ENoLL Activity Report 2015
Presidents Foreword
ENoLL has grown tremendously since its foundation in 2006. Through the
years it has expanded in 9 waves and recognized more than 400 Living
Labs. Its traditional summer school now known as the Open Living Lab
days has become an annual event attracting living labbers as well as
quadruple helix representatives from all over the world. Open Living Lab
Days15 was hosted in Turkey by Baakehir Living Lab and has seen the
highest number of attendants this far.
ENoLL has grown to become a successful and powerful global network of
Living Labs active in many different fields. Reflecting on the year 2015,
many important milestones have been reached. ENoLL, an association
that facilitates knowledge exchange, joint actions, project partnership and
policy influencing, defined its vision Empowering everyone to innovate
at the General Assembly held in February 2015. At the same Assembly
five new Special Interest Groups were launched those are: Urban and
Smart City Living Labs, Regional Living Labs, Living Lab services for
SMEs, Research and Future of Living Labs
and Health Living Labs. These interest
groups were created with the aim to bring
together ENoLL members with shared
interest and advance their knowledge in a
particular field.
Three new effective members also
joined ENoLLs close community this
year Barcelona Laboratori, Krakow
Technology Park and Istanbul Metropolitan
Municipality.
ENOLL HAS GROWN TO BECOME A

SUCCESSFUL AND POWERFUL GLOBAL
NETWORK OF LIVING LABS ACTIVE IN MANY
DIFFERENT FIELDS.
Communication channels have been

strengthened with two new publications a Citizen
Driven Innovation Handbook co-produced with World
Bank aiming to introduce citizen-driven innovation
to policy makers and change agents. Next to
that, a booklet presenting ENoLL and its effective
members titled Introducing ENoLL and its Living
Lab community was published.

01
Living Labs
Living Labs refer to user-centred, open

innovation ecosystems based on a
systematic user co-creation approach
integrating research and innovation
processes in real life communities and
settings. In practice, living labs place the
citizen at the centre of innovation and have
thus shown an ability to better mould the
opportunities offered by new ICT concepts
and solutions to specific needs and
aspirations of local contexts, cultures, and
creative potentials.
Living labs are both practice-driven

organisations that facilitate and foster
open, collaborative innovation, as well as
real-life environments or arenas where
both open innovation and user innovation
processes, can be studied and subject to
experiments, and where new solutions are
developed. This unique capability enables
living labs to generate concrete, tangible
innovations based on user and community
contributions, and at the same time to
advance (academic) understanding of
open and user innovation principles and
processes.

The European Network of Living Labs is composed of the ENoLL Council and the Office. The ENoLL
Council provides strategic guidance to the network. It monitors and directs the activities of the
Brussels ENoLL office and the activities of the ENoLL Work Groups, Special Interest Groups and
Task forces. The ENoLL Office team is made up of professionals working on business support and
development, network management, projects, communications and general management.

4th EIP AHA partners conference
DECEMBER 2015
i2CAT hosts the kick off of the IoT

Catalan Alliance DECEMBER 2015
ENoLL as a member of EIP AHA (European

Innovation Partnership on Active and Healthy
Ageing) association was present at the
the 4th EIP AHA conference of partners
on 10 December in Belgium, Brussels.
The conference gave participants insight
to current actions of Regional and Local
Authorities in order to accelerate the
provision of benefits to people and economy.
It also showed how European organisations
united to support scaling up of innovation for
active and healthy ageing. ENoLL members
can be linked to this association through our
healthy group.
ENoLL effective member i2CAT organised

the first IoT Catalan Alliance meeting which
brought together businesses, government and
Living Labs from Catalonia in lively discussion.
This initiative aims to join forces and define
strategies amongst all actors involved in
Internet of Things (IoT) to promote this emerging
sector in Catalonia.
This initiative already has already linked a
large number of companies (Cellnex, Vodafone,
Alcatel-Lucent, Everis, Doxa and Altran) together
with the government, universities (such as
UAB) and research centers (such as or Eurecat
CTTC) and Living Labs like i2CAT and Citilab.
Catalan companies and organizations who have
already developed activities in this area will
explore their capabilities and needs, encourage
the exchange of information, generate
synergies among alliance members and provide
an environment for product validation and
interoperability testing.

3rd Wave of OASC launched in Barcelona

NOVEMBER 2015
The Creative Ring at Smart City Expo 2015

NOVEMBER 2015
The 3rd wave of the Open & Agile Smart Cites

Network took place at Smart City Expo on 23
November in Barcelona welcoming new cities in
England, Croatia and Bosnia and Herzegovina. By
November 2015 OASC comprised of 70 cities,
representing 15 country networks worldwide. ENoLL
has a vital role in OASC network - providing content
through our smart city expert group.
ENoLL was present at the Smart City Expo

between 17 and 19 November through the
Creative Ring community which was developed by
the SPECIFI project. The expo is one of the leading
events on smart cities, visited by professionals
from private and public sector. At one of the most
important networking events the Creative Ring
community had a stand in the exhibition area and
also organized a session on creative communities.
LabMeeting 2015 Madrid

SEPTEMBER 2015
The LabMeeting 2015 took place in Madrid
from 22 September to 24 September.
This 3-day workshop organised by Karin
Ohlenschlger and hosted by MediaLab
Prado aimed to explore of the origins and the
development of the Lab movement in Spain
and Ibero-America.
Over 70 participants from Spain, Brazil,
Argentina, Uruguay, Ecuador and Mexico
actively joined this workshop that
brought together activists, researchers,
representatives from Academia, artists,
public institutions and lab managers
representing media, hack, fab, city, maker
and Living Labs, including some networks.
From the Living Lab community Barcelona
Laboratori and Citilab Cornell were actively
present. ENoLL participated and coordinated
one of the parallel workshops related to
the value of lab networks and the different
cooperation models.
The session with Open and Agile Smart Cities

(OASC) combined informative talks and pitches
from cities and entrepreneurs. Participants
had the opportunity to continue networking at
the FIWARE and Organcity booths at the event
exhibition area. ENoLLs project Jam Today was
also running a booth showcasing gamification,
game jams, education games as well as serious
gaming.

Cite du Design new book: When

design... drives innovation OCTOBER
2015
This spring ENoLL took part and organized
a workshop in collaboration WITH Living
Lab Cite du design during the International
Design Biennial Saint-Etienne. As an output
of the event, Cite du design is pleased to
announce the publication of their new book:
When design... drives innovation. The book
presents testimonies of actors, designers,
developers and managers sharing their
experiences on the local territory or abroad.

Welcome to the new 9th Wave members of

ENoLL AUGUST 2015
On the 26th of August 2015, the European Network
of Living Labs (ENoLL) announced the results of the
9th Wave and officially welcomes the new members
in Istanbul, Turkey, during OpenLivingLab Days, the
annual summit of the worldwide ENoLL and Living
Lab community (more to follow in the new members
section)
ICT2015
OCTOBER 2015
Best paper award at OpenLivingLab Days

2015 AUGUST 2015
ENoLL joined ICT2015 in Lisbon and was involved

in two networking session. We joined the session
on Scaling up learning analytics: Innovating
European Education and discussed the future of
open data in the classroom as well as the future
of education.
As a rather young and recent phenomenon, Living

Labs create numerous challenges and issues to
be tackled by both scholars and practitioners. It
is necessary to add to both the theoretical and
practical knowledge on Living Labs in order to
advance the learning in this field.
34 papers were submitted by researchers coming
from all over the world. An international review panel
led by Prof. Pieter Ballon (VUB Brussels) assessed
the articles and finally accepted 17 papers. These
were presented during the Research Day of the
OpenLivingLab Days on the 25th of August 2015 and
included into conference proceedings (online version
is now available).
The paper presented by Dimitri Schuurman from
iMinds in Belgium and titled Living Labs: a
systematic literature review won the Veli-Pekka
Niitamo Prize for best academic contribution.

Welcoming new Effective Member; Krakow

Technology Park AUGUST 2015
We are excited to welcome Krakow Technology
Park as an Effective Member to ENoLL following
the August 2015 General Assembly held during
OpenLivingLab Days 2015 in Istanbul.
Krakow Technology Park is one of the key
actors in co-creating and implementing the
Regional Innovation Strategy and promoting
smart specialization and user-driven innovation
approaches in the region. It was established in
1997 as the joint initiative of city authorities,
Malopolska regional authorities and Krakows
three largest universities: Krakow University of
Technology, AGH UST University of Science and
Technology and the Jagiellonian University.
KTP collaborates very actively with regional
and local government, universities, NGOs,
business sector and local community, at the
time when straight conversation and new
approaches are needed to stimulate economy
development and implement innovations. KPT
plays a significant role as regional enabler and
facilitator of innovative driven approach to smart
city development. Development of innovative user
centered and sustainable new public services
for increasing the quality of life and wellbeing
within different domains (people, living, mobility,
e-governance, economy, environment) and
targeted to different user groups (elderly, children,
students, unemployed people, NGOs and so on)
using potential of experience, know-how and
infrastructure of stakeholders.

Metropolitan Municipality - Smart City
Istanbul AUGUST 2015
Following the August 2015 General Assembly
held during OpenLivingLab Days 2015 in Istanbul,
ENoLL is proud to welcome Istanbul Metropolitan
Municipality - Smart City Istanbul from Turkey as a
new effective ENoLL Member.
The main focus of Smart City Istanbul (SCILL)
is to create a living environment for users and
different sectors of society in order to reveal
their innovative ideas by collaboration of publicprivate sectors and users. In this context, SCILL
represents an open platform for public-private
sector and users with a mutually accepted goal:
to increase life standards of society by taking into
account the needs of users and sectors in the city
regarding research and technological development.
What makes SCILL unique is having a big open
laboratory in Istanbul committed to developing
research and fostering development. The method
of revealing innovative ideas is based on cocreation by multiple actors such as universities,
citizens, companies, research institutions, SMEs,
NGOs, experts public institutions and etc. SCILL
also presents experimentation lab for products
and services suitable for the needs of urban
solutions. The main topics the SCILL focuses on
are transport, ICT, energy, environment and health.

New Leadership for the European Network

of Living Labs AUGUST 2015
Europeana Creative Culture Jam

JULY 2015
The European Network of Living Labs (ENoLL)

elected its new leadership team at the annual
General Assembly of the association held in
Istanbul on August 25th, 2015.
Dr. Tuija Hirvikoski, Director at Laurea University of
Applied Sciences, was elected as ENoLL President
and Chair of the Council.
Additionally, Artur Sera, Deputy Director, i2cat
Fundacion, was elected as the Vice-President
of ENoLL. Prof. Dr. Pieter Ballon, Director of
iMinds Living Labs, and Professor at the Vrije
Universiteit Brussel was re-elected as the
International Secretary of the Association and Mr.
Esa Ala-Uotila, Customer Relationship Director at
TAMK, Suuntaamo, was elected Treasurer of the
Association.
Europeana Creative Culture Jam is the final

showcase event of Europeana Creative, a project
that explores ways for creative industries to
connect with cultural heritage which ENoLL
has been involved with over since 2013. It is a
continuation of the project which ENoLL will be
part of.
The ENoLL Council was consolidated to 18

representatives, with the re-election of some
of its existing members and the election of two
new members: Prof. Joelle Mastelic, Professor &
Researcher at the University of Applied Science
Western Switzerland (Energy Living Lab) and Dr.
Brigitte Trousse, President of French Living Labs.

Culture Jam, took place in Vienna on 9 to 10 July

2015. We celebrated our innovation Challenge
winners, played with the fantastic apps the
project has developed and participated in live
crowd-funding madness.
Leading up to Culture Jam we hosted one-day
Culture Jam Creation Days where we invited Living
Lab enthusiasts to join us in our labs in various
European cities and unleash their creativity. For
that purpose, ENoLL will collaborated with Living
Labs KWMC in Bristol (UK) and Krakow Technology
Park to organise pre-events of Europeana Creative
Culture Jam.

CreativeRing15 workshop
JUNE 2015
On the 23 June twelve creative cities met
in Barcelona at the Disseny Hub for the first
workshop of the Creative Ring network which
has been the first important step towards the
establishment of a strong community of creative
cities and regions.
Organised by The EGG, i2cat, ENoLL and iMinds,
this workshop aimed to present Creative Ring
materials and memberships to interested cities,
explain network structure and stimulate a lively
dialogue within the attendees to help shape the
Ring in a collaborative way. Delegates from eleven
cities were welcomed and discussed their regions
role in the network.

Nokia award for the Living Lab paper at the

2015 ISPIM Conference
JUNE 2015
Seppo Leminen (Laurea University), Roberto
DeFillippi and Mika Westerlund have been awarded
the Nokia award for the Best Paper on Pratical
Implementations for Technology for their paper
Paradoxical Tensions in Living Labs.
Culture Jam Bristol with KWMC

ENoLL effective member Knowle West Media

Centre (KWMC) from Bristol, England, hosted an
exciting one-day Culture Jam workshop together
with ENoLL as a part of the project Europeana
Creative - a project dedicated to encouraging the
reuse of digitised cultural herritage content.
The Bristol Jam was unique to other Jams being
held across Europe as this event was organized
exclusively for young people aged 14 and 15
from schools across Bristol. Youngsters worked
in small teams to generate and present their
ideas on reuse, then brought those closer to
reality by creating prototypes including sample
clothes & shoes, app designs, modelling and
sculpture, lasercut designs and more. Participants
were supported and collaborated with a team
associates ranging from fashion designers, game
designers, programmers, engineers and artists
throughout the day to re-use on various different
mini workshops encouraging the reuse of local and
Europeana digital heritage in a new and innovative
ways.

ENoLL and project partners of PELARS project

joined the workshop on the Policies for Education
Data Mining and Learning Analytics Briefing. While
the first half of the event saw speaches from EU
officials, the second half included presentation
by four projects working on the topic of learning
analytics. The project that were present were
PELARS (one of ENoLLs projects), LACE, Leas Box
and WatchMe.
The official version of the Citizen Driven

Innovation Handbook, co-production of World
Bank and ENoLL was published in April. The
guidebook aims to bring citizen-driven innovation
to policy makers and change agents around the
globe, by spreading good practice on open and
participatory approaches as applied to digital
service development in different nations, climates,
cultures, and urban settings.

France was one of the world capitals of design.
Cit du design, design-focused member of ENoLL,
organised its 9th International Biennial devoted
to prospective and innovative design which was
visited by more than 208,000 people.
ENoLL and the Design for Europe initiative
co-organised Design for Europe Making a
connection, a session on design and Living Lab
methodologies that took place on 1 April. The
workshop, aiming to connect design professionals,
design initiatives, Living Labbers, policy
makers and industry, brought together different
European design-led initiatives with strong user
engagement component to reflect upon how users
can contribute to design-oriented innovation
development.
Empowering everyone to innovate

FEBRUARY 2015
The adoption of the new vision, Empowering
everyone to innovate, closed the ENoLL General
assembly that took part in Manchester on 26
February in the context of the 20th Edition of
FutureEverything Festival.
ENoLL ivzw (international non-profit association)
was founded in January 2010 as the legal entity
to support the ENoLL community was founded
as a network at the end of 2006. ENoLL ivzws
main purpose is facilitating knowledge exchange,
joint actions and project partnerships among the
members, promoting Living Labs and enabling
their implementation worldwide, as well as policy
influencing.

Barcelona Laboratori
FEBRUARY 2015
In February 2015 ENoLL welcomed a new effective
member following the General Assembly.
Barcelona Laboratori (BCNLab) is an initiative
of the Directorate of Creativity and Innovation
of the City of Barcelona with i2cat Foundation,
Universitat de Barcelona, Universitat Pompeu
Fabra, between others institutions, together with
academia, business associations and to promote a
cultural innovation focused on citizen.
Two highlights features that seem to own these
new urban innovation systems:
1. Cities are becoming open laboratories,
committed to do research and innovate in a truly
transformative way.
2. City-labs try to open the new innovation system
to all citizens. Tend to transform the city into
an open and universal creativity and innovation
environment.
Barcelona Laboratori is based on a Quadruple Helix
which includes citizens, public administrations,
research institutions and Universities and
Companies (Micro, SME and big companies).

Formation of Interest Groups

FEBRUARY 2015
The ENoLL General Assembly, taking place on 26
February Manchester, gave a green light to the
official launch of 5 new Special Interest Groups
(SIG). The ENoLL SIGs initially aim at bringing
together ENoLL members with a shared interest
in advancing a specific area of knowledge or
particular field.
The ENoLL Expert Groups aim at bringing
together ENoLL members with a shared interest
in advancing a specific area of knowledge or
particular field. Five domain specific Expert Groups
were created supporting collaborative projects
and knowledge sharing in key areas for the ENoLL
community. These are:

Living Lab services for SMEs

Research and future of Living Labs

Health Living Labs
The objectives of the expert groups are:
- Stimulate new collaborative research and
innovation projects or initiatives among ENoLL
members
- Stimulate P2P knowledge transfer in a specific
domain of activity
- Support and influence policies in a particular
domain
- Act as an exploitation ground for the knowledge
generated through projects and other initiatives
- Support and build collaborations with other
networks, platforms and organisations linked to
specific domains
- Support the ENoLL roadmap definition for a
specific domain

Open Living Lab Days 2015
Open Living Lab Days is the
annual summit of the worldwide
Living Lab community integrated
with the popular ENoLL Summer
School. The annual 4 day event
was hosted in Istanbul, Turkey.
It included interactive sessions,
workshops, lively discussion
panels with excursions and
off-site visits with the aim of
giving the participants a wider
insight about models, theories
and technologies related to Living
Labs.
Participants have the opportunity
to gain hands-on experience from
the leading experts on the subject
and to network with other Living
Lab enthusiasts. We welcomed
the 9th Wave of new ENoLL
members to the network and held
a special conference day with the
World Wide Community of Living
Labs.

Best paper award at OpenLivingLab Days 2015
As a rather young and recent phenomenon, Living
Labs create numerous challenges and issues to
be tackled by both scholars and practitioners. It
is necessary to add to both the theoretical and
practical knowledge on Living Labs in order to
advance the learning in this field.
Within the OpenLivingLab Days a call for papers
was launched to address both conceptual and
empirical challenges and stimulate discussion on
a number of Living Lab related topics. 34 papers
were submitted by researchers coming from all
over the world. An international review panel led
by Prof. Pieter Ballon (VUB Brussels) assessed
the articles and finally accepted 17 papers. These
were presented during the Research Day of the
OpenLivingLab Days on the 25th of August 2015
and included into conference proceedings which are
available on ENoLL webpage.
The paper presented by Dimitri Schuurman from
iMinds in Belgium and entitled Living Labs: a
systematic literature review won the Veli-Pekka
Niitamo Prize for best academic contribution. The
prize, awarded during the Worldwide Living Lab
Conference on August 26th, was given based upon
the initial reviewers marks but also the votes of all
the participants collected in a co-creation manner
during the event.

9th wave members
On the 26th of August 2015, the European
Network of Living Labs (ENoLL) announced the
results of the 9th Wave and officially welcomes
the new members in Istanbul, Turkey, during
OpenLivingLab Days, the annual summit of the
worldwide ENoLL and Living Lab community.
ENoLL is a community of international Living
Labs with a sustainable strategy for enhancing
innovation on a systematic basis and the vision
of empowering everyone to innovate. The
association supports the evolution and wide
uptake of the Living Lab paradigm throughout
Europe and beyond. The overall objective is to
contribute to the creation of a dynamic European innovation ecosystem with a global reach.
ENoLL aims to support co-creative, human-centric and user-driven research, development and
innovation in order to better cater for peoples
needs.ENoLL has grown through annual Waves
of calls for membership since November 2006.
To date the 9 waves have resulted in almost
400 historically recognised Living Labs.
The 9th wave of membership was launched on

the 2nd of February 2015 and closed on May
21st 2015. During the 9th wave 37 applications
were submitted from Living Labs in 22 different
countries. The peer-led evaluation process,
headed by Jesse Marsh and supported by 17
international experts from 9 different countries,
resulted in 25 new accepted Living Labs joining
the worldwide Open Living Labs community.

Conference Proceedings
The Research Day Conference proceedings
2015 reports findings presented during the
OpenLivingLab Days 2015, annual summit of the
Living Lab community held in Istanbul from the
25th to the 28th of August. Now in its third edition
(first call for academic contributions was launched
in 2013), this publication is the result of the
Call for Papers launched in December 2014 and
tackles some of the numerous Living Lab related
challenges recently investigated by scholars and
practitioners around the world. The proceedings
are divided into three thematic chapters. Living
Lab theory and thematic domans, Living Lab

Projects
The European Network of Living Labs (ENoLL)s participations as an association in

several EU-funded projects are strategically important for the whole network.
PELARS is a project about learning and making.
We are studying how people learn about science,

technology and mathematics when they use their
hands as well as their heads. Were exploring real
technologies
(kits, electronics systems &sensor systems) and
customised furniture both designed specifically
for the classroom that help teachers and learners
understand whats going on when people do
science and maths - innovative concepts derived
from the constraints & inspiring practices of
real teachers themselves. The project kicked
off in February 2014 with ENoLL leading
the dissemination of the project and will be
collaborating with members to conduct Living Lab
tests of the tools and technology developed in the
course of the research.

JamToday aims to use game design principles
not just to create useful and meaningful games,

but also to explain and design the context(such
as the classroom) where games can be effectively
implemented. Each year, JamToday organises game
jams in multiple locations focusing on a particular
theme and each year a pan European conference
will be organized around one of the main areas of
application: improving ICT skills, adopting healthier
lifestyles and supporting learning of mathematics.
The project kicked off in January 2014: During the
Open Living Lab Day 2015 we shared best practice
and exploited the game jam tool kit.

CreatiFI is a project introducing FIWARE
technologies to very large relevant communities of

Creative Industries. CreatiFI aims to attract a large
number of developers to participate in developing
tools and services for creative communities. This
initiative is developing a large amount of FIWARE
prototypes and technically mature commercial
viable FIWARE tools for the Creative Industries. A
group of ENoLL members - Forum Virium Helsinki,
i2Cat, iMinds - are part of the consortium and
fully engaged to support CreatiFI developers and
entrepreneurs. Within CreatiFI ENoLL supports
SMEs in networking activities: building alliances
for the future exploitation of their applications,
new products and services. By doing so, ENoLL
establishes a connection with many creative
industries, understanding their needs and possibly
proposing Living Lab methodologies as a way
forward to develop/test/launch innovation. ENoLL
finally links CreatiFI activities to the SPECIFI
project and enthusiastic work done to build a
EuropeanCreative Ring of connected, creative and
smartcitizens/cities.

Projects
Design for Europe is a European initiative
that aims to help people use design to accelerate

innovation across Europe, boosting economic
growth and job creation. An international
consortium is building a web platform, set of
case studies and programme of events to share
the knowledge and skills to innovate in business,
the public sector and policymaking. In 2015
ENoLL contributed by hosting a Design for Europe
workshop during the OpenLivingLab Days 2015.
The brand-new web platformwas presented to
a large, interested Living Lab audience, Thanks
to this initiative the ENoLL office is extending
substantially its network of contacts in the field of
design.

Projects
Under the umbrella of FIWARE we are working on two additional

strategic initiatives:
CONCORD is the 5-year Coordination Action
for facilitating and supporting the FIWARE- FIPPP

programme. As part of the CONCORD project,
ENoLL strongly contributed to the Open and
Agile Smart Cities initiative announced at the
Connected Smart Cities Conference.
Follow FIWARE activities at @FIWARE
FIspace as a use case project of the FI-PPP,
FIspace aims at developing and validating novel

Future-Internet-enabled solutions to address
the pressing challenges arising in collaborative
business networks, focussing on use cases from
the agri-food, transport and logistics industries.
FIspace focuses on exploiting, incorporating and
validating the Generic Enablers provided by the
FI-PPP Core Platform with the aim of realising
an extensible collaboration service for business
networks together with a set of innovative test
applications that allow for radical improvements
in how networked businesses can work in the
future.

How to become a member
The European Network of Living Labs (ENoLL) is

both an open community and a legal non-profit
association. If your organisation has activities and
interests in user-driven open innovation, it may
consider joining the community of benchmarked
Living Labs as well as its association of fee-paying
members. See all the different services according
to the membership status here.
The European Network of Living Labs has grown
through annual Waves of calls for membership
since November 2006. Every year, candidate Living
Labs are invited to submit an application to join
the ENoLL network, and following an evaluation
process a final selection of benchmarked Living
Labs are granted the ENoLL label & welcomed to
the network.
Up to today, the 9 waves have resulted in 395
historically recognised Living Labs. You can
discover the more information about the results
of the 9th wave (August 2015) here and for your
information, the 10th wave for membership will
launch towards at the end of 2015.
The ENoLL international non-profit association is

the legal entity created by the European Network
of Living Labs in January 2010. It consists of
Adherent Members, Effective Members, and
Associated Members. All ENoLL-labelled Living Labs
are automatically included as Adherent Members of
the association, with observer rights in the General
Assembly, and access to the general ENoLL
information and events.

Members
Adherent members are organisations
that represent a Living Lab, which was
duly selected according to the ENoLL
selection process (also called a Wave).
During this selection process, adherent
member applicants provide ENoLL with a
motivated application as a Living Lab. If the
organisation meets the criteria set by the
ENoLL association, adherent membership is
granted to the applying organisation.
These members are included in the ENoLL
communication channels, and have the right
to be present and participate in the ENoLL
activities.
These activities only open to ENoLL
members are:
- General Assembly twice a year
- Working Groups
- Thematic Groups
Adherent members do not pay any
membership fees (only an annual
administrative fee), and therefore have no
voting rights in the General Assembly.
Waves are initiated ad hoc on a more or
less yearly basis, with the 9th Wave due to
launch in early 2015.

Associated
Members
Associated members are organisations
which are involved in the object and
activities of the association, but who
are not selected according to the ENoLL
selections process. These members pay
the annual membership fee. They are
mainly companies, universities, cities,
departments, etc.
Through payment of the annual membership
fee they get access to the ENoLL member
activities, but no voting rights in the General
Assembly. They also get full rights to act
and represent ENoLL aisbl.
They can submit candidatures for the ENoLL
elected bodies (and have voting rights if
elected):
- Council: Chair, Vice-Chairs, Treasurer,
Secretariat
- Chairs for Working Groups
- Chairs Thematic Groups

Members
Adherent members can choose to become
Effective members, and have a vote in the
organisation and strategic directions of the
ENoLL association. Only approved Living
Labs can become effective members. They
do so by paying the annual fee, and gain the
following rights:

- They can submit candidatures for the
ENoLL elected bodies:
- Council: Chair, Vice-Chairs, Treasurer,

The General Assembly has all powers

Membership Application
ENoLL Yearly Membership Fee
By default, all ENoLL Living Labs are

Adherent members, but if an ENoLL
Living Lab wishes to upgrade to
become an Effective Member, or an
organisation wishes to support and
participate in ENoLL activities, they
provide the ENoLL Office in Brussels
with a written application containing:
- A copy of the registration as a legal
entity
- The bylaws of the organisation
- A signed proxy for joining ENoLL
- The details for the contact person
- A list of official representatives
who will be mandated to speak on
behalf of ENoLL
The yearly fee is 5.000 and should be

paid at the beginning of each year.
However, for new applicants registering
at the second general assembly for the
year, this yearly fee is reduced by 50%.
The administrative fee is an annual
payment of 500
The ENoLL Council will present these

applications to the ENoLL General
Assembly, who can then approve them.
Once the Application approved, the
applying organisation pays the annual
fee and thus becomes an associated or
effective member.
