The Food, Medicine and Healthcare Administration and Control Authority of Ethiopia

Foreword
Pharmacotherapy has always been an integral part of health care system and will remain
so in the future. This relies on the availability of safe, effective and affordable medicines
with the required quality, in reasonable amount. Moreover, on the rational prescribing,
dispensing and use of such medicines. Ethiopian drug policy ensures that medicines which
are required for prevention, diagnosis, treatment, mitigation and rehabilitation of diseases
affecting the majority of Ethiopian people have to be identified and classified to respective
levels of health service delivery.
The National Essential Medicine List is hereby revised for the fifth time in light of the above
principle and the latest developments in fields of medicine and pharmacy. Hence, users of
this medicines list are advised to refer to the list whenever they provide the services in
different area. It gives me a great pleasure to introduce this edition of the list to all
beneficiaries, which is the fruit of the joint effort of the staff of the Authority, the National
Drug Advisory Committee, development partners as well as the participants of the review
workshops. I hope that the National Essential Medicine List will serve as useful guides for
the procurement and to satisfy the majority public medicine need.
Finally, I would like to express my gratitude to all those who have directly or indirectly
extended their helping hands in the revising and printing of the list. I also call upon health
professionals and interested parties to continue their usual support in updating the list by
forwarding comments and suggestions to the Food, Medicines and Healthcare
Administration and control Authority of Ethiopia.
Introduction
The provision of complete healthcare service by health facilities necessitates the availability
of safe, effective and affordable medicines of the required quality, in adequate quantity at all
times. There are vast numbers of medicine in the market; availing all this medicine in a
certain country will never be a wise chose as well the cost of those medicine is unaffordable.
Therefore for insuring the availability of the safe, effective and good quality medicines
limiting the number of medicine used in a country is necessary. Considering the above
concept and the majority population need preparation of essential medicine list is vital for
assuring availability of medicines.
Essential medicines are those that satisfy the priority health care needs of the population.
They are selected with due regard to public health relevance, evidence on efficacy and
safety, and comparative cost-effectiveness. Essential medicines are intended to be available
within the context of functioning health systems at all times in adequate amounts, in the
appropriate dosage forms, with assured quality and adequate information, and at a price the
individual and the community can afford.
The process of preparing essential lists of medicines is a continuous process which takes into
account changing priorities for public health action, epidemiological conditions as well as
progress in pharmacological and pharmaceutical knowledge.
In light of the above concept, periodic revision of National Essential Medicine List is important
to identify medicine which is currently needed with regard to the prevalence of disease as
well as the cost of the medicine.
