Practicum Library Evaluation


Texas Standards and Principles of Learner-Centered Librarianship
Standard I. Learner-Centered Teaching and Learning
Goal: To promote the integration of curriculum, resources, and teaching strategies to ensure the
success of all students as the effective creators and users of ideas and information, enabling them to
become lifelong learners.
Principle 1. Acceptable - The librarian models and promotes collaborative instruction with teachers,
as determined by the independent and diverse needs of all learners, and within the context of state
curriculum standards.
A. Acceptable The LMS is knowledgeable of the TEKS and collaborates with teaches in all
subject areas to integrate State-mandated curriculum into at least 55% of the lesson plans
presented in the library.
B. Acceptable - The MLS does not specifically integrated a specific research process, but
pulls different topics to fit the needs of students and per teacher requests.
C. Below Instructs less than 55% of the students in effective use of print and electronic
resources related to curricular and/or independent learning needs to assist students in
developing their own research strategies, in compliance with ethical standards. The LMS
has already discussed finding reliable resources on Google searches and determining if
resources are reliable, other lessons have included netiquette. One of the MLS
responsibilities is to teach a technology integration course to sixth grade, she recently
discussed Google docs and how students could work together on projects and teachers
could view each students input.
D. Below differentiates instructional strategies according to multiple learning styles of less
than 55% of students with consideration to individual and corporative grouping and
aligned with students prior learning and experience.
E. Acceptable Collaboratively assists at least 55% of students in developing research
strategies and communicating findings in a variety of formats.
The MLS (media library specialist) informed me that in a few weeks, she will begin to sit in on
grade level planning meetings. This has not occurred yet, because she was asked to give the
teachers a couple of weeks to get adjusted and back on a routine. Attending grade level meetings in
not new, the MLS was a part of planning collaboration last year. The MLS follows the technology
TEKS and works with teachers to ensure the technology TEKS are being taught in the classroom or
through lessons in the library. The MLS, the computer technician, and each grade levels supplies
students with a variety of websites and electronical databases for student research purposes.

Integration of research strategies depends on the curriculum and varies by grade level. The school
recently remodeled the library and relocated the computer lab adjacent to the library. During
technology lessons, the MLS, the classroom teacher, and computer technician are hands on to assist
students, they work collaboratively and integrate different learning styles with the help of
technology. Examples include integrating visual aids and allowing students to work as part of a
group.
Principle 2. Acceptable The librarian works collaboratively with students, teachers, and the
community to promote local, state, and national reading initiatives that encourage learners to read,
write, view, speak, and listen for understanding and enjoyment.
A. Acceptable - The MLS includes storytime and booktalks to encourage younger students to be
lifelong learners. The full integration has not been completed, the younger learners are still
learning the process of looking for books and checking out. The library was relocated during
the summer and it is still not running to its fullest capabilities.
B. Acceptable - The students participate and read in the Texas Bluebonnet Award reading program,
the Texas 2x2, the Newberry Award, and Caldecott Medal award list, links can be found on the
school library website as well.
C. Below The LMS does not work individually to change reading promotion displays less often
than every 9 weeks throughout the year.
D. Acceptable - The school district has a program called Reading with the Eagles, which includes
the participation of high school students reading to younger grade level students. I have
observed the MLS have several one-on-one conversations with patrons.
Principle 3.
Recognized The librarian collaborates, designs, and provides ongoing instruction for
staff and students in the integration of information technology and information literacy, emphasizing
and modeling the ethical use of resources.
A. Recognized - In the weekly planning meetings, the MLS and teachers discuss areas of need in
regards to informational literacy, ethics, and technology.
B. Recognized - In Allen ISD, the MLS and the computer technician work closely to address the
needs of students and staff and integrate technology and informational literacy. The MLS
stated veteran teachers are more likely to ask for specific lessons.
C. Below - The library is on a modified flexible scheduling, and the MLS relies on parent
volunteers to help with clerical work. Parent volunteers are not scheduled for every day or full
days.
D. Acceptable - The MLS understands the reading assessment instruments given to younger
students, students then according check out their leveled readers from the library.
E. Acceptable Conducts professional development for campus personnel and others, such as
district personnel and parent teacher groups at least 1 time annually that supports the school
library program elements found in State-mandated curriculum, the SBEC guidelines, the STaR
Chart at the target technology level, and national standards for library program.

F. Below Does not use online training modules that support the school library program elements
found in State-mandated curriculum, the SBEC guidelines, the StaR Chart at the target
technology level, and national standards for library programs.
G. Acceptable The LMS updates personal knowledge and skills as directed by district staff.
Fulfills SBEC Standard Certificate Renewals.

Standard II. Learner-Centered Program Leadership and Management


Goal: Acceptable To demonstrate effective school library program leadership and management
throughout the school, the district, and in local, state, and national activities and associations.
Principle 1. Acceptable. Planning: As an advocate for libraries, the librarian leads in the development
and implementation of a library vision, mission, goals, objectives, and strategic plan that incorporate
sound policies and practices.
A. Acceptable A few years ago the Media Library Specialists as a district collaborated and wrote
their own mission statement, and adopted similar standards from the American Association of
School Librarians for the 21st Century Learner.
B. Acceptable - Meetings with the district technology integration coach, MLS, and grade levels are
set up with the purpose of focusing on the needs of each grade level while incorporating their
AASL standards by the MLS as well as the technology TEKS, and student achievement TEKS.
This month the meetings will be on September 28 and 29, the committee will decide which
student TEKS can be enhanced with the integration of technology and the services of the media
library resource center.
C. Acceptable - The MLS does have suggestion box for the purpose to encourage student
participation, but no student has submitted any suggestions so far. No other forms of
communication have been established, the MLS is solely in charge of the management of the
school library program.
Principle 2. Below. Organizing and Staffing: The librarian manages staff, volunteers, and partners to
support the curriculum, to satisfy learners diverse needs, and to encourage lifelong learning.
A. Acceptable - Vaughn Elementary has a student population of about 700 students, an increase of
170 students due to the integration of the GT program this year. Vaughn has 1 certified MLS, and
no paraprofessionals.
B. Below - The MLS relies heavy on parent volunteers, and has them currently come in and assist
three times a week, but is still looking for more assistance
C. Below - Allen ISD has 17 elementary schools, 3 middle schools, 1 freshman center, and 1 high
school. There is only one All-Level Director/Coordinator who is not an MLS and services as the
Coordinator of Special Programs, which includes the ESL, Bilingual, Head Start, Migrant
Services, Federal Title Programs, Early Childhood and Language Support Center, and Library
Services. The Special Programs Coordinator does have an administrative assistant. There is a
Technical Service Coordinator who assists with technology integration. I had an opportunity to
speak with the new Special Programs Coordinator, she stated MLS is new to her and is still
learning about the program and everything it entitles.

D. Level of Support of Student Achievement Below - The Vaughn library is on a flexible schedule
and allows students to come in throughout the day, unfortunately access before and after school
is less than 5 hours.
Principle 3. Acceptable. Budgets/Funding: The librarian advocates for funding and manages school
library program budgets to build and maintain a program with resources and services that support a
curriculum designed to develop information-literate students who achieve success in the classroom and
function effectively in the community.
A. Acceptable - The campus receives a budget less than the recommended for student
achievement. Currently Vaughn received only $2,800 from the district. Principals in Allen also
allocate funds for the library ranging from $700-$500 each year. The district also allocates
funds for ebooks on Overdrive for the elementary level of $11,000 but funds are distributed
evenly amount the 17 elementary schools and ebooks are shared district wide. The PTA at
Vaughn donates books and money each year to the library from book fair sales.
B. Acceptable - The MLS does understand the bidding process and district guidelines. The MLS
is only allowed to utilize approved district vendors and shops for the lowest price on items. The
MLS at Vaughn has placed an initial order to replace the outdated nonfiction books she has
weeded out.
C. Acceptable - The MLS pulls reports from the Atrium system to help analyze the collection once
a year and makes purchasing decisions, especially in regards to school curriculum and needs.
The MLS did state that no one really checked and that her orders did not need approval before
placing them.
Principle 4. Below. Research/Assessment/Reporting: The librarian manages a successful program by
demonstrating the value of the library program through research, data collection, assessment,
evaluation, and dissemination of information about services and resources.
A. Below - The MLS does pull reports off of Atrium to assess the collection, for example the age
of the collection. These reports are not at the level of the noted examples of the Annual
Evaluation Report included in the supplemental resources.
B. Below - There is no plan developed or in place to improve the library services, the district has
not been evaluating each library, and the campus administrator has not requested an evaluation
of this particular library.
C. Below Does not use the assessment of library program to advocate for the development of the
library. The previous Specials Programs Coordinator for the district was only in position for
two years and now there is a new coordinator, who is also not familiar with MLS. Hopefully
once the coordinator becomes more familiar with MLS she will begin evaluating the library
program and asking for annual reports.

Standard III. Learner-Centered Technology and Information Access -- Strategies


for Librarians

Goal: To promote the success of all students and staff by facilitating the access, use and integration of
technology, telecommunications, and information systems to enrich the curriculum and enhance
learning
Principle 1. Acceptable The library media program provides a balanced, carefully selected, and
systematically organized collection of print and electronic library resources that are sufficient to meet
students needs in all subject areas and that are continuously monitored for currency and relevancy.
(Correlates to NBPTS Library Media Standards, Standard I, II, III, VI www.nbpts.org/pdf/ecya_lm.pdf)
In the following Program Development stages, the librarian:
A. Recognized Provides a balanced and current collection of at least 11,700 books, or at least
16 items per students at the elementary level. Even though the average age of the collection
is about 18 years we are currently working on weeding and updating the collection.
B. Below The overall average age of the collection is 18 years. The LMS has weeded out
many books especially after the renovation, but it is still not up to date.
C. Exemplary Library technology infrastructure (including all 9 computers) meets the
standards as designated by campus STaR Chart at the Target Tech Level, which includes 4
or less students per Internet-connected multimedia computer. The library includes 9
student computers connected to the internet with access to the school OPAC. The library
also has a set of laptops available at its dispense.
D. Below The LMS does not participate in the TexShare, the statewide consortia information
sharing project, nor does she participate including electronic subscriptions to magazines or
newspapers.
E. Below The LMS does not provide print periodicals, research journals, or periodicals for
leisure for students nor staff.
F. Below Does not provide students or staff with any local or major metropolitan area
newspaper nor in print format or electronically.
G. Below Does not follow any written, board approved, selection and reconsideration policy.
The policy currently in place is outdated and was written by one of the previous directors.
H. Below Uses fewer than 2 professional, up-to-date resources, to locate, evaluate and select
materials. The LMS utilizes Kirkus Reviews and publisher brochures to select materials.
I. Acceptable Builds the collection based on knowledge of the curriculum, state educational
objectives, students characteristics and needs. The LMS accepts input from both staff and
students.
J. Acceptable The LMS weeds using format tools such as the CREW methods.
Principle 2. Acceptable The librarian models and promotes the highest standard of conduct, ethics,
and integrity in the use of the Web and other print and electronic resources. (Correlates to NBPTS
Library Media Standards, Standard III, VI, IX) In the following Program Development stages, the
librarian:
A. Acceptable The LMS complies with current school board policies, legislation and
regulations regarding access, copyright, plagiarism, confidentiality, selection and
reconsideration of materials, and other legal issues that affect the library media program.
B. Acceptable The LMS maintains copyright permission/license status for 100% of learning
materials in the library.

C. Acceptable Clearly marks copyright warning notices on all copy-enabled equipment


located within and circulated from the library.
D. Acceptable Monitors copyright status of print and audio-visual materials in the library.
The LMS labels the material with the copyright protected stickers.
E/F. Acceptable- Provides training upon request for students and staff in campus and district
Internet policies, the principals of copyright, plagiarism, intellectual freedom, confidentiality,
the rights of users, and other intellectual property concerns. The LMS provides training in the
beginning of the year for all staff. Communicates to teachers, administrators, and others,
policies and procedures that advocate compliance with copyright, campus and district Internet
policies, and other relevant laws.
Principle 3. Acceptable The librarian employs existing and emerging technologies to access, evaluate,
and disseminate information for integration into instructional programs. (Correlates to the NBPTS
Library Media Standards Standard II, III, IV, V, VI) In the following Program Development stages, the
librarian:
A. Acceptable Provides students and staff access to electronic library resources in the library
and remotely. Students and staff have access to Atrium the OPAC system.
B. Recognized Provides a web-delivered online public access library catalog in the library
and campus-wide. Students and staff can access Atrium but the link is not on the library
web-site.
C. Exemplary Provides one administrative computer per library staff member. The LMS has
a computer in her office, and another administrative computer at the circulation desk in
which her volunteers can utilize.
D. Exemplary Provides three computer dedicated to circulation and one computer dedicated
for teacher use.
E. Acceptable Facilitates technology literacy skills, including multimedia and the Web, in
support of learning. Works with 6th grade and presents technology literacy skills from
utilizing Google research to coding.
F. Acceptable - The LMS does serve on the school technology committee.
G. Acceptable Does not participate in the Texas State Library and Archives Commission
(TSLAC), but does provide information and training on local interlibrary loan. Principle 4. Acceptable - The librarian models information problem solving processes while
providing formal and informal instruction about reference and research techniques. In the following
Program Development stages, the librarian:
A. Acceptable Facilitates teacher-developed assignments. The LMS assists teachers upon
request with lessons and assignments.
B. Acceptable Teacher provides library media lessons, and introduces students and teachers
to the use of technology and online databases as tools for accessing, gathering, and using
relevant information.

Standard IV. Learner-Centered Library Environment -- Strategies for Librarians

Goal: Acceptable - To provide design guidelines for facilities to allow for manipulation, production,
and communication of information by all members of the learning community.
Principle 1. Acceptable: The design of the school library is aligned with the educational objectives of
the learning community. The library environment is designed for flexible access and supports all educational objectives of the library program.
A. Acceptable - The older elementary schools in Allen ISD are going through a phase of
renovations. The elementary schools are being renovated with the same design/layout as the
newly built elementary schools. Mrs. Beazley, the LMS had no input regarding the design of
the new library.
B. Below - When asked about the Commissioners Rule Concerning School Facilities she was
unaware of the specifics. After locating the guidelines, I can verify the library does have a
reading/instruction area, reference/independent study area, a stack area, circulation desk/area,
computer/online reference area, with a storage room and office in accordance to the
Commissioners Rule Concerning School Facilities.
C. Below Because the district plans all the renovations, the LMS does not network with other
librarians to acquire trends in design and specification or developed a portfolio for future
construction or renovation.
D. Table 1 Library Space Allocations - The library does meet the minimum square footage for
the schools maximum school capacity of 700 with 4,392 square feet, not including the LMS
office and storage area. The library has two instructional areas and does take about 35% of
the library space, but the circulation desk area is only about 20% of the library space. The 8
student computers located in the library only take about 45 square feet of the library space.
The LMS did not network with anyone in regards to design and renovation of the new
library. The district utilized the same design/layout for all the elementary school that have
been recently renovated and newly built.

Principle 2. Recognized: The library is designed to serve as a flexible, functional, and barrier-free
simultaneous-use facility for individuals, small groups, and classes as described by state and federal
guidelines. The library is also designed to maximize the use of available space to permit displays of
student, faculty, and community-produced materials, and collections. The facility provides all members
of the learning community opportunities to explore and meet their information and recreational needs
during and beyond the school day. The library provides an exemplary level of safety, security, and an
age-appropriate facility for all individuals, small groups, and classes.
A. Below - The LMS has not yet displayed the work of any student or staff member. The
library was recently renovated just this summer and the LMS is continuing to unpack boxes
of library books. The LMSs main objective was to open the library and have students
check out books at quickly as possible.
B. Exemplary - She is more than 90% complete, and we are currently working on organizing
and making proper labels for easy student access. Even though the library is not dazzled
with decorations, Mrs. Beazley does a wonderful job of making everyone feel welcomed.
90% of the library shelving is the recommended standardized measurement and located
primarily on the perimeter of the library.

C. Acceptable - Unfortunately the nonfiction shelves do not accommodate room for extra shelf
space for growth. 60% of the entire collection is nonfiction, with the average age of 1998.
Weeding can help with the much needed shelf space.
D. Acceptable - The library is designed with a lot of space to display community and student
work on the walls, and shelves.
E. Recognized - According to last years STaR Chart Summary Vaughan meets the standards
at the Advanced Tech Level, falling behind on the computers per student. Since the
renovation the technology infrastructure falls under advanced for the internet access
connectivity speed, computers still freeze up when there is a high percentage of student
population on the internet. Classrooms are equipped with a variety of technology tools
ranging from IPads, chrome notebooks, smart boards, all of these technology tools are also
located in the library. The LMS has a classroom set of technology tools to help with
instructional integration.
F. Exemplary - With the renovation, the library was furnished with all new comfortable and
age-appropriate furnishings.
G. Acceptable - The library does comply with the Americans with Disabilities Act (ADA) with
the one exception of not having a mic installed for a student that has a 504, a help ticket has
been submitted to install a mic in the library. I would make minor adjustments in the
instructional area seating arrangements to assure better wheelchair access to the smart
board.
H. Exemplary - The quality of the construction is excellent and in compliance especially being
so new.
I. Below - The physical design of the Library doesnt really allow for access of more than 5
hours per week beyond the instructional day, due to the fact that the library is located in the
center of the school. School regulations do not allow visitors into the building after 4 pm
and before 7:30 for the safety of the children and staff.
J. Recognized - The library is very wide and open, and has 3 columns that really dont
obstruct the view especially since two are located towards the back of the library.
K. Acceptable - The LMS is required by the district to complete an annual inventory and report
losses to the principal and the district coordinator. The district does not fine elementary
students and the LMS reported losses of books has increased over the years.
L. Below The LMS is unaware of professional standards such as the architecture and
engineering standards published by IES.
M. Acceptable - The renovation design is determined by the district and is following the same
guidelines and design of the newly built elementary schools. One of the first issues we had
in the library was the air conditioning, it was cooler in the hall way than inside the actual
library. Being a newly renovated building, you are bound to have some issues, but a help
ticket has already fixed the problem.
N. Exemplary - The LMS has arranged her furniture and equipment to allow for effective
traffic flow, but there is still extra furniture that has not been stored or taken away from the
library.
O. Below- The LMS has used less than 55% of the available display space to promote reading.
I believe once all the boxes of books are shelved and extra furniture is taken away, the LMS
will begin decorate and display student work.

Standard V. Learner-Centered Connections to Community


Goal Acceptable To provide information equity by working for universal literacy; defending
intellectual freedom; preserving and making accessible the human record; ensuring access to print and
electronic resources; connecting school faculty, staff, and students to community resources and
services as needed; and by connecting community members to school resources and services as
appropriate.
Principle 1. Acceptable The librarian develops a school library program that offers students, faculty,
and staff, families, partners, and community constituents opportunities for participation and
collaboration in the library and educational community. The librarian promotes/encourages broad
school and community-based advocacy for the school library program to support student success.
A. Acceptable: At this time there is some evidence the LMS has established partnerships and
collaborations with teachers and staff to advocate for the school library program and responds
to requests for partnership and collaboration.
B. Acceptable: The LMS participates in Bedtime Stories, in which everyone wears pjs to school
and the administrators read books to the children. The library is also open during the PTA
nights.
C. Acceptable: The LMS does have a few parents and grandparents who volunteer and help
advocate for the library program, these same few parents advocate for the support of the library
to the PTA.
D. Acceptable: The LMS sponsors several events to promote the school library program including
Blue Bonnet Readers, Blind Date with a Book, the Golden Ticket, and Read to Succeed.
Principle 2. Acceptable The librarian facilitates broad access to library resources and provides
opportunities for use for students, faculty and staff, families, partners, and community constituents.
A. Acceptable - Parents can find a link on the school website as well as have easy access to the
Parenting Section in the library. Parents can request a book by filing out a request form or
simply come to the library to check out the parenting books. During PTA events, parents are
given general information on the print and electronic library resources. The LMS stated it
was difficult to present information during individual grade level parent sessions, many
times the library information including accessing online resources is given out by teachers
and is embedded within grade level presentations.
B. Below The does not provide training or training materials in the use of print and
electronic library resources to families and community members.
C. Below Does not make online training available.
D. Acceptable - The LMS does have a library web site, I did find one link to graphic
organizers that wasnt working. The website does provide several links to grade level
websites and Symbaloos, as well as a portal to the Overdrive eBooks and the audio books.
The website needs to be maintained with updated links for students, families, and
community and virtual learning websites.
E. Acceptable - Due to the security issues having the library open beyond the instructional day
has become difficulty.

F. Acceptable - The library is not open during the summer, but students do have access all year
round to the Overdrive eBooks and audio books.
G. Acceptable - The Allen Public Librarians work very closely with LMS and promote ALLen
Reads a summer reading program. Encourages students to read during the summer months
with the help of the Allen public librarian.
Principle 3. Acceptable The librarian is knowledgeable about learning differences and ethnically and
culturally diverse interests of the school and local community and develops a school library program
that responds to these unique community characteristics.
A. Acceptable - The LMS does acquire resources for gifted children, and resources include
topics on sensory integration disorder and books on special needs children.
B. Acceptable - Is aware of ethnically and culturally diverse community members and
integrates this information into library programs and services.
C. Acceptable - The district as a whole purchases eBooks for the ESL population, allowing
different ethnic and cultural groups across the district to access and share the eBook.
D. Acceptable - The LMS recently requested an installation of a MIC system in the library to
accommodate a student with a 504 with a hearing issue.
Principle 4. Acceptable The librarian, in partnership with community organizations, develops,
maintains, and markets the vision, goals, and needs of the school library program to the broadest
community constituency to promote the library and student success.
A. Acceptable - The LMS does have a working relationship with other district libraries. The
elementary libraries keep in contact via email and keep in constant communication
answering each others questions.
B. Acceptable - Monthly district meetings also allow LMS an opportunity to discuss
resources to support student learning. I looked on several of the Allen elementary library
websites and every mission statement was different. Due to the fact that the Library Media
Department has not had a stable coordinator set in place over the last several years, the
district vision for the Library Media Department has been lost.

Standard VI. Learner-Centered Information Science and Librarianship


Goal: Acceptable - To promote the success of all students and staff by: providing information equity;
working for universal literacy; defending intellectual freedom; preserving and making accessible the
heritage of all cultures; and ensuring that equal access to resources in all formats is available for
everyone.
Principle 1. Acceptable: The librarian works collaboratively with other information professionals in
support of the library program, student achievement, and the profession, and understands the role of all
types of libraries in an integrated learning environment.

A. Acceptable: The campus library collection is available through an Atriuum link and
students can search the catalog from a school computer. While at home students can log
into Citrix Student Resources, unfortunately some LMS voiced their concerns Citrix
wasnt compatible with Macs and students couldnt log in. Ebooks are always available
via OverDrive. During a district meeting the LMS discussed making the district library
collection more easily available for patrons and community members.
B. Acceptable: The LMS does maintain a website with collaboration with campus staff and
provides grade level links via Symbaloo. The website does have links to the various
library database links, but it is missing the online TexQuest resource database. It does not
have links to the public library database or any other academic library online catalogs.
C. Recognized: Within the last two weeks the LMS has met with a Region 10 educational
consultant, the district technology instructional specialist, and every grade level on our
campus. During meetings we discussed grade level appropriate technology tools and how
the LMS could offer on-site campus support. The LMS was an active participant, but did
not assume a leadership role.
D. Below: (more like Not applicable) The elementary LMS does not collaborate with
librarians in institutions of higher learning to provide high school students and staff
access to collections and services.
E. Acceptable: The LMS has collaborated a few times to provide educational outreach
through museums, science centers, and other institutions. For example, just last week first
grade was able to Skype was a meteorologist. Most of the time the LMS reaches out to
authors.
F. Acceptable: The Allen public library has a liaison for elementary schools, she is in constant
communication with the elementary LMS. The liaison focus on the younger grade levels,
kinder and first, in raising awareness, while the upper elementary grade levels focus on
the community ALLen Reads Program.
Principle 2. Acceptable: The librarian creates a school library program that is recognized as the
central element in the intellectual life of the school as evidenced by use of statistical measures to
evaluate and improve the program.
A. Acceptable: After meeting with grade-levels, 5th grade requested the LMS teach literacy
skills pertaining to accessing information effectively through district and state research
databases. The LMS already teaches 6th grade literacy skills. When first and second grade
begin their unit on mammals, the LMS will also discuss informational literacy skills.
B. Acceptable: The LMS serves on the Campus Improvement Team, they meet once a month
to evaluate the schools need assessment, and serves on the Campus Technology Team
which also meets once a month
C. Acceptable: The LMS does evaluate the program, but it is not nearly as comprehensive as
the Annual Report provided by the supplementary resources. The LMS evaluates the
program twice a year, in the beginning and at the end of the year. She looks at the age of
the collection, number of items per students, and number of items in each category. She
utilizes the information to help her improve her collection. She submits an annual report
including the inventory to her principal and to the district.
D. Acceptable: The LMS does receive informal input from staff in regards to the collection.
The LMS stated the input is mostly from the language arts teacher and surprisingly the

math teachers come in second. The LMS also stated the cadres and the district make many
suggestions as well.
Principle 3. BELOW The librarian applies and implements the principles and concepts of collection
development: evaluation, selection, acquisition, and organization of information, and employs
standard bibliographic and retrieval techniques.
Even though half of the specific requirements were below while the other were acceptable, I felt A and
B were crucial in order to support students and staff needs.
A. Below: The LMS does not utilize a campus/district selection and acceptable use policy.
According to the LMS the district does not have a policy set in place. The district has not
had a permanent Library Media coordinator that has set a selection and acceptable use
policy in place. Currently the district coordinator, who does not have LMS background, is
working with region 10 to set such policies in place.
B. Below: The LMS does not have collection development plan, as of her BOY reports her
collection has an average age of more than 18 years. The folklore, poetry and literature,
and history has an average age of 20 years. The time sensitive material including science,
technology, travel and geography has an average age of 16 years.
C. Acceptable: The district does employ cataloging standards, with at least 70% of
bibliographic records in compliance with MARC 21 standards. Atrium, a web-based
library management system helps the LMS to stay in compliance with the MARC 21
standards
D. Acceptable: The campus does utilize the Z39.50 database to assist with cataloging.
Principle 4. Acceptable: The librarian evaluates and selects existing and emergent technologies to
support the library program in coordination with the Texas Education Agencys Long-Range Plan for
Technology and the campus STaR Chart.
A. Acceptable: The LMS does know and understand the campus Long-Range Plan for
Technology and has some input into the assessment of technology through the campus
STaR Chart. Since the school began planning for renovations two years ago, the LMS and
Campus Technician have given input into the assessment of technology.
B. Acceptable: The LMS has attended training on TexQuest, with an emphasis on Google
Integration and has begun training students in accessing the statewide database and using
Google docs with TexQuest. The school library page has a link to statewide database and
has recently began promoting the database.
C. Acceptable: Currently the LMS selects existing and emergent technologies she has viewed
in conference demonstrations. She has recently attended the Plano Library Expo and plans
to attend TLA or TCEA.
D. Acceptable: The LMS does facilitate student-centered learning by modeling effective use of
existing and emerging technologies. Just recently 6th graders began working with coding,
they choose their project, the teacher was several students who had learned coding the
previous year in an after school program. The students were engaged and exploring
different aspects of coding commands and their products varied from games to tacos and
butterflies flying.

Principle 5. Acceptable
The librarian communicates effectively with students and staff to
determine information needs and applies knowledge of literature to guide development of independent
readers.
A. Acceptable: The LMS does meet regularly with grade levels and attends departmental
meetings, she does works collaboratively with teachers to identify informational needs
related to educational priorities.
B. Acceptable: The LMS fulfills at least 75% of student and staff curriculum requests. Many
staff requests are from cadre meetings, and due to funding the district helps fulfill those
requests.
C. Acceptable: Just last week the LMS discussed the research process with fifth graders, not
all the aspects of the Big 6 Model were incorporated. Due to timing only information
seeking strategies, locating and accessing information, and using relevant information
was discussed.
D. Acceptable: The LMS assists students to develop search strategies for locating information
and resources. The library has access to a class sets of Chromebook and can easily step
next door to the computer lab to help assist students locate information
E. Acceptable: The LMS does an excellent job relating reading to students interest,
background, and enjoyment. She takes the opportunity to have real conversations with
students and get to know them.
F. Acceptable: According to the LMS she has never had to request materials through
interlibrary loan from state programs. She has borrowed and requested material from
local/city libraries, but has never needed to use her personal or institutional library card to
borrow needed resources. The LMS stated the local public library has always loaned
book to the school upon requests.
G. Acceptable: The LMS supports the campus literacy program, in an effort to improve
reading scores she has increased her nonfiction selection. The district does provide a Head
Start, ESL instruction, and GED programs but houses them in specific geographic areas
close to patrons.
Principle 6. Acceptable: The librarian demonstrates ethical behavior and promotes the principles of
intellectual freedom, information access, privacy, and proprietary rights.
A. Acceptable: In the BOY the LMS implements the district policies on Acceptable Use,
Copyright, Intellectual Freedom, and Plagiarism adopted by the district. The LMS stated
she has several reminders throughout the year, especially when policies broken.
B. Acceptable: The LMS is aware of the principles of intellectual freedom included in the
ALAs Library Bill of Rights. She understands the principals are needed in order to
protect the rights of all users.
C. Acceptable: The LMS maintains confidentiality of library patrons according to district and
state policies. At the end of the year the district purges patron records.
Principle 7. Acceptable: The librarian engages in continuous self-evaluation and self-directed
learning for professional growth by participating in and contributing to professional associations and
publications.
A. Acceptable: The LMS does (especially since we have been discussing the standards for
the last six weeks) utilize the standards to assess performance and enhance the program.

B. Acceptable: The LMS does participate in TLA and TCEA, but she does not seek positions
on the committees or actively participate in those associations. Her participation includes
attending association conferences.
C. Acceptable: The LMS subscribes to Kirkus Review, which is a library-related professional
journal to keep informed in library trends and best practices.
D. Acceptable: The LMS does participate in an email discussion lists within the district with
fellow LMS, and actively follows several other LMS and professionals on twitter and
Facebook.
E. Acceptable: The LMS in the past has attended TLA, TCEA, Region 10, and local library
expos. She utilizes her gained knowledge to teach and model for staff and students. For
example at the Library Expo in Plano, we attended a session on TexQuest and Google and
how both complement each other. The LMS was able to utilize her new found knowledge
within a week from returning from the conference.
