Greetings from the All India Federation of University and College Teachers' Organizations
(AIFUCTO) and Assam College Teachers Association (ACTA)!
You will be happy to know that the 30th Academic Conference of the AIFUCTO will be held
at Guwahati from December 7-9, 2016. We cordially invite delegates and observers from the
affiliated organizations of the AIFUCTO to participate in this Conference.
The AIFUCTO Conferences are an occasion for the teachers from all over the country to
deliberate upon the activities of the organisation, to analyse the educational scene in the
country and in the world. It is crucial for the teachers to participate in the emerging
educational scenario. The theme of the Conference shall be New Education Policy.

About Guwahati
Guwahati's myths and history go back several thousands of years. Although the exact date of
the city's beginning is unknown, references in the epics, Puranasand other traditional histories
of India, lead many to assume that it is one of the ancient cities of Asia. Epigraphic sources
place the capitals of many ancient kingdoms in Guwahati. It was the capital of the
kings Narakasura andBhagadatta according to the Mahabharata. Located within Guwahati is the
ancient Shakti temple of Goddess Kamakhya on Nilachal Hill. During earlier periods of the
city's history it was known as Pragjyotishpura, and was the capital of Assam under the Varmana
Dynasty of the Kamarupa kingdom. During Medieval period the city was the seat of
the Borphukan, the civil and military authority of the Lower Assam region appointed by
the Ahomkings. The Mughals invaded Assam seventeen times, and they were defeated by the
Ahoms in the Battle of Itakhuli and Battle of Saraighat. During the Battle of Saraighat, fought in
Saraighat (on river Brahmaputra near Guwahati) in 1671, the Mughals were overrun due to
the strong leadership and hard work of LachitBorphukan. There was an ancient boat yard
in Dighalipukhuri, probably used by the Ahoms in medieval times. Medieval constructions in
the city include temples, ramparts, etc.
Situated in the south bank of the mighty river Brahmaputra and surrounded by the foothills of
Shilong plateau, at present Guwahati is the biggest city of the North-east. It is one the fastest
growing cities of the country and also known as the Gate-way of the North-east. Guwahati is
well connected by Road, Rail and Air with every state capital of the country.

About Assam College Teachers Association (ACTA)


Assam College Teachers Association (ACTA) is the second largest affiliate of AIFUCTO
with a member strength of approximately 7000 (seven thousand) college teachers working in
189 (one hundred and eighty nine) provincialised colleges of Assam. The Association was
founded in 1949 at its inaugural Nowgong College Conference with 40 college teachers
serving in 14 non-government colleges, keeping in view the main objective of contributing to
improving the condition of higher education in Assam. Prof. R. R. Thomas was the founder
President and Prof. Mahesh Ch. Deva Goswami was the founder General Secretary of the
Association. It was initially named All Assam Non-government College Teachers
Association at the Nowgong College Conference. But, the very next year it was renamed as
Assam College Teachers Association, in short, ACTA. The Constitution of ACTA, which
was adopted in 1961 at the Jorhat Conference, sets a number of aims and objectives for the
Association. Contributing to the all-round development of education in the state, in general
and collegiate education, in particular and safeguarding the interest of the college teachers
and improving the service condition and status of the college teachers are some of the main
objectives of the Association.
At present, ACTA have the following organisational structure:

21 (twenty one) zonal committees in as many zones.
189 (one hundred and eighty nine) teachers units in as many provincialised colleges

Venue of the conference


The venue of the Conference is District Library Auditorium, Guwahati-1, which is in close
proximity to Dighalipukhuri, the famous pond with historical significance, and quite near
Guwahati High Court, Handique Girls College, Reserve Bank of India and Guwahati
Railway station.

Delegate Fee
Rs.2500/- (Rupees Two Thousand Five Hundred only) per delegate including conference
attendance fees and Rs.100 for AIFUCTO office at Delhi. Please note no account payee
cheque will be accepted.

Seminar
Every year we organize a national Seminar on some important topic. We want quality articles
to be presented in the seminar. The topic of the seminar is
"Some Inputs for Draft National Education Policy.2016"-as in MHRD website
- Critical Appraisal, comments & suggestions
Sub themes-

1. Inclusive quality education in the context of socio-economic milieu


2. Public funded education system
3. Governance & regulation of higher education.
4. Privatisation, commercialisation & globalisation
5. Faculty development in higher education
6. Financing of higher education.
Papers are invited from the delegates on the above themes to be presented in the
session. Please send your paper before 15th November, 2016.
Please note all papers must be in the context of the document in the MHRD website. Each
paper should be specifically on one of the above topics. Please follow the guidelines.
All papers should bear the full name of the author/authors, college/university, the affiliated
Association and the full address with email ID at the top of the first page. Papers should be
double spaced, footnotes to be similarly spaced. The total length should not exceed 2000
words
including
footnotes.

How to reach Guwahati


By Air Guwahati airport (LokapriyaGopinathBordoloi International Airport) is conveniently
located in the city and you can get flights from all parts of India either directly or through
Delhi and Kolkata. It is about 24 kms from the venue of the conference. Prepaid taxis are
available outside the airportround the clock. Other convenient and cheap modes of
transportation are UBER and OLA (for this you have to download and install the apps in your
phone with internet connection).
By Rail The Railway Station in Guwahati is only about 1 km away from the conference
venue. There are a number of trains from and to various parts of the country. Most convenient
Train from Delhi is Rajdhani Express. There are two Rajdhani Expresses to and from Delhi
that run on a daily basis. One is via Kanpur, Allahabad, Patna and another one is via

Lakhnow, Mujaffarpur, Chapra. From Howrah Sarighat Express is the most convenient train.
A few trains stop at Kamakhya railway station which is about 10 kms from the venue. UBER
or OLA (hire taxis) are the most convenient mode of communication from Kamakhya
station.Hire autos are also available at the station.

Climate during Conference time


December is the mid of winter in Assam. The weather is pleasant during this period, though it
is relatively cold and there is not much of rainfall. Temperature fluctuates between 10 to 22
degree Celsius. You are advised to bring sufficient warm clothes with you.
