1. WHO CAN APPLY TO THE IRU ACADEMY CPC DRIVER

PROGRAMME?
The CPC Driver Programme is open to any organisation with qualified CPC
Driver instructors that wants to offer internationally recognised, high-quality
CPC Driver training.
The organisations that can apply under the CPC Driver Programme include

2. HOW TO APPLY TO BECOME PART OF THE INTERNATIONAL

NETWORK OF IRU ACADEMY CPC DRIVER ACCREDITED
TRAINING INSTITUTES (CPC DRIVER ATIs)?
To become a Member of the International Network of IRU Academy CPC
Driver Accredited Training Institutes (CPC DRIVER ATIs) you must submit
an application.
The following pages list the elements which must be included in your
application. All information must be submitted in English only!
The IRU Academy will only process applications which are duly
completed.
3. TWO SIMPLE APPLICATION STEPS

To apply to become an IRU Academy CPC Driver Accredited Training
Institute (CPC DRIVER ATI) for the Course on Initial Qualifications of
Professional Drivers, you must:

STEP 2) Submit your Institutes duly completed Application

STEP 1
TRANSFER THE APPLICATION FEE
Application Fee
Your Institute must transfer the applicable Application Fee as per the
information provided in Table 1 of this booklet (see Section 6 &
Appendix 4).
The IRU Academy will not process Applications for which the
Application Fee has not been received.
STEP 2
SUBMIT YOUR INSTITUTES DULY COMPLETED APPLICATION

The documents needed to make your application duly complete are:
CPC DRIVER ATI Letter of Intent and Copy of Bank Transfer

A Letter of Intent (See Appendix 3), showing your interest to join the CPC
Driver Programme, with a Copy of the Application Fee Bank Transfer
enclosed, must be sent to the IRU Academy.
CPC DRIVER ATI Application Check List

Your Institute must tick the appropriate boxes on the CPC DRIVER ATI
Application Check List (See Appendix 2).
CPC DRIVER ATI Application Form

Your Institute must duly complete and return the CPC DRIVER ATI
Application Form (See Appendix 4).
The information provided will appear on the IRU Academy Web Site
through the IRU Academy Online.
Please do NOT submit an individual form for each branch!
CPC DRIVER ATI Branches Listing Form

Your Institutes CPC DRIVER ATI branches will benefit from your
accreditation, including the use of the IRU Academy Online.
The only requirement is for your Institute to list each of those branches
using the enclosed CPC DRIVER ATI Branches Listing Form (See
Page 4 of 12 pages

Appendix 5), which must be duly completed, if applicable, and submitted

with your Institute's application.
CPC DRIVER ATI Questions on Quality Processes
Your Institute must submit the duly completed answers to the Quality
Control Questions for your Institute (See Appendix 6).
CPC DRIVER Instructors Data & Questions
Your Institute must list all Instructors that will conduct IRU Academy CPC
Driver Accredited Classes, including those of your branches, using the
CPC Driver Instructors Data & Questions Form (See Appendix 7).
Only those CPC Driver Instructors listed will be permitted to teach the
CPC Driver Classes for which your Institute is accredited!
ATI Agreement
Your Institute must submit the duly completed, initialled and signed
IRU Academy ATI Agreement (See Appendix 8).
Important! In case of doubt, contact the Head of the IRU Academy to

complete Annex A of the IRU Academy ATI Agreement.
National Certificate of Approval as a CPC DRIVER Institute
Upon signing the IRU Academy ATI Agreement, your Institute certifies to be
in possession of a national (regional) CPC Driver training institute approval
document.
Documentation per CPC DRIVER Instructor

Upon signing the IRU Academy ATI Agreement, your Institute certifies that
its CPC Driver Instructors, including those of your branches, meet the strict
IRU Academy quality criteria and is able, upon request, to provide for each
instructor at least one of the documents listed under each of the 3 bullets
printed below:
(1) Proof of Subject Knowledge:
A valid CPC DRIVER certificate for the course
he/she would like to teach or,
A valid certificate of approval to instruct CPC Driver
courses issued by the competent national (Regional)
Official Authority or,
An attestation (statement) by your Institute's General
Manager confirming for each CPC Driver Instructor their
subject knowledge,

Proof of Working Experience:

At least one letter by an employer (former or current)
stating that he/she has working experience in dealing
with Initial Qualifications of Professional Drivers,
indicating for how long he/she performed this task.
3)
Proof of Teaching Experience:

A letter from a training provider for which he/she works or
worked, stating that he/she has at least 12 months
teaching experience or,
A letter from the training provider stating that he/she is
guided by another CPC Driver Instructor who is coaching
your new Instructor until he/she reaches a satisfactory
level of 12 months teaching experience or,
An official license (degree) as a teacher, instructor or
professor.
Note: Those Instructors who have always been self-employed need

to contact the IRU Academy.
Your Institutes National CPC DRIVER Lesson Plan

Your Institute must submit its National CPC Driver Lesson Plan in
English, using the template which will be provided by the IRU
Academy (this template will be sent once the IRU Academy receives
your Institutes Application Fee).
Your Institutes National CPC Driver Lesson Plan will list all
national variations (exemptions) to the CPC Driver Rules in
effect in your country as taught by your Institute's CPC Driver
Instructors.
Other information which can be submitted (not mandatory)

Your Institute is encouraged to provide additional information to the
IRU Academy with its application. The provision of such information
is on a voluntary basis and may be submitted in your national
language. Examples are:
CPC Driver Course Books;
CPC Driver Work Books, with Model Answers;
CPC Driver Practise Tests, with Model Answers and
Marking Scheme;
CPC Driver Teaching Aids;

CPC Driver Promotional Materials, e.g. ads, brochures,

pamphlets, newsletters, etc.
4. IRU ACADEMY CPC DRIVER INSTRUCTOR BRIEFING
As soon as possible following Accreditation, your Institute must have at
least one CPC Driver Instructor briefed by the IRU Academy, who will then
brief all other CPC Driver Instructors.
This briefing will explain the:
IRU Academy Lesson Plan & Recap Exercise;
IRU Academy CPC Driver Instructor Guide;
Best CPC Driver Teaching Methods.
Participation is free of charge for one ATI Principal CPC Driver Instructor
from your Institute. Additional CPC Driver Instructors (named ATI Additional
CPC Driver Instructors) wishing to participate in this CPC Driver Instructor
Briefing will pay a Registration Fee (See Section 6, Table 4). This CPC
Driver Instructor Briefing will be held at a location decided by the IRU
Academy and most appropriate based on demand.

5. WHAT WILL YOU RECEIVE ALONG WITH YOUR ACCREDITATION?
Once accredited, your Institute and its Branches, if any, will be permitted to
operate and promote themselves as IRU Academy CPC DRIVER
Accredited Training Institutes (CPC DRIVER ATIs).
Your Institute will receive:
An original signed copy of the IRU Academy ATI Agreement;

An official IRU Academy CPC Driver ATI Accreditation
Certificate;
An over-the-phone training

6. WHAT IS THE COST TO BE AN IRU ACADEMY ATI?
All fees indicated are in Euros (EUR).

The following application fees concern first time accreditations only.
For subsequent accreditations, accreditation fees are reduced by 10%.

ANNUAL FEE
The Annual Fee is a flat rate of EUR 150, irrespective of which
IRU Academy programme the ATI holds accreditation(s) for.

ADMINISTRATIVE FEE
Accredited ATIs which are not active and do not conduct IRU Academy
accredited classes in a calendar year are subject to an administrative fee of
EUR 500.

PER STUDENT FEE

Your Institute and its Branches, if any, commit to register a minimum
number of students per year to maintain the IRU Academy Tachograph ATI
accreditation. For each student registered in the IRU Academy Online, a
Per Student Fee must be settled on a quarterly basis and must be paid
within 30 days of the invoice date. The registration in the IRU Academy
Online of all students in the course for which you have obtained
accreditation is mandatory.

The average per student fee per course is calculated according to the
forecasted number of students per calendar year that must be indicated in
Appendix 4 (page 8) of this Application Booklet. The per student fee will
decrease with increasing number of students forecasted (for example, for
above table, with 50 students, the average per student fee is EUR 10.- for
500 students the average per student fee decreases to EUR 8.-)
At the end of the calendar year, there may be a need to reconcile any fee
discrepancy due to difference in estimated students and real students
based on yearly enrolments. At this stage, the IRU Academy will calculate
this discrepancy and inform the ATI accordingly with any associated
reimbursement (student forecast less than actual number of students) or
charge (actual number of students less than student forecast).

Travel, visa & accommodation are at the expense of the ATI.
7. HOW TO REACCREDIT AND UPDATE INFORMATION?

The accreditation will remain valid until the Accreditation Expiry Date printed
in Annex A (Section IV) of the IRU Academy ATI Agreement and as printed
on your IRU Academy ATI CPC DRIVER Accreditation Certificate.
Reaccreditation must be obtained prior to the Accreditation Expiry Date.
The Reaccreditation process can be started by your IRU Academy CPC
Driver ATI as from 6 months prior the Accreditation Expiry Date.
Reaccreditation is at no extra charge.
Reaccreditation requires the resubmission of all the application documents.

THE ATI AND IRU ACADEMY AGREE:

The ATI accreditation by the IRU Academy is valid per IRU Academy Programme
until the Accreditation Expiry Date cited in Annex A.
The ATIs subsequent accreditation for other Courses within the same
IRU Academy Programme, if any, will have the same Accreditation Expiry Date
as the first Accredited Course.
The ATI must conduct a minimum of four (4) IRU Academy Accredited Classes
per Course per calendar year to maintain its accreditation.
OFFICIAL REGISTRATION
3.1.

The ATI is accredited by the IRU Academy as an IRU Academy Accredited

Training Institute (ATI) to conduct only the Courses listed as per Annex A, which
forms an integral part of this IRU Academy ATI Agreement.
The ATI is responsible for its activities and those of its Branch Offices as well as
full complying with the terms of this IRU Academy ATI Agreement and applicable
law.
The ATI cannot bind the IRU Academy in any manner whatsoever as a result of
ATI accreditation.
The ATI will receive, upon Accreditation, for every IRU Academy Programme,
which can include several Courses, an official IRU Academy Accreditation
Certificate.
The ATI has the responsibility to promote all of its IRU Academy Accredited
Programmes, Courses and Classes to its students.
The ATI is entitled:
1.6.1. To conduct IRU Academy Accredited Classes as defined in Annex A.
1.6.2. Accredited ATIs which are not active and do not conduct IRU Academy
accredited classes (as per paragraph 2.3) in a calendar year are subject
to an administrative fee of EUR 500.
1.6.3. To use the IRU Academy Online Internet Application, including the
management of Courses, Students and on-site issuance of IRU Academy
Certificates and/or Diplomas.
1.6.4. To receive updated Course Instructor Guides (Standards), as required.
1.6.5. To be promoted on the IRU Academy web site as an IRU Academy ATI.
1.6.6. To use the IRU Academy Accredited Training Institute logo and name as
well as other supporting materials to promote the IRU Academy
Programmes, Courses and Classes for which it is accredited.
The ATI confirms that it is duly registered and holds all applicable licenses and
documents as required by the laws of its respective country and the
IRU Academy Application Forms.
COMMUNICATION
4.1.
The ATI will assign at least one (1) ATI Liaison Person, fluent in English, who will
ensure, to the IRU Academys full satisfaction, proper and timely communication.

The ATI commits to use without fail the IRU Academy Internet based application
IRU Academy Online. The ATI will register all of its IRU Academy Accredited
Classes, Students and their respective grades (results) in percent (%) in the
IRU Academy Online.
The ATI commits to issue IRU Academy Certificates and/or Diplomas to all
students who successfully graduated from an IRU Academy Accredited Class.
The ATI commits to have at least one ATI Principal AOL Administrator trained
in the use of the IRU Academy Online.
The ATI commits to establish its yearly class schedule prior to the beginning of
each calendar year, which must be submitted through the IRU Academy Online.
AUDITING

All fees per IRU Academy Programme, Courses and Students are defined in
Annex A and are non-refundable.
All fees are payable in Euros (EUR) and may be revised by the IRU Academy.

The ATI and its Instructors will maintain the highest quality training for all of its
IRU Academy Accredited Classes.
FEES

The ATI will maintain its premise(s) and classroom facility(ies) to the highest
quality standards.
QUALITY TRAINING
6.1.

The ATI will, without delay, advise the IRU Academy of any changes to the
information submitted in the Application Forms, including the names and
qualifications of its Instructors.
The ATI agrees to have one Instructor briefed per IRU Academy Course or
Programme, as printed in Annex A, as appropriate, in a location decided by the
IRU Academy.
The ATI authorises the IRU Academy or its Representative to inspect at its
discretion and without prior notice, the ATI premises, classroom facilities, official
registration or any other related documents, and to audit instructors, classes and
teaching methods as deemed necessary.
REACCREDITATION
10.1.1. The ATI may apply for Reaccreditation 6 months prior to the Accreditation
Expiry Date of its Programme Accreditation.
10.1.2. It is the sole responsibility of the ATI to apply for Reaccreditation for each
Course within a Programme that it wishes to continue.
10.1.3. Reaccreditation will be granted if the information submitted through the
Application Forms continues to meet the quality control criteria of the
IRU Academy.

10.1.4. Upon Reaccreditation the ATI will be issued a new IRU Academy
Accreditation Certificate per ATI Accredited Programme.
TERMINATION
11.1.
The IRU Academy reserves the right to terminate the ATIs Accreditation at any
time for any breach of this IRU Academy ATI Agreement or any other conditions
that could alter it.
11.2.
Termination may also result from but is not limited to:

any action which may jeopardise the IRU, IRU Academy or its
ATIs international credibility, image and reputation;
misuse of the IRU Academy logos or name;
unauthorised issuance or reproduction of IRU Academy
Certificates and/or Diplomas;
unpaid fees;
bankruptcy or similar proceedings against the ATI;
mutual agreement.
APPLICABLE LAW
12.1.
The provisions of this IRU Academy ATI Agreement shall be governed with
respect to and in accordance with the laws of Switzerland. Any dispute arising out
of, or in connection with, or in the implementation of this IRU Academy
ATI Agreement, shall be, whenever possible, settled amicably. Any dispute,
which cannot be settled amicably, shall be settled before the Courts of the
Canton of Geneva. An appeal to the Swiss Federal Court is admitted.

* - At the end of the calendar year, there may be a need to reconcile any fee discrepancy due to difference in
estimated students (according to the forecasted number of students per calendar year indicated in Appendix 5 of this
Application Booklet) and real students based on yearly enrolments. At this stage, the IRU Academy will calculate this
discrepancy and inform the ATI accordingly with any associated reimbursement (student forecast less than actual
number of students) or charge (actual number of students less than student forecast).
