McKinney-Vento Definition of Homeless

Subtitle B of Title VII of the McKinney-Vento Homeless
Assistance Act (Title X, Part C, of the No Child Left Behind Act)
defines homeless as follows:
The term homeless children and youths

(A) means individuals who lack a fixed, regular, and

adequate nighttime residence (within the meaning
of section 103(a)(1)); and
(B) includes-(i) children and youths who are sharing the housing of other persons due to
loss of housing, economic hardship, or a similar reason; are living in
motels, hotels, trailer parks, or camping grounds due to the lack of
alternative adequate accommodations; are living in emergency or
transitional shelters; are abandoned in hospitals; or are awaiting foster care
placement;
(ii) children and youths who have a primary nighttime residence that is a
public or private place not designed for or ordinarily used as a regular
sleeping accommodation for human beings (within the meaning of section
103(a)(2)(C));
(iii) children and youths who are living in cars, parks, public spaces,
abandoned buildings, substandard housing, bus or train stations, or similar
settings; and
(iv) migratory children (as such term is defined in section 1309 of the
Elementary and Secondary Education Act of 1965) who qualify as
homeless for the purpose of this subtitle because the children are living in
circumstances described in clauses (i) through (iii).

McKinney-Vento Student Rights

Campus Case Manager (CCM): CCM to provide student and parent/guardian with any
information, resources and links to needed services. CCM to monitor attendance and
academic performance.
Free Lunch: Students who qualify for the McKinney-Vento program receive free lunch and
do not need to fill out the lunch application with Child Nutrition Services.
Clothing vouchers: If assistance with school uniforms is needed, student or parent/guardian
must notify CCM, who is the designated person to submit a request for clothing voucher for
McKinney-Vento students. Once the voucher is prepared, McKinney-Vento personnel will
contact parent/guardian to pick up the voucher at the administration building: 1515
Cherrybrook Pasadena, TX 77502 (Special Programs Office).
School Supplies: If assistance with school supplies is needed, student or parent/guardian
must notify CCM, who is the designated person to submit a request for school supplies for
McKinney-Vento students. School supplies will be sent to CCM so that the supplies can be
given directly to the student.
Transportation (Grades 1-12 only): If a student moves due to homelessness, they have the
right to stay at their school of origin, to finish the school year. If parent/ guardian cannot
provide transportation, they must notify CCM to request transportation. The McKinneyVento Coordinator will evaluate the request for approval or disapproval. Parent/guardian
will be contacted by the CCM or the McKinney-Vento Coordinator to inform on decision. The
Department of Transportation will take a week or more to establish a route, please keep in
mind that parent/guardian is responsible for transporting student to and from school until
final notification of approval.

Note that it is the responsibility of the parent/guardian to communicate with the PISD Department of Transportation
at (713) 740-0817 before 6:00 am if the student is not going to ride the bus any day. Termination of transportation
will automatically take place if student fails to ride the bus three times without prior notification to the PISD
Transportation Department.
Social Services: If assistance is needed with social services (vaccinations, vision, dental, or
medical referrals, etc.) the student or parent/guardian must contact CCM.
HIGH SCHOOLS ONLY:
University Financial Assistance Letters (Senior McKinney-Vento Students): This letter only
applies to students who do not live with a parent or legal guardian and are requesting
financial assistance for college or university as an independent adult. These letters are
usually for students who will graduate and complete a FAFSA / TAFSA application or
students applying for financial aid for child care. If student is in need of a University Financial
Assistance Letter he/she must notify CCM, who is the designated person to submit a request
for a University Financial Assistance Letter for McKinney-Vento students that are
unaccompanied by a parent or legal guardian.
Tuition Assistance: If a High School McKinney-Vento student requires financial assistance
for initial credit, credit recovery, or needs to pay for fees for academic exams, student or
parent/guardian must notify CCM, who is the designated person to submit a request for
tuition assistance for McKinney-Vento students.

Qualifications for SNAP Benefits/Food Stamps

In order to qualify for the food stamp program you must meet certain
guidelines, these guidelines have to do with your income, your assets
and the size of your household.

Besides your income you must also be a legal US citizen or resident there are
some exceptions regarding immigrants who have been in the US for at least five
years and fall on their one of the following categories.
*lawful permanent resident of the United States under the Immigration and
Nationality Act (INA)
*refugee admitted under section 207 of the INA,
*granted asylum under section 208 of the INA,
*paroled under section 212(d)(5) of the INA for at least one year,

*deportation withheld under 243(h) or 241(b)(3) of the INA in effect prior to

April 1, 1997,
*granted conditional entry under 203(a)(7) in effect prior to 4/1/80,
*Cuban/Haitian entrant as defined in 501 OF THE Refugee Education
Assistance Act of 1980, or
*immigrant, parent, or child of an immigrant who has been battered or subjected
to extreme cruelty in the U.S. by a spouse, parent, or by a member of the spouse
or parents family residing in the same EU as the immigrant at the time of the
abuse. There must be a substantial connection between the battery or extreme
cruelty and the need for food stamp benefits and the individual must not reside in
the same household as the abuser. In order to qualify you also have to have assets
no greater than the amount set, households with a disabled member or a member
age 60 or older may have up to $2,000. Once you have reviewed the criteria and
have made a decision that you believe that you qualify you are ready for the next
step which is to fill out an application.

Application Process
The individuals in your household that count as household members are
Spouses
Parents
Children under 22 years old
Children, except foster children, under age 18 who are under the parental
control of a person other than their parents who is exercising parental control. For
example, grandparents may apply for grandchildren in their care, even if they do
not have legal custody. The application should take you about 20 minutes. It is
important that you fill out the application as fully as possible. Once you are done
with your application you should return it to your local Food Stamp office.

What happens next?

Once your application is submitted it will be reviewed by a caseworker who will
then determine if more information is required from you.
The amount that you are approved for will be based on the size of your
household and your income and expenses. The amount that you receive can
be anywhere from $200 - $1200. If you would like more information and free
