Statement of Circumstances
(Queens Regulations and Orders for the Canadian Forces, art. 112.51(3))

1. At all material times, MWO Chapman was a member of the Regular Force,
Canadian Armed Forces and employed as part of the All-Source Intelligence
Centre for the Joint Task Force Kandahar.
2. MWO Chapman was in Cyprus with a couple of members of his unit, including
Cpl A.G., as part of the decompression phase following his deployment in
Afghanistan.
3. On the last night in Cyprus, on or about 13 May 2010, MWO Chapman knocked
on the hotel room door of Cpl A.G. at or around 3:00 AM.
4. He explained to Cpl A.G. that he needed to use the spare bed in her room since
his roommate, then WO Lund, was with a woman in their room. He knew this to
be false.
5. Cpl A.G. let MWO Chapman, who was apparently intoxicated, into her room on
the condition that he would sleep and not talk, and indicated the spare bed that he
would be using.
6. Once in bed, after being repeatedly told to go to sleep and stop talking, he asked
Cpl A.G. if she wanted to cuddle with him.
7. Cpl A.G. said: No, we will not cuddle, you are here to sleep, which MWO
Chapman heard and understood.

8. Moments later, MWO Chapman left his bed and approached Cpl A.G.s, and
again suggested that the two off them cuddle.
9. Cpl A.G. refused and even tried to reason with him, mentioning the fact that he
was married and that he would see his wife and children the following day.
10. MWO Chapman then leaned over her bed, kissed Cpl A.G.s neck and tried to
grab her breasts.
11. At this point Cpl A.G. told him: you need to get the fuck out of the room and
added that she was not going to play this ridiculous game.
12. MWO Chapman told her he was going to stop and pleaded with her to allow him
to remain in the room. She accepted. Before sleeping, however, he said that he
was going to have a cigarette.
13. MWO Chapman smoked a cigarette close to the rooms balcony door. While
doing so he was talking to Cpl A.G., who was trying to sleep.
14. Once his cigarette was done, instead of going directly to his bed, he again tried to
get in Cpl A.G.s bed, again kissing her face and trying to grab her breasts.
15. Cpl A.G., who was panicked at that point, told him to stop and to get the fuck
out and started pushing him towards the door.
16. Once close to the door, MWO Chapman started pushing back away from it.
17. At that point, Cpl A.G. feared for her safety, froze, became angry and started
pushing him more forcefully.
18. MWO Chapman only went away when Cpl A.G., as she was pushing him,
threatened to call the Military Police.
