CHAPTER I

INTRODUCTION
1.1 RATIONALE OF THE STUDY
The Davao Oriental State College of Science and Technology (DOSCST) was
established on December 13, 1989 in response to the need for quality tertiary education
in the province. It is currently one of the widely known college institution locally and
regionally as it continues to show great progress in terms of its quality of education such
that most of the programs offered are AACCUP (Accrediting Agency of Chartered
Colleges and Universities in the Philippines) accredited thus producing well-trained and
skilled graduates. It has also developed its infrastructures by building and renovating
classrooms and other instructional and support facilities and hiring proficient mentors to
man the faculty. Upon enrolling at the college, students are to choose their preferred
courses which comprises related subjects that should be acquired in order to finish the
program or degree.
Accounting office is where the inflows and outflows of money transaction happen.
Also, this is the last phase where payments for employees happen. Payroll is the
process by which an employer pays an employee for the work performed. Now in the
present system the payroll administrator needs to calculate all the taxes, tardiness and
absences of an employee. First common problem of the school is the tallying the time
card manually to determine who among the employees has some absences and
overtime. The speed in processing of payroll tends to be slow and makes the searching
for a particular detail more difficult because of the volume of the records needs to be
double checked for verification. Another common problem of the school is having
enormous mistakes or having inaccurate result in every cut-off period of payroll. The

calculation is done through Microsoft Excel and after it will be doubled checked using
calculator and could consume much time than it should and could cause financial or
legal trouble. Also the storage of files is prone to be damaged as well as loss of data.
After the payroll has done, those records are place in the filing cabinet for the storage.
Hence, the proponents decided to proposedPayroll System for DOSCST Parttime Facultyin response to the problems arises during the process of making payroll.
The said project will able to calculate automatically the salary of each employee
including the taxes and deductions of different payments. It will produce accurate reports
of all employees record salary in just few clicks so it will make the job of the payroll
maker easy and willgenerate pay slip automatically.

1.2 PURPOSE AND DESCRIPTION OF THE PROJECT


The purpose of this project is to help accounting section of DOSCST to lessen
the time consumption and effort of the payroll administrator in preparing payments to the
employees.
The project mainly focusses on the payroll for part-time employee depending on
their number of work days attended. Also, it can generate employees information as well
as their salary every quencena. It directly deducts the employees salary once the payroll
administrator inputted it. All of the information are stored in the database. The payroll
administrator can only access the system given the valid username and password for
security and confidentiality purposes.The system that will be use by the payroll
administrator can send notification to the HRMO and Accounting Office vice versa.

1.3 OBJECTIVES OF THE STUDY


1.3.1 GENERAL OBJECTIVES
The project aims to develop Payroll System for DOSCST Part-time
Faculty in which it provides an easy way of computing payroll for part-time faculty
employees that are accurate, more efficient and can easily produce reports and
pay slip. The system to be developed is in response to the problem arising from
the current systems inefficiencies.

1.3.2 SPECIFIC OBJECTIVE


The study aims to develop a system that is able:

to provide modification functions such as adding, saving and

updating a record to the payroll administrator;


to provide a database for the repository of all transaction details

and other necessary related data for the payroll;


to calculate part-time faculty salary automatically;
to generate list and information of the part-time faculty employee;
to generate pay slipof the part-time faculty employee;
to provide records of the computed salary of the part-time faculty

employee;
to provide summary report of the records such as tardiness,

deductions and salary of the employee;


to provide logs of revised payroll documents; and
to provide a system notification in which HRMO and Accounting
office can send messages to each institute payroll administrator in
case of payroll reports error.

1.4 SIGNIFICANCE OF THE STUDY


The importance of the study is to help the accounting office of DOSCST
especially the payroll maker. It will help to lessen the time and effort of the payroll maker
preparing payments of part-time faculty.

1.5 SCOPES AND LIMITATIONS


1.5.1 SCOPES
The following are the functions that the proposed system can do:

the payroll administrator can add, save, and modify an


employees information and search employee through Employee
Id, Last name or First name and dynamically the salary of the

specific part-time employee can be changed;


the system can store information of the part-time faculty as well

as the records of salary;


the system can compute automatically the salary of the
employee including the deduction of tax, tardiness and

absences.
the system can show the list and information of the part-time

faculty;
the system can print pay slip of the part-time faculty salary;
the system can print records of part-time salary;
the system can print summary report of tardiness, deductions
and salary of the part-time faculty;

the payroll administrator can send messages to HRMO and

Accounting office; and


the payroll administrator can send the payroll to HRMO and
Accounting Office for checking and send it back the payroll to the
payroll administrator for revision from HRMO and Accounting
office.

1.5.2 LIMITATIONS
The following are the functions that the proposed system cant do:

the system cannot add employee unless all the information

needed is filled up;


the system cannot calculate another payroll other than the part-

time faculty; and


the system cannot print cheque.
