Preamble: Whereas carbon emissions from human activity have scientifically proven to cause
an increase of 0.75 degrees in average global temperatures over the last 100 years, since
these temperatures have led to polar ice melting, rising sea levels, severe heatwaves,
hurricanes, billions of dollars in damage to coastal cities, harshness on agriculture, and
copious more issues, since Americans arent receiving enough motivation to cut back on the
amount of carbon dioxide, methane and other greenhouse gases they are currently producing,
since the current cap and trade enforcements and renewable energy incentives are respectable
but aren't contributing enough to the point of reducing humanitys carbon footprint.
SECTION 1: This act may be cited as, Cap and Trade.
Sub-SECTION A: Complete dismantling of both current cap and trade programs.
Sub-SECTION B: Implement new blanket Cap and Trade program across all
United States property, associates, and international industries on US soil.
Sub-SECTION C: New Cap and Trade program will be based on positive
polution ratio system.
(A)
Using current
standards for carbon footprint, set emissions based on
product, fabrication or service exported.
(B)
When bill is
enacted, will set the date for annual reduction of emissions
by 2% each year.
(C)
Individuals,
Companies and organizations must maintain a positive
ratio of production to pollution measured in Carbon
Footprint.
Sub-SECTION D: Reintroduce ratifying the Kyoto Protocol to the senate floor
and the president's desk in order to vote on including the United States in the
foreign protocol.

SECTION 2: Renewable Energy Investment.


Sub-SECTION A: Reduce spending on fossil based fuel by 20% every year for
the next 3 years.
Sub-SECTION B: Invest into updating current electrical distribution grid.
Sub-SECTION C: Open tax rebate bracket for individuals that contribute to

renewable energy.

Sub-SECTION D: Subsidy of 350 million dollars granted to the Department of

Energy for the research and production of renewable energy.

38 SECTION 3: Carbon Footprint Reduction Incentive Program

Sub-SECTION A: Blanket electric credit system across all states.

(A) All individuals,

companies and organizations may use renewable energy

sources to contribute to the energy grid in exchange for

electrical energy credit with their energy provider.

Sub-SECTION B: Surpassing emissions standard will receive a penalty fine.

Sub-SECTION C: Decrease national spending on coal and natural gas production
46
by 10% within the first year of passage and 40% within the next 5 years.

48 SECTION 5: Increased EPA Enforcement

Sub-SECTION A: The EPA will receive a 20% increase to their annual budget.
SECTION 6: This bill shall go into effect 90 days after passage.
