BID QUALIFICATION REQUIREMENTS (BQR)

Technical Experience:
The invitation to bid is open to the eligible Indian Contractors individually
or as Consortium.

Planning, Design and Engineering of Civil Works and Hydro


Mechanical Works:
Should have carried out Detailed Design and Engineering of civil and
hydro-mechanical works of a Hydro Electric Project with an underground
power house having installed capacity of minimum 125MW which should
currently be in trouble free operation.

III

Civil Works:
a)

Tunnel works:
Should have successfully executed tunneling work of at least 450m
length and 6.0m finished diameter

using any method in a single

Contract.
b)

Power House Excavation Works:


Should have successfully done excavation for an underground
cavern of

minimum 18m width or more in a Hydro Electric Project.


(or)

Hard rock excavation to a quantity not less than 50,000 cubic metre
in a single contract in a Hydro Electric Project.
c)

Power House Civil Works:


Should have successfully executed all Civil works including Machine
foundation for underground/Sub-surface/Surface Power House of
minimum 18m width or more in a Hydro Electric Project.

IV

Hydro Mechanical Works:


Gates & Hoists:
Should have done design, manufacture, supply erection, testing and
commissioning of minimum 200 MT of Gates and Hoists in a Hydro-Electric
Project.

Turnover:
The annual turnover of the bidder should not be less than Rs.63 Crores
during any one of the last 5 (five) financial years (i.e) 2011-12, 2012-13,
2013-14, 2014-15 & 2015-16. In case of Consortium, the collective
turnover of all the Consortium members shall be Rs.63 Crores or above
during any one of the above said financial years.
The bidder/Member of Consortium must have earned net profit after tax
for atleast three financial years with in the preceding five (5) financial
years 2011-12, 2012-13, 2013-14, 2014-15 & 2015-16.
The Bidder shall submit the Audited Annual Financial Statements for the
last five (5) years 2011-12, 2012-13, 2013-14, 2014-15 & 2015-16 to
satisfy the BQR.
The firms who have applied for Corporate Debt Restructuring (CDR) or
Board of Industrial and Financial Reconstruction (BIFR) during the past
three years 2013 14, 2014-15 & 2015-16 and as on the date of
submission of the bid are not eligible to participate in this tender.

VI

Bidders:
The bidder can bid either as a Single Bidder or as a Consortium.
a)

Single Bidder:
(i)

In case of single bidder, he should have carried out all the


works mentioned above (II to IV) in a single contract or under
various contracts either as a single bidder or as a member of

Consortium. If having experience as Member of Consortium,


this single bidder should have carried out the works by himself.
(ii)

Bidder shall be allowed to propose/engage consultant having


credentials as per II as sub-contractor for Planning, Design and
Engineering of Civil works and as per IV as sub-contractor for
Hydro Mechanical works if Technical Experience criteria specified
under II and IV are not met by the bidder.

b)

Consortium:
The Consortium bidding for the tender shall comply with the
following minimum requirements:
(i)
(ii)

The Consortium members shall not be more than three.


The leader of the Consortium shall meet any two of the technical
experience criteria specified under III a, b & c either as a single
entity or as a Consortium member.

(iii)

The other Consortium members should have carried out at least


one or more of the works stipulated in Para II, III & IV not met
by the leader.

(iv)

The Consortium shall be allowed to propose/engage consultant


having credentials as per II as sub-contractor for Planning,
Design and Engineering of civil works and as per IV as SubContractor for Hydro Mechanical works if, Technical Experience
criteria specified under II and IV are not met by the
Consortium.

(v)

The Consortium with all members along with Sub-Contractor


shall collectivity satisfy as a whole, the complete specified
technical experience criteria under Paras II to IV.

(vi)

The members who take part in this tender under one


Consortium cannot be a member/associate in other consortium.

(vii)

There shall be no conditional offer in the consortium agreement


with regard to this project.

(viii)

An undertaking in original shall be submitted by proposed sub


contractor(s) for planning, design and engineering of civil works
and Hydro Mechanical works as per specified format.

The

bidder/Consortium

member

shall

furnish

the

documentary

evidence such as end user certificate etc., in support of the works


mentioned in paras II to IV along with the tender. In case TANGEDCO
is the end user, the bidder shall furnish the details of the works carried
out

and

TANGEDCO

shall

verify

the

performance

of

the

bidder/Consortium.
General:
The experience of bidder / Consortium partner who has executed the
work in fulfilment of Bid Qualifying Requirements, as a member of
Consortium in any other project can also be considered provided:
a) The allocation of scope of work between the partners of
Consortium

is

clearly

defined

in

the

the executed Consortium

agreement/contract and bidders scope of work executed by him


as individual contribution in Consortium meets the Qualifying
Requirement.
b) Joint venture experience of the individual company can be
considered only if, the Identity of the particular company is
maintained in the JV agreement and the agreement is identical to
Consortium agreement.
c) The equity participation of the individual company under Joint
Venture should not be less than 35%.

The bidder must enclose with the bid all the relevant documents for
meeting the Technical and Financial requirements stipulated in the Bid
qualification requirement condition. The relevant documents include,
consortium

agreement,

Power

of

Attorney,

Audited

Financial

Statements, Undertaking from Sub-Contractor(s), Board resolution and


other duly authenticated documents showing by which person and in
what manner the contract may be entered into by or on behalf of the
bidder and also showing who can give valid receipt on behalf of the
bidder and also the extent of his authenticity and responsibility.
The above said documents must be legalized by the local
authorities (attested by Notary Public)/ Chamber of Commerce
at the place of issue. Any bid not containing these documents,
or if such documents are incomplete or do not conform to the
aforesaid norms will be summarily rejected.
