14. Hennepin County currently assesses a Solid Waste Management Fee (SWMF) of 14.5
percent on non-residential garbage service. Recycling services, including organics, are
exempt from the SWMF. How do you think an increase in the SWMF would affect recycling
at your facilities?
15. What would you think about mandates requiring businesses to recycle or participate in an
organics waste collection program?
