Tejpal Singh was a young boy of 25 years belonging to an affluent political family. He belongs to the Jat community which was
consideredtobeveryinfluential,majorlandholdersandfinanciallywelloffintheStateandtheparticularArea.HisfatherRajpal
SinghhadbeenamemberoftherulingpartyintheStatebutsplitupfromthepartyinJune2015duetosomedifferenceswiththe
partyofficebearers.
TherewerehappeningsomemovementinthecountryaswellasintheStateregardinggivingreservationtotheGujarCommunityin
GovernmentjobsandtheHighereducation.TheStateGovernmentthusannouncedthereservationforthesameintheStatethat
eventually caused a turmoil and unrest among the other community in general and the Jaats in particular as they were also
demandingthesame.Asaresult,TejpalSinghwhowashavinginterestinthestatepolitics,vieweditasagoodopportunityfulfillhis
politicalambitionsandthusinitiateamovementforgivingreservationtothemembersofhiscommunityalso.Thecountry,atthe
sametimealsofacingclaimsforthereservationfromtheMuslimcommunity,whichwasgivenintheStateagainstwhichapetition
wasfiledandpendingintheconcernedHighCourtbeingultravirestheConstitutionalprovisions.
Tejpal Singh formed a new political party named Jaat Aarakshan Andolan Samiti and announced that the party will place its
candidatesintheforthcomingMunicipalandPanchayatpollsintheState.
TejpalSinghinitiatedanationwidemovementinfavourofthereservationoftheJatCommunity.Manymarchesandprotestswere
stagedinfavourofthereservationforthecommunity.Duringoneofsuchprotestson27thSeptember,oneboynamedRamanSingh
triedforselfimmolationandwasadmittedtothehospitalwith75%burns.On1stOctober,aclippingwasshownontheNational
newschannelshowingTejpalsayingtoRamanSinghadmittedtothehospitalthatthosewhocreatesuchsufferingsforyouneedto
beburnt,justwatchwhatwewilldonow.Ourcommunitybrotherswillteachthemalesson.
Subsequently,arallywasorganizedinPratapgarhon10thOctober.Thepermissionfortherallywasnotgrantedbytheconcerned
authoritiesasitcoulddisturbthepublicpeaceandharmony.Tejpalonthecontrarydecidedtohavetherallyonthesameplace
despitenothavingpermissionforthesame.Asthepoliticalenvironmentwasveryhotduetohismovement,thelocalpolicewas
directedtokeepaclosewatchonhimsothatnounwantedoccurrencesmayhappen.Therallygroundwassurroundedbythepolice
andmostoftheeminentpeopleofthecommunitywerearrestedwhiletheyweregoingtotherallygroundtohearTejpal.Tejpal
somehowmanagedtoreachthegroundandgaveashortspeechthere.Whilegivinghisspeech;hecursedtherulingpartyalot.One
oftheobjectionablepartsofhisspeechwas
ThisgovernmenthasappointeddogstowatchmebuttheymustknowthatweJatsarenotafraidofthem.Abunchofstupidare
rulingtheStatelettingthesePigstoeatupourshare.Theyneedtoknowthatwehavethepowertorevolution,whichwillcomeand
intheflamesofwhich,thesegangsofstupidwillbeburntaliveandontheirasheswillbeestablishedaGovernmentwhichwillwork
forthepoor,deprivedanddowntroddenpeopleofIndia.
Soonaftertherally,Tejpalwasarrestedbythepolice.Duringhisarrest,Tejpalgavethestatementthatgovernmentisadoptingthe
appeasementpolicy.Heshoutedtheslogan,Kardosabkosaaf,RajkaregaJaat.Followinghisarrest,theStatewitnessedalarge
scaleviolenceinmanypartsofitinwhich15peoplewerekilledandabove100wereinjured.
Itwasallegedbythepolicethatatthetimeofhisarrest,Tejpalwasinpossessionofacountrymaderevolverandlivecartridges.It
wascontendedthattherecordingwasdonebyoneofthetwoaccomplices,alsoafreelancereporter,whoaccompaniedTejpalto
thehospital.ThevideoclippingwasobtainedbythepolicefromthenewschannelandsentfortheFSLforvoicespectographytest,
thereportofwhichwasawaitedtillthispetition.AnFIRwaslodgedagainsthimandhewasbookedunderSec120A,121,124A,
153A,153B,188,505IPC.
ThisisthepetitionfiledonbehalfofTejpalbeforetheHighCourtoftheStatetodropallthechargesagainsthim.
