Maligayang Pasko at Manigong Bagong Taon…

The PCSO Presidential Gold Cup has, over the years, become known as a proving ground of champions and an arena where the best Philippine Thoroughbreds compete for the highest honors in the sport.

It has become the scene where rivalries are enacted and battles for supremacy fought to showcase excellence and sportsmanship.

This year’s Gold Cup is no exception, as can be seen in the stellar lineup of horses entered by connections seeking to earn the coveted Gold Cup trophy. It is an event that participants look forward to, with their preparation and race strategies discussed well beforehand and implemented with an eye to victory.

This year’s event is made possible through the partnership and cooperation of the Philippine Racing Commission, which sponsored an additional P1 million in prize money, and the Manila Jockey Club as the host club.

We also thank the racing fans for their decades of support for this event and for PCSO, and the participants who are now all a part of PCSO Gold Cup and racing history.

In behalf of the PCSO family, welcome to the 2015 PCSO Presidential Gold Cup, and to all, a Peaceful Christmas and Prosperous New year!

Philippine Charity Sweepstakes Office Message It is my pleasure to invite all of you to witness

It is my pleasure to invite all of you to witness the 43rd PCSO Presidential Gold Cup race, a landmark occasion that will see the best Thoroughbreds of the land compete for this prestigious award.

Over the decades that it has been staged, the PCSO Gold Cup has cemented its status as the year’s most important race, with its winner truly deserving of the term “champion”.

There are many superlatives that have been used to describe this event – powerful, fast, and passionate among them – but most of all, the key word that defines it is excellent. Only the very best may win. And that is the purpose of the PCSO Presidential Gold Cup and indeed the whole PCSO Racing Program – to encourage achievement and the highest standards of sports and sportsmanship.

We extend our heartfelt gratitude to the Philippine Racing Commission for their partnership to make this race not only the most prestigious but also the richest, to Manila Jockey Club for providing the venue, and to the contestants for making this event memorable and exciting.

To the racing fans, our warm thanks also for their continued patronage of PCSO lotto and other games, and may they be well entertained by this event.

In behalf of the PCSO Committee on Races, welcome to the 43rd PCSO Presidential Gold Cup, and season’s greetings to all!

The Commission understands the importance of this event and that efforts are needed to preserve it and augment its prestige as a keystone of the racing calendar.

Thus I am proud to carry on Philracom’s support for the PCSO Gold Cup by way of providing an additional P1 million in prize money and in doing whatever we can to promote and publicize the

event, this year by arranging for its live coverage on national TV. By these means Philracom remains

a committed partner of PCSO in racing.

In behalf of the racing and breeding industry, we thank PCSO for sponsoring a racing program that includes maiden races and major stakes races such as the Freedom Cup, National Grand Derby, Anniversary Race, Silver Cup, and of course the Gold Cup. All these events provide incentives for participants and excitement for racing fans.

In behalf of the Philracom Board of Commissioners, staff, and employees, my most cordial wishes for

For the third consecutive year, the Manila Jockey Club is proud and honored to host the Presidential Gold Cup at the San lazaro leisure Park (SllP) in Carmona, Cavite in partnership with the Philippine Charity Sweepstakes Office (PCSO).

Once again, the Bayang Karerista will witness the industry’s finest jockeys and thoroughbreds as they compete for the prestigious Gold Cup title and a generous purse from the PCSO and the Philippine Racing Commission (Philracom). More importantly however, the Presidential Gold Cup fosters an environment of excellence by encouraging owners to breed faster horses, and jockeys and trainers to better hone their skills, thus elevating the standards of Philippine horse racing to greater heights.

We commend the PCSO for being a major supporter of the industry. Their sponsorship of major stakes races all year round continues to drive growth. Moreover, it gives the Bayang Karerista more opportunities to watch their favored horses and jockeys, and witness the rising talents of the sport.

In behalf of the management and staff of Manila Jockey Club, Inc., we extend our sincerest felicitations to the PCSO, and wish all the competitors a safe and successful run.

Mabuhay!

and had beat the former in another PCSO race in

However, Hagdang Bato fans saw their idol’s
triumph in the 30 Nov. 2014 Philippine Racing

veteran made a clean jump out of the gate, and never looked back from there until the wire. Pugad lawin ran off the pace, followed by Hagdang Bato’s coupled-entry el libertador, Kaiserslautern, My Champ, and Mr. Bond, in that order. All the riders conserved energy till the far turn, when the runners at the back of the pack started their rallies. Hagdang Bato, despite carrying 58.5 kilos (same as Pugad lawin), needed no whipping. He galloped steadily, like a machine, eating up yards of dirt and spitting them out at his rivals who could see only his flashing heels.

So stellar was his condition that Hagdang Bato received only urging with the reins on his neck from Hernandez, who flashed a smile at the crowd upon reaching the wire six lengths ahead of Kaiserslautern, who earned P1 million for her efforts. Pugad lawin managed third and P500,000, while My Champ, last year’s second placer, came in fourth for P300,000. The time for the 2,000-meter race was 2:06 (25-24’-26-25-26) over a heavy track. Hagdang Bato (Quaker Ridge x Fire Down Under), trained by Ruben S. Tupas, earned both the P4 million first prize (P3 million from PCSO and P1 million from Philippine Racing Commission) and the winning breeder’s prize of P200,000 for his owner, Mandaluyong City Mayor Benhur C. Abalos. Abalos, who was in europe with his family, was represented at the awarding ceremony by city councilors and the city engineer and an entire barangay of well-wishers – ‘Team Hagdang Bato’. The replica Gold Cup and the facsimile checks were handed over by PCSO Vice- Chairman and General Manager Jose Ferdinand M. Rojas II and Philracom’s chairman then, Angel l. Castaño. Also with them at the loud and vibrant ceremony were other officials from PCSO, Philracom, the host Manila Jockey Club, and hundreds of racing fans who crammed the stands at SllP. Jockey Virgilio M. Camañero Jr. accepts his trophy from TV host and celebrity Ms. Cory Quirino. With them are GM Atty. Joy Rojas, Gaming Sector AGM and Racing Committee Chairman ConradoC. Zabella, members of the Quirino family (left side), Metroturf Assistant Racing Manager Arthur Escala and Racing Manager Wilbert Adriano (back row), and, from the PCSO Racing Committee, consultant Gerry Rojas and vice-chairman Desoto Tupas.

Sent off as the last choice out of nine runners – dehado sa lahat - selling only a little over P5,400 out of the total daily double pool of around P920,000, 4yO filly Skyway outlasted the heavy favorites in the 2,000 meter ordeal. The top choices were coupled entries Hagdang Bato and Malaya; the former won the Silver Cup in 2013. The winner last year was Pugad lawin, also entered in this race and sent off as third choice. The second favorites were coupled entries Dixie Gold and Hot and Spicy. Hagdang Bato, a noted frontrunner, took the lead for most of the race, followed off-the-pace by Skyway under jockey Virgilio M. Camañero Jr., the tandem dropping to third in the backstretch. They moved up at the far turn and steadily ate ground, Hagdang Bato fading to second and low Profile persistently clinging to third.

Skyway gained even more down the stretch, seeming to fly the final hundred meters to win by four lengths under the whip. This is quite an achievement, considering two things: she is filly, and she is a grey. The rule of thumb is, things more or less being equal, to choose a colt over a filly and a dark horse (bay or black) over a light-colored horse (roan or gray). Skyway earned P2.5 million for her victory; second placer low Profile took home P700,000, third placer Dixie Gold P350,000, and fourth placer Kaiserslautern P250,000. The upset outcome resulted in a carryover of the winner- take-all pool. The time for the 2,000-meter race was 2:05.4

(24’-24-24’-24’-28).

Sired by Bertrando out of Maria’s Tale, Skyway was bred by Joseph C. Dyhengco, is trained by Anthony Francisco, and owned by Deemark International. The race proceeds were donated by PCSO to the President elpidio Quirino Foundation, represented at the event by the late president’s granddaughter, media personalityMs. Cory Quirino, and family members Poncy, Justin, and Migui Quirino, and Paul and Connie Quirino Cuneta. Also present at the awarding ceremony were, from PCSO, Vice-Chairman and General Manager lawyer Jose Ferdinand M. Rojas II and Assistant General Manager – Gaming Sector Conrado C. Zabella, as well as other members of the Committee on Races.

T He Philippine Charity Sweepstakes Office, the Philippine Racing Commission, and the Manila Jockey Club inked an

agreement for the staging of the 43rd PCSO Presidential Gold Cup at MJC’s San lazaro leisure Park in Carmona, Cavite. The MoA was signed Oct. 6 at the Manila Golf Club by PCSO Vice-Chairman and General Manager Jose Ferdinand M. Rojas II, Philracom Chairman Andrew A. Sanchez, and MJC Chairman Alfonso Reyno Jr. and President and COO Alfonso “King” G. Reyno III. The race is expected to attract the sport’s top-ranked elite Throroughbreds with total prize money of P4 million, with P3 million coming from PCSO and an additional P1 million from Philracom. GM Rojas reiterated PCSO’s support for horseracing, and said that the PCSO racing calendar for 2016 was already approved by the agency’s Board of Directors. “We look forward

to another year of fun and excitement of racing with PCSO,” he said. Chairman Sanchez said, “I assure the PCSO that Philracom will always support the Presidential Gold Cup, and every year we will be donating P1 million to the winner of this prestigious race.” Atty. King Reyno added, “I am very happy and thankful to be hosting the 43rd running of the Gold Cup. We all know…that this is the most anticipated race of the year, and for good reason. Just to compete in this race is indeed a big honor for any horseowner and any racing stable.” The charity agency’s legacy race is being held for the 43rd year in a row, making it the longest continuously-held sporting event in the country. The PCSO’s racing program, which also includes the Silver Cup, Anniversary Cup, Freedom Cup, and special maiden races, is sustained to fulfill its mandate to support horseracing and Thoroughbred breeding.

hagdangBato in this year’s edition of the Presidential Gold Cup due to a difference in opinionin the handicap weight which the six-year- old should carry.

Should the crowd darling of Mayor BenhurAbalos be absent from this race, this development will probably heighten the interest of many as the predictions on the

outcomeof this much-awaited yearly event have become even more open to debate. HagdangBato’s archrivalPugadlawin (Refuse To Bend x Unstoppable l ady) of Antonio V. Tan Jr.’s stable willsurely be among the betting favorites in the 2,000-meter-race. The 6yO has won the 2013 Presidential Gold Cup and the 2014 PCSO Silver Cup which is the reason for the 59 kilos handicap weight it will carry. Pugadlawin’s rider “Pau-Pau” Guce has earned the respect of racing aficionados and fellow jockeys especially in long-distance races because he has mastered conserving the energy of his rides and urging them to brilliant come-from-behind finishes. This talent will be a valuable factor in this race because of the presence of a strong pacer in low Profile, another entry in this edition of the Gold Cup. low Profile (Tribal Rule x laquaria) from

the Ruben Dimacuha stable deserves to be worried about. last Nov. 29 this 4yO humbled HagdangBato in the PCSO Anniversary race, barely three weeks after turning in a 2:06 for the 2,000 meters in the PhilracomAmb. eduardo Cojuangco Jr. Cup at the Saddle & Clubs beating the tandem of Messi and Tap Dance of Atty. Narciso O. Morales, among other rivals. This Dodek Vicente-trained champion glides to the lead and doesn’t yield the front if it can help it. A plus factor in low Profile’s favor is familiarity with its assigned rider, Mark Angelo T. Alvarez, who is a pacer master in his own right. Do not be surprisedIf this contender turns out to be the betting favorite. Kanlaon (Bwana Bull x Never left) and Messi (Ready’s Image x Salon lumiere) also both deserve attention. Kanlaon will be guided by Val “Showbiz” R. Dilema and its recent time (2:07’) for the distance in Naic shows that it has the stamina and finishing kick to finish creditably in long distance runs. On the other hand, in the hands of John Alvin Guce, Messi performs creditably well,

probably better than with other jockeys. It has to its credit a 2:05’ for 2,000 meters in Metroturf. The never-say-die attitude of the rider and his upper body strength will also be favorable factors. And what about the other runners? Of course they have their own chances of success, and the result will depend on the breaks, particularly how the connections decide to run their horses. The likely scenario will be one where, we will see at least the first two quarters being dominated by low Profile, with Tap Dance (Cowboy Cal x Faster Tapper), piloted by JB Guce, Penrith (Chris Garganta on board),and Malaya (with Kelvin Abobo on top), providing the pressure as second liners. Regardless of whether or not the front is wrested from the early leader, come the third canto the Patty Dilema-ridden Dixie Gold of Joseph Dyhengcoand Pugadlawin will make their bids to challenge supremacy in front. In the succeeding canto, Kanlaon and Messi will be ridden like there is no tomorrow in the hope that they will have the lead when it is time to cross the finish line.

TUV-Rheinland auditors John Francis Faustorilla and lei Maza lauded as “commendable” PCSO’s Performance Agreement Negotiation, balanced scorecard and strategy map, and development of its Human Resources Information System. PCSO Vice-Chairman and General Manager (GM) Jose Ferdinand M. Rojas II, in his capacity as the agency’s Quality Management Representative (QMR),welcomed to the head office last Dec. 3 the two third-party auditors who conducted the first-stage audit. They were also greeted by Deputy QMR and Gaming, ProductDevelopment, and Marketing Sector Assistant GM (AGM) Conrado C. Zabella. They were joined at the audit presentation

The certification’s scope covers the conduct and management of the lotto draw up to prize claim for prizes of P5,000 and above. The Governance Commission for GOCCs (GCG) requires PCSO to achieve ISO 9001:2008 accreditation by the end of 2015; this represents 10 percent of the agency’s targets this year. The auditors inspected quality management documents related to quality policy, quality objectives and targets, management review results, and applicable statutory requirements. They also conducted a brief facility tour and interviewed managers whose workflows and processes fall within the scope of the certification.

Faustorilla and Maza’s evaluation report at the end of the day-long audit found no major nonconformities, only opportunities for improvement that can be corrected before the arrival of the seven-person audit team on Dec. 17. GCG, in setting PCSO’s targets for 2016, also required the agency to also achieve ISO certification for its Charity and Branch Sector operations. After obtaining ISO certification, agencies must continue to adhere to the approved processes to retain their certification, which they may lose should they fail subsequent surveillance audits. PCSO’s efforts to achieve ISO certification manifest the success of the professionalization of the civil service under the Aquino administration, which considers as high priorities the improvement of agency processes and systems for enhanced service delivery. The office, lent for free by the city government, is located in the Municipal Hall of Candon. It had a manpower complement of two when it soft-openedin April – Mary Jane Claridad as acting head and RemelynCuaresma as social worker. PCSO officials and personnel including GM Atty. THe priest who officiated the Mass at and office blessing of PCSO’s Ilocos Sur branch office in May 2015 was Father Reynaldo Rebebes, 44, who also blessed the space at its soft opening some time ago. When he learned that he was being invited to bless a new PCSO office, he broke into tears, saying that PCSO was deeply meaningful to him and his family. He explained why in his homily during the Mass. “My father, RufinoRebebes, worked for more than 40 years as a sales supervisor for PCSO,” he said. “I idolized my father because he was religious and hardworking. He gave us a good life.” The elder Rebebes sustained his family with his earnings from selling PCSO Sweepstakes tickets. He also managed a team of Sweepstakes ticket vendors in northern Philippines. “I remember helping my father when I was a child by rubber- stamping the back of Sweepstakes

tickets,” recounted Fr. Rebebes, who is the fifth of six children. “Because of my father’s hard work, he sold many winning tickets and in fact, ‘good fortune’ or ‘swerte’ became synonymous with the Rebebes name during that time.” Fr. Rebebes’ father died in 1994 – “sadly he did not live to see me ordained as a priest” – but his legacy lives on his son, who carries the memory of his father in a special place in his heart. “I hope PCSO, especially this branch in Ilocos Sur,” Fr. Rebebes added, “will continue the good work it is doing of helping our less

fortunate kababayan.”
