front
and center of our agenda. It aims not just to create
growth, but ensures that everyone benefits from the
growth we will create together.

They likened President Duterte to former
President Marcos, the dictator they love to
hate, and such association they painted as
vividly manifested when Duterte ordered the
burial of Marcos at the Libingan ng
mgaBayani, which they vehemently opposed.
They ran to the Supreme Court to seek a
ruling based on law, and challenged
President Dutertes discretion, hoping that the
high court would find the President guilty of
gravely abusing such.
But when the court upheld the rule of law
and allowed the burial, they refused to accept
it, heaping insults on the nine majority
justices,even as they continue to criticize the
President for allegedly undermining the rule
of law in his war on drugs.
Former President Fidel Ramos, who has
turned somewhat critical of the President,
joined the condemnation of the courts
decision, and had the audacity to say that the
Marcosesshould apologize to the people.
This, even as Ramos who was one of the chief
enforcers of martial law, under whose direct
supervision the arrests and torture of
dissidents were implemented, has yet to
apologize himself. In fact, I also do not
remember him apologizing to the late Miriam
Defensor-Santiago.
The critics of the President thought that
they have already acquired proprietary rights
on decency, until Leila de Lima came.
De Lima brazenly appropriated the
struggle of women against misogyny. She
used this as her main platform when she
went to the Supreme Court to file a petition
for a writ of habeas data against the President.
She used #everywoman as her hashtag in her

attempt to paint her battles as a battle for all


women. She tried to appropriate for herself
the role of the new face of feminist struggle
in the country. She gained the support of
many women activists and feminists. But
such support was blindsided when she
admitted that she indeed had a relationship
with her married driver, a subordinate.
The women were blindsided not
because she admitted to the affair, for many
sexual agency feminists will not have a
problem with women who are sexually
empowered. The blindside was when she
justified such relationship by pleading her
case as emanating from the frailties of
being a woman, despite the fact that she
was the one who held the position of power
and authority over her driver-lover. Decency
flew out the window when she betrayed
everywoman. She portrayed women as
weaklings who are not in control of their
own sexualities and bodies, which can only
but horrify sexual agency feminists. Her
excuse legitimized the victimization of the
legal wife, and would make frailty of
women as a convenient justification for
philandering
husbands
and
their
mistresses.
Conchita Carpio-Morales, the rabidly antiMarcos burial crowd, Fidel Ramos and Leila
de Lima are the faces that are now being
deployed by critics of the President to
represent the fair and just, the protector of
human rights and the rule of law, and the
decent.
Yet they have also been revealed as clearly
representing injustice, lack of respect for
fairness and the rule of law, and brazen
vulgarity.
And critics of the President appear to
ignore these even as they continue to assail
him for committing the same sins.
To paraphrase the Greek adage, those
whom hypocrisy wishes to destroy, first
become President Dutertes critics.

Enrile, when she failed to submit a bill of


particulars which is a must for the defense
of the accused in a criminal case.
She also failed to submit bills of
particulars in the case of the other two
senators, although they failed to question this
before the courts and the Supreme Court, in
the cases of now former Senators Jinggoy
Estrada and Bong Revilla.
And Morales has gotten away with this,
despite the very weak evidence that she and
her prosecutors submit to the court.
But as they were deemed by Noynoy as
his political foes, whom he wished charged
and jailed for him to crow about his claimed
achievements in his campaign against
corruption, despite his administration being
very corrupt, were promptly charged in court,
that are vulnerable to the Malacaang tenant.
Despite the evidence being strong against
Leila, of course Morales can continue to
protect her, just by sitting on her case, despite
the mounting evidence against Leila
something the Ombudsman has done in the
many complaints of plunder lodged against
her yellow patron Noynoy Aquino and his
protected Cabinet members, such as former
Budget Secretary Butch Abad and others.
She did say, not too long ago, that there is
no way she would probe Leila, a protected
yellow species. But imagine that remark from
an Ombudsman who has not even bothered
about the evidence from the Department of
Justice! And she calls herself independent
and fair? What BS she spews.
Even Leila appears to realize that the
evidence against her on her alleged prisoners
protection racket in exchange for drug money
has been mounting, especially now that the
Anti-Money Laundering Council (AMLC),
that earlier refused to provide Justice
Secretary Vitaliano Aguirre with the bank
records needed, has already submitted these
bank records that are believed to be linked
to Leila and her dummies.
In an interview with Senate reporters
Tuesday, where Leila opened up about her
love affair with her driver-bodyguard, and
afterwards, knew of the AMLC being
threatened by Rody together with the

AMLC submitting the bank records Aguirre


had requested, an hour after Rody issued a
warning to the agency, Leila said something
which was, in a sense, out of her normal
claims of manufactured evidence, lies and
coercion of all the witnesses.
She stated that she does not discount the
possibility of her former bodyguard-lover
collecting protection money from the New
Bilibid Prison (NBP) inmates, using her name
but keeping the money for himself. Stated
differently, Leila now seems to make Ronnie
Dayan the scapegoat, to get her off the hook
on the drug case against her which is looking
very solid indeed.
It will be recalled that at the start of the
talk of her having a love affair with Dayan
then being investigated by the DoJ and its
National Bureau of Investigation, and while
a House probe on the proliferation of illegal
drugs at the NBP, heard the many testimonies
from the prisoners, Leila kept a protective
attitude toward Dayan as well as claiming
that all those testimonies under oath from the
prisoners were all manufactured and coerced
by the DoJ chief against her.
Now Leila seems ready to make him her
scapegoat to save her own skin.
But so far, the evidence against her
appears to contradict her claims.
A relative of Dayan had confirmed that
Dayan and de Lima once had a relationship.
Maybe this romantic relationship
developed between the two. Of course they
were always together everyday. Maybe thats
how this love affair developed.
I told her, what happens if his wife
knows about your affair with her husband?
What will she say? But she (de Lima) said, I
will not abandon them and will take care of
them, Dayans relative added.
This confession should be enough to
explain the two houses of her former lover,
which certainly exceeds his pay or even his
wifes pay.
But this does not explain where Leila got
the funds to build the homes of Dayan and
his relatives since her Statement of Assets
and Liabilities net worth hardly justifies her
having so much money.
But also many believed that Dayan, who
is up to now missing and nowhere to be found
is in their worst thinking is already silenced
permanently.

Livelihood is back, jobs returned for 10,000 fishermen and port


workers after lifting of Chinese Blockade at West Philippine Sea
LIVELIHOOD is restored and jobs have returned for
an estimated 10,000 fishermen and fish port workers
at the Navotas-Malabon fish port three weeks after
Chinese coast guard seized control over the vicinity
of the Scarborough Shoal, a traditional fishing ground
for Filipino fishermen located within the Philippines
200-nautical mile exclusive economic zone.
Since 2012, Chinese coast guard and navy ships
seized control of the area following the filing of an
arbitration case at the United Nations Arbitral Tribunal by Philippine government.
The blockade deprived our fishermen from accessing their traditional fishing ground, the classification of fish and density of their harvest has been
declining for the past couple of years. According to
some commercial fisher folk, from P50, 000 daily, they
roughly earn only P10, 000 for a days worth of fishing.
Hauling jobs for more 2,000 botillos and
kargador have also dwindled significantly along
with the decreasing fish catch.

During the blockade, our fishermen have no


other choice but to fish in some other part of the open
sea, catching fewer amounts of fish. The dilemma
caused by the territorial dispute between by two countries affected the lives of both municipal and commercial fisher folks considering most of them derived their
livelihood from the open waters of West Philippine
Sea, said Angelo Tolentino, welfare officer of the
Associated Labor Unions (ALU).
Fisher folk, their families as well as fishing communities where they belong have suffered from the circumstances caused by decreasing fish catch and dwindling of their income. Inhibiting someone from fishing
on their own waters is like killing their only source of
livelihood, he added.
But three weeks after the Chinese blockade had
been lifted following a meeting between Philippine
President Rodrigo Duterte and Chinese President Xi
Jinping held last month, every small and medium scale
fishermen were able to catch more than 1,000 kilograms
of fish in two days which they intend to sell in Malabon

On his part, Gerard Seno, ALU executive vice president, said the fishing industry plays a major role in the
Philippines economic progress as it provides direct
and indirect employment to millions of people. He also
said that profit alone is not enough to uplift the lives
of our fisher folks. According to Seno, workers in the
fishing industry must also be empowered, acquire basic social protection and must secure a decent working
condition.
The ALU is keen to carry out its initiatives to organize the fisher folk to help workers in the fishing
industry obtain collective bargaining power, protection of their labor rights as well as enhancing workers
productivity, Seno said.
We also aim to develop and implement programs
that would response to the major concerns of workers
in the fishing industry such as environmental protection, workers and family welfare, occupational safety
and health, alternative livelihood and sustainable fishing, he added.

DA shifts on climate resilient programs, projects in 2017-2022


CABARROGUIS, Quirino The Department of Agriculture (DA) in Region 2 has presented its programs and
projects for 2017-2022 focusing on climate resilient farming practices to meet its goal of providing available and
affordable food for the people, increase farmers income
and at the same time their resilience to climate change risks.
The Departments report during the recent regional
seminar for stakeholders and benefactors of the Quirino
Integrated Agricultural Project showed that climate
change has rendered everything unpredictable in agriculture.
To address this, the DA will focus on rice, corn,
chicken, meat, milk and dairy products, fish and marine
products and fruits, especially banana, high value crops
include coconut, cavendish and lacatan banana, pineapple, cacao, coffee, rubber, oil palm, abaca, shrimps, fish
and marine products, seaweeds, organically grown rice

and vegetables, pork, halal chicken, spices, essential oils


and tropical fruits.
The DA will pursue institutional restructuring and
paradigm resetting and will also finalize a Memorandum
of Agreement with the Department of the Interior and
Local Government to detail agricultural extension workers from LGUs to DA-RFOs.
It will have an intensive technology updating and
sharing, modernization and mechanization program, easy
access financing program for farmers, fishermen and agriculture and fisheries stakeholders, provision of free crop

CITY OF ILAGAN, Isabela The Department of the Interior and Local Government (DILG) recently recognized some Local Government Units (LGUs) as this years best regional
implementers of the Bottom-up-Budgeting (BUB) programs and projects.
John Castaneda, DILG regional director, lauded the efforts of the local officials in their pursuit to alleviate poverty at the grassroots and providing quality service to their
constituents.
This years 10 Best BUB LGU-implementers are City of Ilagan (environment), San Guillermo (health), Gonzaga (trade and industry), Solano (agriculture), Ballesteros (good
governance), Cabarroguis (labor and employment), Angadanan (fisheries and aquatic resources), Cabagan (social welfare and development), Sta. Praxedes (tourism) and San Manuel
(skills and development).
DILG-2 also recognized the top three Best BUB national government agency-implementers to include the Department of Environment and Natural Resources (DENR),
Department of Agriculture (DA) and the Technical Education and Skills Development Authority (TESDA).
Each awardee received a plaque of recognition from the DILG.
The BuB is a program of the DILG aimed at giving the LGUs the opportunity to implement programs and projects to reduce poverty in their respective communities other than
their regular budgets.
Castaneda said he expects others to excel more in their respective communities as LGUs are duty-bound to continuously provide prompt and quality services to its constituents.

DOH to hold youth summit vs DOLE holds info drive against


teenage pregnancy

TUGUEGARAO CITY, Cagayan In an effort to curb the prevalence rate of teenage pregnancy in the Cagayan Valley region, the Department of Health (DOH) is set to conduct a
Youth Summit on November 24-25, 2016.
Sheila Marie Villamil, program coordinator, said the summit is a sequel of the first
summit conducted last year where the participants came from the top five municipalities
and cities with the highest number of teenage pregnancies regionwide.
This time, we also invited the next top LGUs in the list with the most number of
teenage pregnancy cases to join the summit, she said.
Villamil said the event aims to heighten the awareness of the youth on teen pregnancy
issues and to educate them on how to avoid getting pregnant at a very young age.
She said the young participants, who will be trained on how to handle peers serious
problems like premarital sex, substance abuse, juvenile delinquency and other adolescent
health practices and behaviors, will serve as advocates of adolescent health to lessen if
not to totally eradicate teen pregnancy incidence in the region.
She said aside from the series of discussions on adult health and development, illegal
drugs, and teenage pregnancies, film viewing and group activities are also expected during
the two-day event.

contracting and subcontracting earlier this month.
The primary aim of this
activity is to educate the employers and employees on

strengthening the rights of
contractual employees and
imposing obligations on the
contractors, Regional Director, Atty. Sixto T.

including the employers,

principals, contractors and


Labor Law Compliance Officers (LLCOs) attended the
said activity in Cagayan
while 126 and 60 participants attended the same
information drive in Isabela
and Nueva Vizcaya, respectively.
Rodriguez said the
governments call to eradicate contractualization and
end of contract (endo), is
not a form of harassment to
the employers but an emphasis on one of the most
important elements of employment which is the security of tenure of the workers.
With the prevailing

issue
on
endo,
contractualization, and labor-only contracting, the
activity is timely as it is one
of the best way to learn and
address the controversies
faced by private employers, the lawyer-director
said.

is legal if the contractor or
subcontractor is registered
with DOLE and carries a distinct and independent business, has a substantial capital or investment and service agreements must comply with all the rights and

CITY OF ILAGAN, Isabela The Technical Education and Skills Development Authority
(TESDA) is offering about 30,000 slots for training scholarships in the Cagayan Valley
region starting this month up to April 2017.
TESDA Director General Atty. Guiling Mamondiong, in his recent visit here, said the
scholarship grant is in support to President Dutertes agenda of reducing poverty at the
countrysides.
The program is also in time for the rehabilitation program of the national and local
governments for Lawin-affected residents in the region, Mamondiong said, adding that
such endeavor will also empower and enhance the community such as livelihood opportunities.
He said through the scholarship program, TESDA is expected to produce world-class
skilled workforce needed by the industries.
We will partner with the technical vocational education and training schools
regionwide to ensure that interested students, including out-of-school-youth will avail of
the scholarship training, the secretary said.
He vowed to increase the number of scholarship slots allotted for Region 2 as soon as

aged 36 to 54.
PESO Fund aims to
give members an extra layer
of protection through a safe
and secure savings facility
for retirement and other
needs. It is heartening to
see a growing number of
members taking the initiative
to prepare for their future
early in their working years,
she said.
Employees comprised
a large share of PESO Fund
enrollment with 3,116 members or 85 percent, followed
by voluntary members with
321 enrollees or nine percent. Other enrollees include self-employed individuals, household helpers
and overseas Filipino workers (OFWs).
Slightly more female
SSS members have joined
the program so far with 57
percent as compared with
only 43 percent for the male
enrollees. We urge all members, regardless of gender,
to invest in their future since
financial emergencies can
happen to anyone, she
said.
Launched last year, the
PESO Fund is a voluntary
provident fund offered exclusively to active SSS
members here and abroad.

The program gives members


another option to save their
hard-earned money to
supplement their social security benefits under the
regular SSS program.
Ten SSS branches initially offered the PESO Fund
under its pilot implementation in May 2015, and it was
then rolled out to all SSS
branches nationwide in October 2015. Members have
invested a total of P17.08
million for their PESO Fund
savings as of September 30
this year.
All types of SSS members are eligible for the PESO
Fund, provided they meet
certain requirements such
as payment of at least six
consecutive contributions
within the 12-month period
immediately prior to the
month of enrollment. They
must also be 54 years old or
below, Reyes said.
To qualify, members
should have no final benefit claim under the regular
SSS program. Those covered as self-employed and
voluntary should also be
paying contributions based
on the P16,000 maximum
monthly salary credit, the
highest income per month
currently covered by SSS.
PESO Fund enrollees
enjoy guaranteed and taxfree earnings on their savings. The funds are placed
in investments with a sovereign or government guarantee, which is an assurance
to members that their savings are safely kept for the

long-term, Reyes added.


Members can invest a
maximum of P100,000 per
year and a minimum of
P1,000 per PESO Fund contribution. Self-employed,
voluntary and OFW members must have paid the
maximum regular SSS premium of P1,760 for the same
month as their PESO Fund
contribution.
SSS members can also
enroll in the PESO Fund by
registering at the My.SSS
portal of the SSS website at
www.sss.gov.ph. By enrolling online, they can begin
building up their investment
and remit their PESO Fund
savings even before the
completion of the whole enrollment process, which is
convenient especially for
busy workers who have
little time to spare to visit
SSS branches, Reyes said.
To complete the enrollment process, online registrants may visit any SSS
branch to personally sign
the PESO Fund enrollment
form. This procedure will
confirm their enrollment so
that they can withdraw or
claim their PESO Fund savings in the future.
PESO Fund contributions of SSS members are
allocated to three types of
accounts 65 percent for
retirement or disability, 25
percent for medical needs,
and 10 percent for general
purposes, including contingencies such as education,
